SHCO MISSION AND VISION
STATEMENT

SHCO MISSION STATEMENT


To help prepare Senior High School students for their chosen career track by upholding the
ideals of Saint Paul as the cornerstone and means of hauling their potentials and cultivating their
skills in coping with global challenges geared towards excellence.

SHCO VISION STATEMENT


A dependable organization for Senior High School students that embodies the expected attributes
of a genuine Paulinian, working and studying in unity amidst diversity, guided by the school’s
mission, vision, and core values to attain an eminent intellectual enlightenment and spiritual
awareness.
OBJECTIVES OF THE
ORGANIZATION

The Senior High School Class Organization shall at all times strive to:

1. To develop a sense of unity, camaraderie and selflessness among the senior high school
students, their superiors, and their fellow men, to enhance their relationships whatever the
circumstance.
2. To promote discipline, responsibility, and accountability in matters inside and outside the
school premises.
3. To integrate the values of Saint Paul in all the activities of the Organization.
4. To uphold the ideals of the school by producing well-rounded individuals fit for global
standards in both academic and extracurricular aspects.
5. To conserve the general welfare of the senior high school students through lawful
measures established in the Organization’s Constitution and By-laws in conserving their
rights and privileges.
6. To strive for excellence by demonstrating in all activities, especially those held by the
organization and school.
7. To cultivate the skills of every individual in the Organization through appropriate means.

SHCO CONSTITUTION AND BY-LAWS

PREAMBLE
WE, the bona fide students of Saint Paul School of Professional Studies, with the help of
Almighty God, believing in the necessity for an organized body for the Senior High School Class
Organization in order to establish an independent, liberated, confident, and enthusiastic
organization that shall embody our ideals and aspirations, promote and protect students’ rights
and welfare advance our educational, socio-cultural and political well-being through
collaborative efforts of each, do ordain and promulgate this Constitution.

ARTICLE I
GENERAL PROVISIONS
SECTION 1. This Constitution and By-Laws shall be known as the Constitution and By-Laws
of the Senior High School Class Organization of Saint Paul School of Professional
Studies.

ARTICLE II
NAME
SECTION 1. The name of the organization shall be known as the Senior High School Class
Organization.

SECTION 2. For convenience and brevity, it shall be referred to as SHCO.

SECTION 3. The name shall be used to represent any member of the Organization in different
assemblies convened by any affiliate organizations.

ARTICLE III
DECLARATION OF PRINCIPLES AND OBJECTVES
SECTION 1. The SHCO shall be a representing body of the Senior High School students of
Saint Paul School of Professional Studies (SPSPS), which aims to establish a firm
link with the Senior High School Student, the Paulinians, the administration, and
Filipino in general.

SECTION 2. The SHCO of SPSPS shall promote mutual understanding through social, civic,
intellectual, recreational, and scientific programs and activities.
SECTION 3. The SHCO shall have the following duties:

a.) Develop love of God and country, moral character, personal discipline,
leadership and efficiency among its members;
b.) Train members for effective and efficient leadership;
c.) Help students develop self-confidence;
d.) Promote unity among leaders and members;
e.) Maintain its aspirations to promote quality education and academic
excellence, and;
f.) Represent the SHS students in the policy making body of the Paulinian
Student Government.

ARTICLE IV
MEMBERSHIP
SECTION 1. All bona fide 11th and 12th graders of Saint Paul School of Professional Studies are
legitimate members of the SHCO if they will pay the registration fee and adhere
to the vision, mission, principles, goals, and objectives of the organization.

SECTION 2. Membership may be lost in any of the following grounds:

a.) Discontinuance of studies;


b.) Expulsion from SPSPS;
c.) Transfer to another school;
d.) Wilful violation of the Constitution and By-Laws.

ARTICLE V
RIGHTS AND PRIVILEGES
SECTION 1. Every member shall have the right to enjoy responsible freedom of speech and
expression with regard to the governance of the SHCO.

SECTION 2. Every member shall have the right to participate in the activities of the SHCO.

SECTION 3. Every member shall have the right to elect and be elected to office subject to
Article XI.

SECTION 4. Every member shall have the right to inform and access to all records, documents,
books, and similar things of public character.

SECTION 5. No member shall be discriminated upon by reason of his/her sex, physical


handicap, religion, and/or political affiliation.
ARTICLE VI
DUTIES AND RESPONSIBILITIES OF MEMBERS
SECTION 1. Each member of the SHCO shall have the following duties and responsibilities:

a.) To uphold and defend this Constitution, to be loyal to the organization, to


contribute to its development and welfare, and to abide by its rules and
regulations;
b.) To participate actively in the activities of the SHCO in accordance with the
provisions in this Constitution and guidelines set by duly constituted
authorities;
c.) To pay fees and other dues decided by the constituted authorities;
d.) To show respect to each and every individual, especially to our immediate
superiors, and to set apart personal and official matters during official
business.

ARTICLE VII
POWERS AND DUTIES OF THE SENIOR HIGH CLASS ORGANIZATION
SECTION 1. The SHCO officers shall have the following functions and responsibilities:

a.) Formulate and recommend programs that will address relevant


issues/concerns of the members of the organization;
b.) Monitor and evaluate the member’s activities in the school and in the
community;
c.) Create committees necessary to address the needs of the students;
d.) Make recommendations to school authorities regarding member’s matters,
affairs and grievances;
e.) Serve as the representative of the senior high school students in voicing their
opinions, suggestions, and grievances;
f.) Turn over financial assets, papers, documents, properties, and other
responsibilities to the incoming officers, and;
g.) Submit financial and accomplishment reports to the school authorities on a
monthly basis. Terminal report must be submitted to the school authorities and
the incoming SHCO officers during the turnover of responsibilities.

ARTICLE VIII
EXECUTIVE DEPARTMENT
SECTION 1. There shall be an Executive Department composed of the President and Vice-
President elected at large; an Executive Secretary, Finance Officer, Auditor, and
Public

Information Officer who shall


be elected by the SHS students.

SECTION 2. The executive power shall be vested upon the President or officer next in rank
when the former is absent.

SECTION 3. The Executive Department shall have the following duties and power:

a.) Administer the affairs of the Organization;


b.) Receive and disseminate report and/or information to the members of the
organizations;
c.) Undertake; carry out powers, duties, and functions and responsibilities vested
upon them.

ARTICLE IX
COMMITTEES
SECTION 1. The Executive Department shall have the power to create committees and appoint
a chairperson from among themselves as it deemed necessary.

SECTION 2. The SHCO officers shall appoint the Presidents and Vice Presidents elected by
each section encompassing the Grade 12 as point persons of each Administrative
Committees.

SECTION 3. The Administrative Committees are as follows:

1.) The Committee on Finance


2.) The Committee on Academic Affairs
3.) The Committee on Socio-Cultural Affairs
4.) The Committee on Sports

SECTION 5. The Special Standing Committees are as follows:

1.) The Logistics Committee shall consist of the students appointed by the
Chairpersons of each Administrative Committee.
2.) The Grievance Committee shall consist of the students appointed by the
Chairpersons of each Administrative Committee

ARTICLE X
MEETINGS
SECTION 1. General
meetings
shall be conducted every first Monday and third Friday of the month upon the call
of the President.

SECTION 2. The special meetings may only be conducted or be called upon by the President,
Secretary, or by majority of the members.

SECTION 3. Notice of regular and special meetings unless dispensed with shall be served by
the Public Information Officer in writing to each member at least two (2) days
prior to such meetings and shall indicate the date, time, and place, of such
meetings and the matters to be acted upon.

SECTION 4. Quorum of meeting: One half (1/2) plus one (1) of the total number of members
of every department or if members needed in the meeting are present plus officers
available to witness the proceedings shall constitute a quorum. A majority of the
quorum duly assembled in a meeting shall be a valid corporate activity.

ARTICLE XI
QUALIFICATIONS
SECTION 1. A bona fide student or member of the Saint Paul School of Professional Studies
may be elected to any office of the SHCO provided that he/she must:

a.) Have a cut-off grade of 85% per subject in the preceding semester;
b.) Be an incoming grade 12 senior high student for the succeeding semester;
c.) Of good moral character and a law-abiding citizen in his/her community and
in school;
d.) Have a conduct beyond reproach; and
e.) Not a working scholar.

ARTICLE XII
TERM OF OFFICE AND SUCCESSION
SECTION 1. The term of the officer starts after the oath-taking.

SECTION 2. Vacancies and Successions:

a.) In case of death, permanent disability, removal from the office or resignation
of the President the Vice-President shall become the President to serve the
unexpired term;
b.) In
case
of resignation, he/she shall submit a written resignation letter indicating
his/her reason;
c.) In case of resignation of the positions Secretary onwards, remaining officers
of the organization shall submit recommended, qualified students to fulfil the
role and shall be discussed within the organization officers and organization if
he/she shall be given the role.

SECTION 3. The Executive Department shall meet once a month upon the call of the President
or on written petition of four (4) members specifying the intention therein.

SECTION 4. Majority (1/2 plus 1) of the elected members of the Executive Department shall
constitute a quorum.

SECTION 5. The following shall be the duties and powers of the President:

a.) To exercise the executive power if the SHCO;


b.) To implement the policies and programs of the SHCO;
c.) To see to it that laws be faithfully executed;
d.) To act as liaison officer between the members and the PSG;
e.) To exercise general supervision over all senior high school students provided
that the latter has filed and compiled with formal requirements at the Student
Affairs Office (SAO)

SECTION 6. The following shall be the duties of the Executive Vice-President:

a.) To aid the President in the performance of his/her duties;


b.) To be concerned and responsible in the organization;
c.) To perform the duties and exercise the powers of the President when the latter
is absent or incapacitated to perform his/her duties;
d.) To perform other functions that may be assigned to him/her by the President
regarding the office matters.

SECTION 7. The following shall be the duties of the Secretary General:

a.) To check the attendance in every executive and general meeting;


b.) To write down the minutes of every meeting to be reported in the following
assembly or meeting;
c.) To
keep
all records or minutes of meetings as well as any other files on activities and
assignments of the different committees and offices;
d.) To perform other functions that may be assigned to him/her by the President
regarding office matters.

SECTION 8. The following shall be the duties of the Finance Officer/Vice-President for
Financial Affairs:

a.) To be the custodian of all SHCO funds disbursed from the collection and keep
complete and accurate records of receipts, disbursements, and other
transactions involving funds;

b.) To disburse funds only in accordance with the approved appropriations;


c.) To prepare and present financial reports after every activity of the SHCO; and
d.) To perform other functions that may be assigned to him/her by the President
regarding office matters.

SECTION 9. The following shall be the duties of the Auditor:

a.) To conduct an audit of all receipts and expenditures after every activity of the
SHCO;
b.) To sign and authenticate the financial report filed by the Finance Officer;
c.) To present or submit the audited financial report to the concerned parties and
offices after every activity of the SHCO;
d.) To perform other functions that may be assigned to him/her by the President
regarding office matters.

SECTION 10. The following shall be the duties of the Public Information Officer:

a.) To properly inform the members concerning all its activities and other related
information on other programs of the council;
b.) To inform all the members of the SHCO of the upcoming activities and
meetings; and
c.) To act as liaison officer between the SHCO and its members.
d.) To perform other functions that may be assigned to him/her by the President
regarding office matters.
SECTION 11. The
following shall be the
duties of the Vice President for Academics:

a) To aid senior high school participants taking part in any Academic activities.
b) To ensure the maintenance and enhancement of senior high school students on
an academic level.
c) To perform other functions that may be assigned to him/her by the President
regarding office matters.

SECTION 12. The following shall be the duties of the Vice President for Socio-Cultural:

a) To be concerned and responsible with their role in the organization.


b) To create events/activities wherein students will actively participate in.
c) To ensure that the expected graduate attributes and core values of the school
are represented by the amended events and/or activities.
d) To perform other functions that may be assigned to him/her by the President
regarding the office matters.

SECTION13. The following shall be the duties of the Vice President for Sports:

a) To inform the players of SHS about their game schedule and venue.
b) Provide them their snacks and jersey.
c) To be the number one supporter of every activity of the SHS players.
d) To teach the players about sportsmanship.
e) Encourage the players to be at the top and to be rank as champion.
f) To perform other functions that may be assigned to him/her by the President
regarding the office matters.

ARTICLE XIII
SHCO ADVISER/S

SECTION 1. There shall be at least one (1) official faculty Senior High School Class
Organization Advisers chosen by the Dean and the SAO Director at the start of
the term of the new set of officers, whose functions will only be advisory in
character and should also be a teacher of SHS.
SECTION 2. The SHCO Advisers must possess all the qualification necessary to give essence
to both political and educational issue.
SECTION 3. The
SHCO
Adviser/s may be relieved from his/her duties anytime upon the decision of the
Dean/SHCO Director if in its judgment the best interest of the students and the
school is prejudiced in any manner by his/her actuations.
SECTION 4. The SHCO Advisers must, in the most possible be of good moral character, be
himself a model of fairness, justice, and efficiency.
SECTION 5. The SHCO Advisers shall have a term to be determined by the Dean/SAO
Director.

ARTICLE XIV
IMPEACHMENT

SECTION 1. Elective and appointive officers of the organization may be impeached for any of
the following reasons:
a.) Violations of the constitution and By-laws;
b.) Gross negligence of duty
c.) Lustful, immoral and malicious acts;
d.) Abuse of authority
e.) Grave misconduct; and
f.) Any other actions highly inimical to the interest of the organization and its
community

SECTION 2. Impeachment proceedings must be heard and decided by the PSG, the SAO
Director and the Dean.
SECTION 3. No impeachment shall be cloned without due process.
SECTION 4. The motion of impeachment shall originate from the SAO Director

ARTICLE XV
FUNDS

SECTION 1. The SHCO shall have the following sources of funds in order to discharge their
duties and functions:
a) Members shall pay compulsory membership fee to be determined by the
officers subjected for an approval coming from the SAO Director and the
Dean. Such amount shall be collected by the Finance Committee upon agreed
time;
b)

Donations, fund- raising


campaigns and such other activities not contrary to existing laws and
regulation;
c) All expenses coming from the organizations fund should be liquidated;
d) Any personal expenses must be refunded provided that they provide the
receipts of expenses.
No contribution either in cash or in kind shall be solicited by other member except
for lawful, just and reasonable purpose to be determined by the officers and
subject to existing laws and regulations.
SECTION 2. No SHCO fund should be released without any permission and approval coming
from the President and by the advisers.
SECTION 3. No other officers shall receive the funds other than the Finance Officer.

ARTICLE XVI
AMENDMENTS

SECTION 1. The Constitution and By-Laws may be modified, altered, amended, or repealed by
the necessity deemed by the officers or by the notice of the SAO Director or Dean
to repeal or amend this constitution and by- laws.
SECTION 2. Submitted, written and proposed amendments and schedule of meeting in which
the proposal shall be discussed, posted at the bulletin boards at least seven (7)
days prior to the date of such meeting. No amendment to this Constitution shall be
authorized more than once a year.
SECTION 3. And amendment or revision of this constitution shall be valid only upon
ratification of the majority votes cast in a referendum called for that purpose.

ARTICLE XVII
TRANSITORY PROVISIONS

SECTION 1. The name of the organization shall not be used for unjust, lawful and/or immoral
ends.
SECTION 2. All officers shall take oath of office to fully support and defend this constitution.
SECTION 3. The SHCO shall give report of activities undertaken by the council two (2) weeks
before the termination of office.
SECTION 4. The current officers of the Senior High Class Organization shall not hold any
other Executive positions from other organizations at the same time.
