1. Purpose

This document serve as guideline for proper installation of Pipe Sleeves, materials to be use, and
their respective testing procedure prior to ensure that the work conducted on the project are in
accordance with the (1)Approved For Construction Drawing and (2)Technical Specification issued by
the EELHI or (3)Approved shop drawing prepared by the corresponding contractor.

This Method Statement is simply composed of, Inspection of Materials, Preparation before
Installation, Procedure of Installation of under Pipe Sleeves and Testing/Inspection.

It is necessary to understand the step by step procedure to avoid errors or unexpected outcome of the
work and compromised the quality of workmanship and safety procedure implemented by the
authority or safety personnel.

2. Scope and Application of Work

This work shall consist of furnishing and installing a pipe sleeves as shown on the approved plans and
drawings and as specified on the Technical Specification issued by the EELHI, and directed
supervision of the Nominated Sub Contractor Engineer.

Work application is specifies as follows:

5. Specification Clause

Requirements for Pipe Sleeves are specified with Plumbing Technical Specification and/or For
Construction Drawing stated as follows:

1. Technical Specification for Plumbing Works : Section 15400 PW200 ITEMS 3.3
2. For Construction Drawing : Sheet P2-01, P6-01/Detail No. 11

4. Materials
● Through Fittings – cast iron
● Below Grade – cast iron or standard weight iron pipe
● Above Grade – steel pipe

All materials to be used shall be approved by the designer and comply as required on the
above stated.

6. Resources and Mobilization

According to the work program, the presence of availability of area, appropriate staff, manpower,
equipment’s and materials is required to mobilize and install the pipe sleeves in accordance with the
approved For Construction Drawing issued by EELHI and approved by the Plumbing Works
Consultant.

The actual mobilization of staff, manpower and the materials delivery schedule will be dependent on
site accessibility. Actual site access will need to be notified by the NGCB at least 1 week before the
actual execution of the works

NGCB will be responsible for the provision of staff and workers temporary stair access on site, lay-out
references including appropriate type of crane for the transportation of material and equipment if
necessary as well as temporary construction water, power supply and lighting system.

7. Construction Equipment

No major equipment will be required by Ultimate Plumbing Contractor for the activities involve in the
supply and installation of the pipe sleeves. The common construction equipment requirements may
use for the completion of the work is listed below.

● Personal Protective Equipment for all Staff and Workers

● measuring tape and setting out markers

● Electric hand grinder / cutter

● Level bar and leveling instrument

● Welding Machine

● Pipe Cutter

● Any other tools or equipment that may useful for the installation

Note: Electrical Power tool must be suitable with a 220VAC power supply.

8. Personnel

Installation of the pipe sleeves will be organized from central location by Project Construction Team,
both NGCB. It is envisaged that the installation of pipe sleeves will be conducted by the following
personnel:

● Site Engineer

● Survey Team

● Quality Control Engineer

● Foreman

● Skilled Workers

● Helper

The above mentioned personnel shall be fully competent and trained to carry out all works associated
with the installation of pipe sleeves. They shall attend the required contractor’s safety induction and
will abide by the Health and Safety Plan, policy and procedures as well as environmental plan.

9. Materials

All materials delivered to the site will be inspected by EELHI Engineers In-charge, to check that it is in
accordance with the site requirement and conform to the approved design and material qualification.

The Pipe Sleeves will be fabricated at the site and in accordance with the approved For Construction
Drawings and/or approved shop drawings. The Pipe sleeves shall be inspected before the installation
or laid out in the site.

Manual hauling or carrying the pipe sleeves at site shall be allowed if the tower crane provided by the
NGCB is not available.

The inward inspection of materials will be carried out in accordance with the relevant a QA/QC
procedures and or Quality Plan approved by EELHI.

Noted: No materials shall be permitted to enter and/or installed the jobsite without inspection
and approval from CQC & EELHI Engineers upon arrival at jobsite.

10. Construction Procedure and Methodology

The construction procedures and method described herein are based upon the scope and application
of the method statement summarized in section 2 of this documents and the work method are
organized accordingly.

a. Preparation of the Works

Before the commencement of installation, the following are required to be carried out:

 Check the design of the piping system if approved, and that the drawings for the pipe
installation are issued For Construction Drawing, and in accordance with document control
procedure.
 Check that the site access to the work area is available, that the work area is clean and
safe and that the temporary services provision are available.
 Check the pipe sleeves ancillary materials have been ordered and inspected at UPC
Warehouse and available/ready to install at site.

b. Delivery & Inspection of Pipes, Fittings and Ancillary Materials at Site

 All delivered material shall be inspected on the arrival in the site. The inspection shall be
advised in advance (1 day before the actual inspection) as required by EELHI.
 The delivered materials shall be in accordance with the appropriate Quality Plans and
Procedures.
 The delivered materials shall be in accordance with the approved design technical
specification, approved for construction drawings and approved material submittal.
 Material approvals in form of approved SRF and all applicable documents and certification
shall be available during incoming material inspection.
 The material shall be free from any defects or damage.
 Any materials delivered in the site that are not complying with the approved material
submittals and plumbing technical specification or rejected by EELHI Engineer shall either
be return to the supplier or stored in the site at a suitable quarantine store and NCR shall
be issued to contractor.

c. Installation Procedure : Setting out Works

 Setting out of the installation shall be conducted to determine the location and elevation of
pipe sleeves.
 The Site Engineer supervises the lay-out for pipe sleeves location and elevation with
refers to the For Construction Drawing and/or Approved Shop Drawing and lay-out
references provided by the General Contractor (NGCB).

c.1 Installation Procedures

 Check routing of water piping for Fire Protection System as per approved Shop drawings.
 Specify the locations and elevations of pipe sleeves.
 Minimum clearance between the pipe and sleeves shall not be less than 25mm or 1 inch
for pipes, 25mm to 89mm or 3-1/2 inches and 50mm or 2 inches clearance between pipes
100mm or 4 inches and larger. The clearance between the pipes and sleeves shall be
filled with non-combustible materials such as asbestos rope and furnished with semi-
hardening mastic flush.
 Floor sleeves shall extend at least 76mm or 3 inches above the top of the wearing surface.
 Drains, Fire department connections, test manifolds and other Auxiliary piping connected
to risers shall not be connected into walls or floors.
 Upon installation of pipe sleeves, diagonal support shall install based on the approved
shop drawings
 Pipe sleeves checking shall be conducted by NGCB CQC Engineers and inspection
request are then requested from EELHI by NGCB CQC for final installation inspection.

11. Testing Procedures

No testing required for pipe sleeves installation.

12. Responsibility

The QA/QC Head (NGCB) is the overall responsible body for the implementation and execution of the
works. At the same time, maintaining construction’s quality assurance and quality control program and
construction standards.

The General Contractor (NGCB) will be responsible for all construction activities in the site and will
directly supervise through Construction Supervisor, Foreman and Skilled workers at site. The QA/QC
Inspector will be the responsible for arranging and controlling the inspection and testing activities.

Notwithstanding the above, it is the responsibility of each individual employed in the project to take
due care to ensure their own personal safety and that of their work colleagues.

13. Design and Drawings

For approval pipe works installation shop drawings and pipe work fabrication shop drawing will be
prepared by NGCB and UPC based on approved For Construction Drawing issued by EELHI before
commencement of the works.

14. Quality Assurance

The execution of work will strictly follow the Project Quality Plan.

15. Health and Safety plan
