1.0 Purpose

The purpose of this method statement is to outline the general requirements &
precautionary measures which should be taken into consideration for the
installation of the street lighting system.

2.0 Scope

This method statement describes the activities & performance of associated


quality control activities related to the installation of street lighting system &
cabling conforming to relevant specifications, documents, local & international
regulations for the Underpass and Access Roads project of Doha 2006 Asian
Games Village.

5.0 Responsibilities
5.1 Project Manager
 Responsible for controlling the entire project activities & for the overall
coordination with the Consultant / Client & Governmental Authorities.
 Ensure that adequate facilities and equipment are provided to the work to
avoid injury, health impairment or damage & to ensure providing high quality
works within the planned time.

 Contact the local offices of the relevant public utility authorities to get as much
information as possible about location of the underground services, maintain
close liaison with the authority as long as the work is in progress.

5.2 Section Engineer


 Organize the site so that work is carried out to the required health, safety,
environment and quality levels with a minimum risk to men, equipment and
materials.
 Cooperation with the Sr. QA/QC Engineer for preparing the project specific
method statements & procedures.

5.3 Sr. QA/QC Engineer


 Responsible for the work entire quality assurance, quality control & inspection
programs.
 Produce all quality related documents & reports as necessary & requested by
Client / Consultant & Aljaber management.
 Provide written procedures & method statements in coordination with the
project manager describe the job specific work for each stage / activity.

5.4 HSE Engineer


 Ensure that all workers have a safe place of work, advise safe system of work
and provide adequate instructions, training and supervision to enable
employees to work safely.
 Carry out site survey on daily basis to ensure that HSE methods of working
are in operation & that all regulations are being observed & attended.
 Report, determine & analyze the cause of any accident or dangerous
occurrence and recommend measures for preventing recurrence.

5.5 Subcontractor representative


 Contact the local offices of the relevant public utility authorities to get as much
information as possible about location of the underground services, maintain
close liaison with the authority as long as the work is in progress.
 Responsible for controlling the installation entire activities, and for the
overall Coordination with Al Jaber.
 Provide the necessary work equipment, manpower and documents.
 Adhere to the project specific quality control program and HSE requirements.

5.6 Construction Supervisors


 Adheres to the project specific method statements, procedures, inspection
programs & HSE instructions to get the activities performed to the Client /
Consultant satisfaction with full coordination with the HSE & quality
personnel.

 Carry out their work in such a way that they don't create for themselves or
any other person risk to health & safety, & don't impact the environment to the
maximum extent possible or affect the quality of work.

6.0 Procedure

6.1 Cable Laying

6.1.1 Check cables schedules and approved shop drawing latest correct revision and
notes.

6.1.2 Check approved materials to specification and correct applications.

6.1.3 Prepare necessary equipment, tools and material and put in place where
convenient and safe for laying, pulling cables.

6.1.4 Armored cables to be used for external light fixtures directly buried in ground.

6.1.5 Make sure trenches are kept as straight as possible & excavated to agreed
formation & dimensions.

6.1.6 Cables under roads shall likewise pass through PVC ducts bedded & hunched in
concrete, installed in accordance with the drawings & specifications.

6.1.7 Where more than one cable is to be installed in a common trench or route, it shall
be spaced at 150mm min.

6.1.8 Cables shall be laid in a trench with a minimum depth of 600mm, 200mm dune
sand bottom bedding & 200mm top bedding. On top of the dune sand a warning
tape.

6.1.9 For armored cables, cable glands shall be installed with earthing tags and shall
be provided with shroud and sealing washer when installed outdoors.

6.1.10 Open both ends of cables and make preliminary continuity and insulation
resistance tests using proper test equipment / instrument and all the records to
be recorded, Replace defective cables if any, before glanding to the fuse cutout.

6.1.11 After installation of cable laying, install lighting column with light fixture & control
gear as per the following procedure:

6.2.1 Check approved materials to specification and correct applications.

6.2.2 Check location of foundation is as per approved shop drawings latest correct
revision and notes.
6.2.3 Prepare necessary equipment, tools and material and put in place where
convenient and safe for erecting street lighting poles.

6.2.4 Columns to be transported to exact location and laid down on wooden supports.

6.2.5 Columns to be cleaned and checked for any damages of galvanization prior to
erection.

6.2.6 Obtain a work permit to start the work.

6.2.7 Columns, arms, luminaries and lighting fittings to be assembled and wired at
ground level.

6.2.8 Make sure 3c x 2.5 m flexible wire is used from light fixture to gearbox.

6.2.9 Make sure all lighting columns are aligned & levelled correctly.

6.2.10 Lifting poles by crane and support by rope all the time to prevent swing and
possible damage to the glass or poles itself.

6.2.11 Poles to be fixed to foundation by anchor bolt and align to 90 degree vertically in
two directions with 90 degree between two viewpoints. Then fasten by nuts
providing minimum 5mm of anchor bolt to pass through nut.

6.2.12 Opening door to be away from carriageway (unless poles are installed through
median).

6.2.13 Cut out to be fixed to wooden base.

6.2.14 Cables to be terminated in cut out by using gland equal to CW 25 type or 32


according to cable size.

6.3 HIGH MAST ERECTING:

6.3.1 Check approved materials to specification and correct applications

6.3.2 Check location of foundation is as per approved shop drawings latest correct
revision and notes.

6.3.3 Prepare necessary equipment, tools and material and put in place where
convenient and safe for erecting street lighting poles.

6.3.4 High mast parts to be transported to the required locations.


6.3.5 Preliminary arrangement and alignment to be done with wooden support and
jacks.

6.3.5 Assembling by using slings on two sides of mast and tightening by maxpuller
until overlapping of pieces is achieved (as per manufacturer recommendation).

6.3.6 Head of high mast and luminaries ring to be assembled while mast is in
horizontal position together with steel wire rope and flexible cable.

6.3.7 Erection of high mast by crane with extra boom, holding high mast in two points.

6.3.8 Tightening with alignment providing minimum 1 inch extra length of bolt above
nut.

6.3.9 Assembling of luminaries to ring after high mast is erected and tightened.

6.3.10 Terminate the main cable using proper cable size and proper gland as per the
approved shop drawings.

6.4 TESTING:

6.4.1 Make sure that the equipment instruments are in good condition, properly
calibrated with valid Calibration Certificate and with full power batteries for testing
cables.

6.4.2 Disconnect cables from the terminals and perform the final continuity and
insulation resistance tests using correct test equipment I instrument. Verify
electrical continuity of equipment grounding.

6.4.3 Any circuit found defective shall be checked and corrected until it gives correct
and required reading or values.

6.4.4 Terminate back cables to terminals, arrange in a neat and tidy manner and
ensure correct tightening.

6.4.5 Perform insulation resistance testing of the complete circuits.

6.4.6 Complete all punch items raised.

6.4.7 All testing shall be recorded in approved test report forms, which will be signed
by concerned authorities.

6.4.8 Testing to be carried out using the temporary power supply.


6.5 SUPERVISION

6.5.1 All works shall be supervised by road department / street lighting section.

6.6 INSPECTION

6.6.1 Road department / street lighting section representative shall inspect work.

6.6.2 During & after installation any comments I items made shall he completed before
acceptance.
