    CHECKLIST FOR PROCUREMENT OF LOW
    PRESSURE PIPING SYSTEMS

    1.0 SCOPE

    This check list covers a set of guide lines for procurement (supply,
    fabrication, erection, testing and commissioning) of Low Pressure (LP)
    piping systems of a power plant comprising water systems, oil systems,
    gas systems and compressed air systems.

    2.0 DOCUMENTS AND DRAWINGS REQUIRED

    (a) Flow Diagrams


    (b) General arrangement drawings
    (c) Line designation schedule
    (d) Material specification schedule
    (For typical commonly encountered material specification sheets
    refer Design guide for Piping materials for utilities – TCE.M6-ME-
    590-428)
    (e) Composite layout drawings

    3.0 TYPE OF CONTRACT

    3.1 Check whether the type of contract is a lumpsum contract or unit rate
    contract. This depends on the individual project and client.

    3.2 Generally for LP Piping systems, it is recommended that Unit Rate


    contract be adopted. However, some of the clients prefer to adopt
    lumpsum contract. In view of this, the type of contract shall be discussed
    with client before preparing the specification.

    3.3 If lumpsum contract is adopted, piping drawings for sizes NB65 and
    above would be furnished and for sizes NB50 and below B.O.M would be
    furnished. Unit rate would be applicable for adjustment between the as
    erected piping and the Bid purpose drawings. Record copy of the bid
    purpose drawings shall be preserved till completion of the contract.

    The following documents shall be enclosed in case of lumpsum contract /


    enquiry.

    (a) Flow diagrams


    (b) Material specification sheets
    (c) Line designation schedule
    (d) General arrangement drawings
    (e) Piping layout drawings for sizes NB 65 and above
    (f) Bill of materials for size NB 50 and below
    (g) Standard Pipe support configurations
    (h) Under ground protection ( if necessary)
    (i) Data sheets for flexible hoses (if included as part of LP piping
    system )

    3.4 If unit rate contract is adopted, the evaluation of total prices of Bidders
    would be based on bill of materials specified and unit rates quoted by
    Bidders. Bidder would furnish the total price based on the B.O.M. Unit
    rates would however be applicable for variation beyond the quantities
    specified in B.O.M.

    The following shall be furnished for the unit rate contract :

    (a) General arrangement drawings


    (b) Material specification sheets
    (c) Line designation schedule
    (d) Bill of materials for the following
    (i) Piping system
    (ii) Items (valves & specialities) to be erected by piping
    fabricator which are supplied by others
    (e) Standard pipe support configurations. (TCE. M4-134-05)
    (f) Under ground protection ( if necessary)
    (g) Data sheets for flexible hoses (if included part of LP piping
    system )

    4.0 SPECIFIC ITEMS TO BE INCLUDED / CHECKED IN SECTION -C

    4.1 Clearly identify nature of contract and basis for Bidding (either based on
    B.O.M or piping layout drawings)

    4.2 Identify items by the purchaser / others which are to be erected by piping
    contracts.

    4.3 Scope of piping contractor shall be clearly identified in the flow diagrams.

    4.4 Generally the hanger and support design for LP piping systems is in the
    scope of piping contractor. Bring out specific clause to this effect.

    4.5 Add specific clause for preparation of drawings for IBR approval (where
    applicable).

    4.6 Indicate clauses regarding applicability of the unit rates.

    5.0 SECTION -D

    Following standard modules are to be enclosed if only piping systems


    are covered in the specification :

    (a) TCE. M4 - 134-04 - Welding specification for


    fusion welded piping systems

    (b) TCE. M4- 134-102 - Underground protection for


    piping (where applicable)

    (c) Project specific standard for "Supply, fabrication, erection and


    testing of Low Pressure piping systems " shall be included based
    on the references from the specifications of previous projects.

    6.0 TENDER EVALUATION

    6.1 Check whether the materials offered by Bidder are equivalent or superior
    to specified materials.

    6.2 Check whether the pipe outside diameter and thickness are as specified.

    6.3 Check Bidder’s experience

    6.4 Check availability of vendor appraisal report. If not, call for details to
    assess the Bidder.

    6.5 Check the following:

    (a) Validity period - this should be normally between 4 to 6 months.

    (b) Whether all schedules including the unit rate schedule are
    furnished and are complete.

    (c) Basis of price whether firm or subject to escalation. If not firm,


    obtain ceiling on escalation and escalation formula. ISSUE

    (d) If bid is incomplete ask for further details from the Bidder.

    (e) Review the deviations taken by Bidders and check for


    acceptability of the same.

    7.0 OTHER ITEMS WHICH ARE LIKELY TO BE INCLUDED

    (a) Supply and application of thermal insulation.


    (b) Supply, fabrication, erection of miscellaneous tanks.
    (c) Erection of minor equipment like pumps, heat exchangers etc.
    (d) Supply of flexible hoses
    (e) Supply of rubber expansion joints

    If above items are to be included, data sheets & write up in Section -C and
    respective standard specification are to be included.

    8.0 Table furnished in the Appendix –1 to be filled and added in Section–C


    of the specification.
