Guidance On Developing A COVID-19 Safety Plan For Critical Infrastructure
The first element will be the purpose of the safety plan, which is to protect your workers and
any visitors to your job site. You may also wish to include references and any additional
guidance you followed in developing the plan, such as that from the Centers for Disease Control
and Prevention (CDC), Department of Labor and Industries (LNI), Department of Health (DOH)
or local health jurisdiction.
This section should state that supervisors and managers are required to be familiar with the
plan and answer questions pertaining to the plan. The supervisors and managers must model
the plan.
This section will designate a site-specific COVID-19 safety supervisor that will ensure the plan is
followed. The safety supervisor will be responsible for ensuring all workers are trained on the
plan and any updates. The communications plan on how messages will be disseminated should
also be included.
This section should include the workers responsibilities under the plan, such as physical
distance, hygiene, and sanitation. It should also include who to contact if the worker has
questions about the plan.

the workers are safe. This should include frequently used cleaning and disinfecting of tools and
equipment, and other elements of the work environment, where possible.
