Guidance on Developing a COVID-19 Safety Plan for Critical


Infrastructure
All operations and construction projects for critical infrastructure are different. What is
appropriate for one site may not be appropriate for others. This guidance document gives an
overview of elements you may want in your safety plan and links to resources to help you
develop a plan. A sample template for your use has been developed. This plan is not all
inclusive and should be adjusted for your needs.

Purpose of the Plan

The first element will be the purpose of the safety plan, which is to protect your workers and
any visitors to your job site. You may also wish to include references and any additional
guidance you followed in developing the plan, such as that from the Centers for Disease Control
and Prevention (CDC), Department of Labor and Industries (LNI), Department of Health (DOH)
or local health jurisdiction.

Responsibilities of Supervisors and Managers

This section should state that supervisors and managers are required to be familiar with the
plan and answer questions pertaining to the plan. The supervisors and managers must model
the plan.

This section will designate a site-specific COVID-19 safety supervisor that will ensure the plan is
followed. The safety supervisor will be responsible for ensuring all workers are trained on the
plan and any updates. The communications plan on how messages will be disseminated should
also be included.

Responsibilities of the Worker

This section should include the workers responsibilities under the plan, such as physical
distance, hygiene, and sanitation. It should also include who to contact if the worker has
questions about the plan.

Job Site Protective Measures

This should list all the protective measures in place at the job site. This may include:
 General Safety Policies and Procedures
 Workers entering occupied homes and buildings
 Visitors to the Work Place
 Personal Protective Equipment and Engineering Controls
 Worker Health Screenings

Job Site Cleaning and Disinfection

This section of the plan should include the clean and sanitation practices put in place to ensure
the workers are safe. This should include frequently used cleaning and disinfecting of tools and
equipment, and other elements of the work environment, where possible.

This section will include how you plan to deal with exposures situations, including a worker with
known COVID-19. It will also include information on maintaining confidential and medical
information of your employees.
