Lesson 10: Engineering Profession Practice – consideration

of the impact of social, political and environmental factors
in engineering works

@ VTC 2013
Lesson Intended Learning Outcomes

1. Recognize the balancing of social, political and environmental

factors in sustainable development of engineering projects

2. Case study:
a. West Island Line
b. HK _Shenzhen Western Corridor
c. Harbour Area Treatment Scheme Stage I

@ VTC 2013 Lecture 10 2

@ VTC 2013 Lecture 10 3

1. One of the aims of engineers are to shape Hong Kong as a prosperous
and sustainable city.

2. They have demonstrated their capability to design, construct and

operate infrastructure taking into account of balancing of social,
political and environmental factors in the development of
engineering projects.

1. A study to cases on how engineers achieve the goals in the following

infrastructure projects:
a. West Island Line
b. Hong Kong - Shenzhen Western Corridor
c. Harbour Area Treatment Scheme Stage I

West Island Line

Environment Considerations
1. The conservation of tree walls and the 'Old and Valuable' trees in Central
and Western District has been taken into consideration.
2. Extensive protection measures have been employed during project
construction to avoid any impact on environment.

West Island Line is an underground extension of the existing MTR Island Line from
Sheung Wan to Kennedy Town. It run beneath the densely populated areas of the
Western District.

Design features
a. Convenient pedestrian network connecting uphill and downhill areas
b. High speed lifts

Using of appropriate construction methods

1. To avoid causing nuisance to public, different construction methods were

employed.
2. The construction works mainly comprise the excavation for the railway
tunnels, stations and pedestrian entrances.
3. As most of the line is in rock, excavation is mainly done by the drill and
blast method. Open cut method and tunnel boring method were also
used.

Benefits to society

1. Traffic Benefits
a. speedy service
b. less congested road network

2. Social & Economic Benefits

a. allow the district to rejuvenate and prosper
b. new employment opportunities will be created
c. increase the value of properties along the railway

3. Environmental, Health & Safety Benefits

a. reduce road traffic
b. improvement in air quality, noise pollution

Hong Kong Shenzhen Western Corridor

• The Hong Kong-Shenzhen Western Corridor (HK-SWC)is a 5.5-kilometer

dual three-lane carriageway (Hong Kong section is a 3.5 km whereas
Shenzhen section is 2.0 km), connecting Hong Kong to the Chinese city of
Shenzhen. It is also a port of entry to Hong Kong.

Lecture 10
Environmental Consideration

Since HK-SWV spans over the extensive inter-tidal mudflats 潮澗帶淺灘 in Deep Bay,
several measures have been implemented to protect the ecological environmental in
Deep Bay after extensive consultation with green groups.

Before and during construction

 Temporary access bridge (臨時橋)
is constructed to minimise the impacts on inter-tidal mudflats.
 Provision of water quality impact mitigation measures
including installation of cofferdam (圍堰) , silt curtain (隔泥幕) and using grab for
dredging.
 Dredging (疏濬ェ程) at Mai Po
Improves the water exchange capacity in Gei Wais and thus enhances the feeding ground
for birds
 Provision of ecological compensation area 生態補償區
also carried out

After construction
 Hong Kong and Guangdong continue to co-operate in controlling pollution in their
shared water bodies after the completion of project.

Benefits to both cities – HK and Shenzhen

1. To enhance trade and economic development between Hong Kong and southern
part of China
2. Strengthen the position of Hong Kong as the hub of the Pearl River Delta area.
3. The driving distance between Guangzhou and Hong Kong will be cut down to only
100 km.
4. Easier and more frequent flow of people, cargo and capital between Guangdong
and Hong Kong
5. The import and export business is expected to be most benefited by the west
corridor.
6. The corridor will further reduce Shenzhen's traffic cost in import and export and
accelerate the development of the city's modern logistics industry
7. The corridor will also erase Shenzhen's heavy reliance on its eastern customs
connection with Hong Kong for cargo traffic, helping the all-round development of
western Shenzhen

Harbour Area Treatment Scheme Stage I

The Harbour Area Treatmet Scheme (HATS) Stage I is responsible for cleaning
up sewage generated everyday by 3.5 million people on both sides of Victoria
Harbour.

Construction of a 23.6km kilometre deep tunnel conveyance system collecting

sewage from Tseung Kwan O, Kwun Tong to Kowloon Bay area, the whole of
Kowloon peninsula, Kwai Chung, Tsuen Wan, Tsing Yi, Chai Wan and Shau Kei
Wan starts was completed and put into operation in December 2001 .

The sewage tunnels transfer the collected sewage to the Stonecutters Island
Sewage Treatment Works (SCISTW) for chemically-enhanced primary treatment
(CEPT) and subsequent discharge through a submarine outfall to western
waters.

Benefits of HATS Stage 1

a. Resulted in significant improvement in water quality
b. to the eastern and central parts of Victoria Harbour.
c. Tonnes sewage sludge and its associated pollutants are prevented from entering
the harbour every day.
d. Dissolved oxygen levels in the harbour have increased by about 10% overall, toxic
ammonia levels have decreased. (suitable for cross harbour swimming
competition)
e. has brought quality to the eastern and central part of our harbour
