    The division of Lanao del Norte has observed a fluctuating trend in the Net Enrolment Ratio for 5

    consecutive years for both elementary and secondary levels.


    In can be noted also that the NER of the secondary is significantly lower than that of the
    elementary. The NER values of the secondary range from 23.59% to 35.70%. This scenario
    suggests that there is still around 65% of school age children who are not in the secondary
    schools of this province.
    Based on the forecasted data, NER is expected to increase for the next 5 years but the increase
    would be very minimal if no appropriate, timely and relevant adjustments will be made on the
    existing programs and projects and strategies implemented in this division.
    The low values of NER in the secondary level could be partly attributed to the number of school
    leavers. School leaver rate for the secondary level ranges from 6.43% to 12.55%. Data also
    show a decreasing trend from 2011 to 2013 but on 2014, the SL rate increases again.
    The increase of the school leaver rate could also be partly attributed to the dropout rate of the
    secondary level for 5 consecutive years. Dropout rate has a range of 1.94% to 3.14%. Although
    this percentage is small but if all dropouts will not come back to school, this would add up to the
    number of school leavers. If the number of dropouts will continue to increase and this could not
    be prevented, there is a high possibility that the school leaver will also increase.
    If this scenario continues and no timely, appropriate and relevant adjustments will be made,
    school leaver rate will continue to increase for the next five years.
    Further analysis of the data shows that a bigger percentage of the school leaver is concentrated
    in Grades 7 and 8. With this very alarming issue, the division created a team to determine its
    possible causes through interview and document review.

    Based on the result of the investigation, the problem on school leaver can be attributed to the
    following:
    Broken Families Lack of Interest
    Financial Difficulties Economic Problem
    Teenage Pregnancies Distance from home to school
    Illness
