RECONSTITUTING THE BARANGAY PEACE AND ORDER COMMITTEE (BPOC)

WHEREAS, the Constitution mandates that the government shall promote the
quality of life of the people and likewise, Section 16 of RA 7160 mandates all local
government units to include barangays to promote the general welfare of their
constituents;

WHEREAS, EO NO. 366 dated September 5, 1996 requires all barangays to organize
the Barangay Peace and Order Committee (BPOC), which shall serve as the implementing
arm of the municipality in the implementation of the peace and order related activities

WHEREAS, DILG Memorandum Circular No. 2015-130 provides the guidelines on


the functions of Barangay Peace and Order Council;

WHEREAS, criminality continues to pose threat to peace and order, and thus
undermining the peace and development efforts of the government;

NOW, THEREFORE, I, ______________________, Punong Barangay of ____________________,


______________________, Isabela, by virtue of the powers vested in me by law, do hereby order
to reconstitute the Barangay Peace and Order Committee.

SECTION 2. Functions

1. Formulate a Barangay Peace and Order and Public Safety Plan (POPS) which
shall be incorporated in the Barangay Development Plan
2. Recommend measures to improve or enhance peace and order and public safety
in the community
3. Monitor and coordinate the implementation of peace and order programs and
projects at the barangay level
4. Serve as information and gathering mechanism;
5. Monitor and report, to appropriate authorities, suspicious illegal activities and
personalities involved within their jurisdictions, including insurgent activities;
6. Maintain continuing dialogue, close coordination and rapport with the higher-
level POC and law enforcement units;
7. Coordinate the operation of all community-based anti-crime groups within the
barangay;
8. Make periodic assessment of the prevailing peace and order situation in the
barangay, and submit a report, with appropriate recommendations, to the
higher-level POC;
9. Submit annual BPOC functionality report pursuant to DILG Memorandum
Circular No. 2008-101; and
10. Perform such other functions which may be assigned by higher level
peace and order councils.

SECTION 3. Secretariat. The Barangay Secretary shall serve as the secretary of the
committee and shall prepare -

1. Agenda and notice of meeting


2. Resolution and minutes of meeting
3. Reportorial requirements
4. Other required documents during POC meetings

SECTION 4. Effectivity. This order shall take effect immediately.
