TRANSFORMERS FOR DISTRIBUTION OVERHEAD LINES


15 kV, 24.2 kV AND 36.2 kV

1. Scope

1.1 This Specification establishes minimum criteria and minimum technical requirements
applicable to the manufacture and the acceptance of transformers for CEMIG’s distribution
overhead lines.

1.2 This Specification applies to single-phase and three-phase transformers with maximum
voltages of 15 kV, 24.2 kV and 36.2 kV, immersed in insulating liquids, without oil conservator, and
provided with natural cooling.

NOTES:

1) It shall be considered the last issues of the technical documents quoted in section 2.3 on the
date of the opening of the bidding.

2) Standards of other organizations are acceptable provided that they assure an equal to or better
quality than the standards quoted in 2.3 and do not contradict this Specification. If they are
adopted, they shall be quoted in the bid documents and, when required by CEMIG, the Bidder
shall submit a unit of them.

3) All standards quoted in section 2.3 shall be available to CEMIG inspector or forwarder at the
site of inspection.

3. Definitions

For the purposes of this Specification, the definitions of ABNT-NBR 5458 and ANSI C 57.12.80
shall be adopted.

4. General conditions

4.1 General

4.1.1 The transformers shall comply with the requirements of ABNT-NBR 5356 and ABNT-NBR
5440, except when clearly mentioned otherwise.

4.1.2 Transformers shall:

a) be supplied complete, with all components necessary for a perfect working;

b) have all corresponding parts interchangeable when they have the same rated
characteristics and are supplied by the same manufacturer;

c) have the same design and be essentially identical to each other when they are part of
the same item of the Purchase Order.

4.1.3 The transformers shall be designed so that their maintenance can be performed by CEMIG
or by authorized workshops, without employing special machines or tools.

4.2 Warranty

4.2.1 The Supplier shall give a warranty of 24 months initiated from the delivery date in the site
mentioned in the Purchase Order, against any defect of design, material or manufacture of the
offered transformers.

NOTE: The warranty against design shortcoming shall prevail for undetermined time.

4.2.2 Any component or accessory that have been replaced or repaired within the warranty shall
have their warranty renovated for a minimum period of 12 months after the new date they are set
in operation again. The identification plate of the transformer shall be replaced in order to show the
repair date.

4.2.3 If the equipment is unavailable due to defect within the period of warranty after it is put in
operation, that warranty shall be extended to the components or to all the equipment for a period
equal to that the equipment was unavailable.

4.2.4 The extension of warranty mentioned in sections 4.2.2 and 4.2.3 shall not result in
expenditures for CEMIG.

4.3 Packing

4.3.1 Transformers packing

4.3.1.1 The transformers shall be packed in appropriate individual wooden volumes for the
maritime, railroad and/or roadway transportation, whose bases will have the minimum dimensions
in accordance with Figures 19 and 20.

4.3.1.2 The transformers of 5 kVA and 10kVA can be packed in sets consisting of 2 or 4 pieces
for transportation and storage purposes. The transformers shall be packed in the following ratio:

a) 50% of the transformers shall be individually packed;

b) 25% of the transformers shall be packed in set of 2 pieces;

c) 25% of the transformers shall be packed in set of 4 pieces.

4.3.1.3 The packages shall be manufactured to enable:

a) the use of pile or hydraulic vehicles;

b) loading and unloading operations through the transformer lifting lugs, employing rolling
bridges;

c) superposed transportation and/or superposed storage of two transformers.

4.3.1.4 Besides the requirements of 4.3.1.3, the packages shall have:

a) diagonal locks in order to avoid lateral displacements of the transformers during


transportation;

b) level top in order to allow the piling of another superposed package;

c) upper sidewalls designed to bear the weight of another superposed package, without
causing deformations in the lower package.

4.3.1.5 The wood pieces of the packages shall have minimum quality equal to pine of second
class, with a 22-mm minimum thickness.

4.3.1.6 The materials used in the manufacture of any packing shall be biodegradable, reusable or
recyclable.

4.3.2 Packing of the oil in drums

4.3.2.1 If the oil of the transformers is supplied in drums, these shall have the outer painting
without imperfections in order to prevent the rusting of the drum, and without other deformations
that can harm the integrity of the internal and outer coverings, causing the consequent
deterioration of the oil.

4.3.2.2 The material and the processes used in the anticorrosive covering and in the finishing
covering of the drums and of other containers shall be in accordance with the Brazilian
environment legislation.

4.4 Manufacture serial number

The manufacture serial number shall be punched on the following places of the transformer:

a) on the identification plate;

b) on one of the lifting lugs, preferentially the one that is located at the right side of an
observer directed to the low-voltage side of the transformer;

c) on the tank cover;

d) on one of the upper bars employed to tighten the transformer core.

NOTE: Alternatively, the serial number can be painted on the tightening bar.

4.5 Patrimony number

4.5.1 The transformers shall be identified with the CEMIG sequential patrimony number informed
along the Purchase Order. The patrimony number shall be positioned according to Figure 18 and
shall be marked with a minimum characters height of 30 mm.

4.5.2 The marking shall be made in a legible and indelible way, with black color paint, Munsell
notation N1, and shall withstand aggressive environment conditions during the useful life of the
equipment.

4.5.3 The Supplier shall send to CEMIG, after the release of the equipments, a list with the
manufacture serial number of each transformer and the corresponding CEMIG patrimony number.

4.6 Environmental requirements

4.6.1 In case of national supply, the manufacturers and suppliers shall rigorously fulfil in all
stages of production, transportation and acceptance of the transformers, including in the
processes used in the anticorrosive coating and finishing coating of the transformers surfaces, the
Brazilian environmental legislation, specially the legal requirements listed in Chapter 2, and other
applicable state and municipal laws.

4.6.2 In case of international supply, the foreign manufacturers and suppliers shall comply with
the legislation in effect in their countries and with the international standards concerning
production, handling and transportation of the transformers, until their arrival in Brazil. If
transportation occurs in Brazilian territory, the foreign manufacturers and suppliers shall comply
with the Brazilian environmental legislation, especially the legal requirements listed in Chapter 2,
and other applicable state and municipal laws.

4.6.3 The Supplier shall pay the respective fines and he is responsible for any charge against
CEMIG, concerning practices that are harmful to the environment, resulting from acts practised by
him or by his sub-supplier.

4.6.4 In the transport of the transformers, the Supplier shall comply with the requirements of the
Brazilian Ministry of the Transports and of the competent ambient agencies, especially the
requirements relative to the signalling of the load.

4.6.5 CEMIG may check, in the official environment control agencies, the validity of the Supplier's
and sub-supplier's Licenses for Operation of industrial plants and the Licenses for Transportation
of Dangerous Load, when applicable.

4.6.6 To guide CEMIG's actions concerning the suitable disposal of the transformers after they
have been removed from the electrical system, the Bidder shall present together with his bid, when
required by CEMIG, the following information:

a) materials used in the manufacture of the transformers components and their respective
physical-chemical composition;

b) effects of such components on the environment when they are discarded;

c) guidance concerning the more suitable way for final disposal of the transformers, in
particular of the insulating oil contained in the equipment and of the components in contact
with the oil, in compliance with the applicable environmental legislation;

d) availability of the bidder and his conditions to receive in return the transformers from his
manufacture, or supplied by him, removed from the electrical system.

5. Specific conditions

5.1 General

5.1.1 The transformers shall be designed to work in the following conditions:

a) distribution overhead lines with multi-grounded common neutral;

b) aerial installation;

c) natural cooling (ONAN);

d) rated frequency of 60 Hz;

e) subtractive polarity;

f) angular displacement of 30 degrees (Dyn 1).

5.1.2 Total mass

5.1.2.1 The maximum total mass of each transformer shall be in accordance to ABNT-NBR 5440.

5.1.2.2 The maximum total mass of the three-phase transformers shall not be greater than 750

5.7 Short-circuit capability

5.7.1 Thermal capability

The transformers shall be able to withstand, without any damage, the thermal effects caused by
short-circuit currents in their secondary terminals, with rated voltage in the primary terminals,
under the following conditions:

a) rms value of the symmetrical short-circuit current equal to 25 times the transformer rated
current;

b) duration equal to 2 s.

5.7.2 Dynamic capability

The transformers shall be able to withstand, without any damage, the dynamic effects caused by
the symmetrical short-circuit current showed in the table ahead, in their secondary terminals,
under the conditions mentioned in 6.4.1:

5.8 Temperature-rise

5.8.1 The temperature-rise limits, under the conditions quoted in 6.3.2, shall be:

a) windings, through the method of resistance variation: 55°C;

b) the hottest spot in the windings: 65°C;

c) insulating oil (measured near the surface): 50°C.

5.8.2 Alternatively, proposals can be presented where the limits of temperature rise above the
ambient temperature, in the conditions established in 6.3.2, are:

a) average of each winding (method of the variation of the resistance): 65°C;

b) hotter spot of the winding: 80°C;

c) insulating oil (temperature measured near to the surface): 65°C.

NOTE: In the alternative proposal, it shall be confirmed, during the inspection, the use of thermo-
stabilized paper suitable for operation in the conditions of the indicated temperatures.

5.9 Radio-influence voltage level

The radio-influence voltage (RIV) levels generated by the transformers shall not exceed the limits
of the table ahead:

5.11 Tank: cover, body and bottom

5.11.1 The transformer shall be designed and manufactured to operate hermetically sealed and
shall withstand the internal pressure variations and its own weight, when lifted. The cover shall be
fastened on the tank through suitable devices that are non-detachable when removed from the
tank.

5.11.2 The fastening devices of the cover to the tank shall not coincide with the vertical axis of
the secondary bushings, in order to preserve the dimension E of the Figures 1 and 2 of this
Specification and the spacing minimum distance in the air established by ABNT-NBR 5356.

5.11.3 The cover, body and bottom of the tank shall be manufactured in steel plate, with the
following minimum thickness:

5.11.4 All existing openings on the cover shall be provided of salience manufactured in order to
avoid the accumulation and/or ingress of water.

5.11.5 The electrical continuity between cover and tank shall be assured.

5.11.6 The transformers shall be supplied without a hole for inspection.

5.12 Transformer brackets for pole fastening

5.12.1 The transformer shall have two brackets welded on the tank, according to Figure 1 (page
1/2) and Figure 2. The brackets shall present shape and dimensions according to Figure 5 and
have a thickness suitable to support the transformer weight when it is installed.

5.12.2 The 225-kVA and 300-kVA transformers shall have the minimum structure required for
reinforcement, according to Figure 3.

5.12.3 The lateral flanges or eventual reinforcement of the fastening brackets shall not coincide
with the vertical axis of the X1 and X3 bushings in the single-phase transformers and X0 and X3 in
the three-phase transformers. For accomplishing this, the dimensions F or H showed in Figure 1
and dimension F of Figure 2 shall be observed.

5.12.4 Alternatively, single-phase transformers with mass lower than 250 kg can be supplied with
one bracket for pole fastening. The dimensions and mounting position shall be according to Figure
1 (page 2/2) and Figure 5.

5.12.5 The fastening brackets shall be tested according to 6.2.8.

5.13 Lifting lugs

The transformer shall have two lifting lugs welded on the tank according to Figures 1 and 2, in
order the steel cable employed in the lifting does not touch the border of the cover. The lifting lugs
shall have resistance, dimensions and shape that allow the lifting and locomotion of the
transformer without causing any damages, also in the painting and in the bushings. The lugs shall
be free of burrs.

5.14 Supporting structure

5.14.1 The lowest portion of the tank shall have a supporting structure in order to assure a 10-
mm minimum distance between the bottom plate and the supporting surface of the transformer.

5.14.2 The supporting structure shall be made of flat or square steel bars, welded to the bottom
plate or to the extension plate of the lateral surface of the tank, since no corners or edges are
created causing the sinking of the transformer when it is transported without its package, over
wooden floors.

5.15 Cooling system

5.15.1 The cooling devices with oil in their interior shall be manufactured with the following
minimum thicknesses:

a) radiators: 1.2 mm;

b) tubes: 1.6 mm.

5.15.2 For devices without oil in their interior (for example, flaps), the minimum thicknesses shall
be 1.2 mm.

5.15.3 It is not allowed the installation of insulating oil conservator in the transformer.

5.16 Painting

5.16.1 Preparation of the internal and outer surfaces

Right after the manufacture of the tank, the impurities shall be removed by means of an
appropriate chemical process or an abrasive blasting reaching the almost white metal, visual
pattern Sa 2.5, according to standard SIS 05 59 00.

5.16.2 Internal surface painting

It shall be applied an anticorrosive base, compatible with the insulating mineral oil, with a minimum
thickness of the dry coating of 30 m.

5.16.3 Outer surface painting

An anticorrosive base shall be applied with a total minimum thickness of the dry coating of 40 m.
A finishing paint compatible with the employed base, in a light-gray color, Munsell notation N 6.5,
shall be applied resulting in a dry coating with a minimum thickness of 80 m.

5.16.4 Painting tests

The painting shall withstand the tests prescribed in 6.2.3 and 6.3.3.

5.17 Hardware

5.17.1 The bolts, washers, external nuts and further components made of carbon steel shall be
hot-dip according to ABNT-NBR 6323 or ASTM A153.

5.17.2 Alternatively, the hardware can be supplied in stainless steel. In this case, the hot-dip zinc
coating of the pieces is not required.

5.18 Sealing gaskets

5.18.1 The sealing gaskets shall be made of elastomeric material resistant to insulating mineral
oil, have temperature compatible with the class of the insulating material of the transformer. They

shall comply with the requirements of the reference 4BK608A14E34Z1Z2, according to ABNT-EB-
362 and/or ASTM D2000. The meanings of suffixes Z1 and Z2 are:

- Z1: black color;

- Z2: the material does not present outcropping after being 24 hours in a stove at a
temperature of 100°C.

5.18.2 A hardness of (65 5) Shore A, according to ABNT-NBR 5435 and ABNT-NBR 5437, is
allowed for the sealing gaskets of the bushings.

5.18.3 By means of previous approval of CEMIG, it shall be allowed the use of rubberized cork,
since it complies with the requirements of the tests of 6.2.6 and 6.3.5.

5.18.4 For the sealing gaskets with specific shapes, the manufacturing processes shall be the
stamping or the molding. The continuous processes of manufacturing, such as extrusion, only can
be used in bigger parts, as sealing “cords” of the covers.

5.19 Live parts

5.19.1 Core

5.19.1.1 The core shall be designed and manufactured in order to allow its re-utilization in case
of maintenance, without employing special machines or tools.

5.19.1.2 The core and its fastening hardware shall be connected to the tank of the transformer
with the purpose of grounding.

5.19.2 Windings

They shall be manufactured in copper or aluminum and shall comply with the requirements of 5.7.

5.19.3 Fastening and lifting

5.19.3.1 The live part shall be fastened to the internal walls of the tank by means of lateral
devices that do not difficult its removal or replacement inside the tank. The devices shall allow the
withdrawal of the cover without removing the live part.

5.19.3.2 The fastening shall be made by means of bolts or threaded rods, equipped with nut and
locknut; or nut, spring washer and flat washer. The washers may be replaced by chemical locking.

5.19.3.3 The bolts or rods shall not be punched on their threads.

5.19.3.4 There shall be two or more lugs for lifting the live part. They shall present a minimum
diameter of 20 mm and be located in the upper part of the core, in order to keep the assembly
upright and not damage the silicon-steel plates during the lifting. It is allowed that the lug for lifting
the live part can be the same as the one for fastening the live part to the tank, since there is no
interference between the functions.

5.20 High-voltage bushings and terminals

5.20.1 The high-voltage bushing shall be made of porcelain or epoxy-resin, according to the
indications of the Purchase Order and shall be located according to Figures 1 e 2.

5.20.2 The bushings and terminals of the high-voltage winding shall be in accordance with ABNT-
NBR 5034, ABNT-NBR 5435 and Figure 8.

5.20.3 Bushings and terminals different from those indicated in 5.20.1 and 5.20.2 can be
accepted since:

a) they are perfectly interchangeable with the bushings and terminals specified in 5.20.2
and their replacement do not imply in changes and adaptations of the transformer cover;

b) the terminal has a suitable hole according to 5.20.2;

c) the bushings and terminals comply, at least, with the electrical and dielectric
characteristics showed in Figure 8.

NOTE: If the bushings and terminals differ from Figure 8, a detailed drawing of them shall
be subjected to CEMIG approval, after the emission of the Purchase Order.

5.20.4 The single-phase transformers shall have the neutral terminal H2T of the primary winding
internally connected with to the tank by means of a detachable device.

5.20.5 All terminals shall be tin-coated.

5.21 High-voltage detachable bushings

5.21.1 They shall be dead-break type and have physical and electrical characteristics according
to ANSI/IEEE 386 and be in accordance with Figure 9.

5.21.2 The bushings shall be protected from the sun radiation effects, during the warehousing
and transportation, through the setting of plastic covers, fastened by means of a device that
prevents their loss.

5.21.3 The flange for the high-voltage bushing shall be according to Figure 10.

5.22 Low-voltage bushings and terminals

5.22.1 The bushings and terminals of the low-voltage winding shall be in accordance with ABNT-
NBR 5034, ABNT-NBR 5437 and Figure 11. The bushings shall be fastened on the tank sidewall,
according to Figures 1 and 2.

5.22.2 Alternatively, the low-voltage bushing of Figure 11 can be replaced by the bushing of
Figure 12.

5.22.3 The transformers shall be equipped with the following low-voltage bushings and terminals:

transformer cover;

b) the terminal has a suitable hole according to 5.22.3,

c) the bushings and terminals comply, as a minimum, with the electrical and dielectric
characteristics showed in Figures 11 and 12.

NOTE: If the bushings and terminals differ from Figures 11 and 12, a detailed drawing of
them shall be subjected to CEMIG approval, after the emission of the Purchase Order.

5.22.5 Alternatively, the X2 bushing of single-phase transformers can be replaced by a stainless


steel plate, welded to the transformer tank, with dimensions in accordance with Figure 13 and
mounting position in accordance with Figure 1 (page 2/2).

NOTE: If this alternative is adopted, the terminal shall be able to withstand rated currents, in
accordance with ABNT-NBR 5356, and the possible maximum values of short-circuit currents.

5.22.6 All terminals shall be tin-coated.

5.23 Numbering of the terminals and shunts

5.23.1 The outer terminals shall be indelibly marked with black paint, Munsell notation N1, with
characters with a height not less than 30 mm, according to Figures 1 and 2.

5.23.2 The marking of the terminals of the windings shall be made according to Figure 17.

5.24 Grounding devices

5.24.1 The transformer shall be supplied with a connector appropriate for copper or aluminum
conductors, with diameter-range from 3.2 mm to 10.5 mm, according to Figure 6.

5.24.2 In the single-phase transformers, the connector shall be located on the highest bracket,
on the lateral part nearest to X1, according to Figure 1 and, in the three-phase transformers, on
the lateral part nearest to X0, according to Figure 2.

5.24.3 Besides this connector, the single-phase transformer shall have an additional grounding
device, manufactured according to Figure 7.

NOTE: The bolt for fastening this additional grounding device shall be welded in the tank below
the horizontal axis of the low-voltage bushings, in order do not interfere in the installation of the
conductors in the terminals.

5.24.4 If the stainless steel plate according to 5.22.4 replaces the X2 bushing of single-phase
transformers, the grounding connector as well as the additional grounding device can be
eliminated.

5.25 Device for fastening the lightning arrester

5.25.1 The transformers shall have a bracket for fastening the lightning arrester, in each phase,
welded to the tank, mounted with bolts, nut and washers, according to Figure 4.

NOTE: The bracket shall be set in the indicated area and shall not interfere in the transformer
lifting process.

5.25.2 In the three-phase transformers, the brackets shall be installed in the biggest dimension of
the tank and to shall be lined up with the high-voltage bushings, considering the minimum
distances shown in Figure 4. In case the fastening of the brackets in the tank is not possible, they
can alternatively be welded in the cover, observed the same conditions.

5.26 Internal indication of the insulating mineral oil level

The transformers shall have an indelible line in order to indicate the minimum level of the
insulating mineral oil at 25°C, painted in a contrasting color when compared with the color of the
inner paint. The line shall be located above the low-voltage terminals in the internal part of the
tank, in a way to be clearly visualized when the tank cover is removed.

5.27 Insulating mineral oil

The transformer shall be supplied with insulating mineral oil, naphtenic or paraffinic, which shall
comply with the requirements of the Specification 02.118-CEMIG-289 for the conditions “before”
and “after” the contact with the equipment.

5.28 Identification plate

5.28.1 The identification plate shall be in accordance with Figures 14 and 15.

5.28.2 The plate shall be made of anodized aluminum with a thickness of 0.8 mm or stainless
steel with a thickness of 0.5 mm, and shall be located according to Figures 1 and 2, in order to
allow the reading with the transformer installed in the distribution line.

5.28.3 It shall be fastened through rivets made of corrosion resistant material in a support with a
base that prevents the deformation of the identification plate. This support shall be welded to the
tank or on the radiators, unless the radiators are made of metal sheet.

5.28.4 It shall be kept a minimum distance of 20 mm between the transformer body and any part
of the sheet.

5.28.5 Alternatively, the identification plate can be supplied according to Figure 16 and located
according to Figures 1 and 2, prevailing the further requirements of 5.28.1.

5.29 Automatic device for internal pressure relief

5.29.1 The transformer shall be equipped with a pressure relief valve that shall comply, at least,
with the following requirements according to ANSI C.57.12.20:

a) pressure relief of 69 kPa (0.70 kgf/cm ) 20%;

5.29.2 Besides this, the valve shall also have the following characteristics:

a) admission hole of 1/4”(6.4 mm) - 18 NPT;

b) 16-mm brass hexagonal body, dimensioned to withstand a longitudinal force of 45 daN;

c) external sealing disc to impede, permanently, dust, humidity and insect entrance. This
sealing disc shall be made of non-corrosive material with sufficient mechanical resistance
in order do not present deformation due handling;

d) external ring made of non-corrosive material, with minimum internal diameter of 21


mm, for manual driving, and designed to withstand a minimum pulling force of 11 kgf,
without presenting any deformation;

e) sealing rings and internal gaskets compatible with the temperature class of the
transformer insulating liquid;

f) external parts resistant to moisture and corrosion.

5.29.3 The valve shall be in the cover of the transformer, located in the horizontal line with an
adapter in "L" shape, observed the condition of emergency maximum load of the transformer
equal to 200%. The expanded oil shall not flow.

5.29.4 The valve shall be located in order to comply with the following additional conditions:

a) do not interfere with the handling of the fastening brackets in the pole;

b) not be exposed to possible damages caused by the processes of hoisting, load and
discharge of the transformer;

c) do not interfere with the handling of the fastening brackets of the lightning arresters;

d) be directed for the side of the low-voltage bushings.

5.29.5 For orientation about the valve for internal pressure relief refer also to Figure 22.

5.30 Sealing against breaking

5.30.1 The transformers shall have two sealing against breaking, constituted by metallic stamps
type “half-barrier”, inserted in two bolts for fastening the cover to the tank, diametrically opposite to
each other, that shall have appropriate holes. The stamps shall be in accordance with section 4 of
the CEMIG’s Technical Specification no. RC/MP-036.

5.30.2 Transformers whose project have only a central bolt for fastening the cover to the tank
can receive holes in the cover border, without harming the sealing, in the same axis of the lifting
lugs. These lifting lugs shall also receive holes for setting the sealing.

5.30.3 For each Purchase Order, CEMIG will inform which are the sealing manufacturers
registered in cadastre. In the order of the stamps the transformer supplier shall formally confirm to
CEMIG who will supply the stamps.

5.30.4 In the transportation documents the Supplier shall list, for each transformer unit, the serial
numbers of the stamps with the respective serial number of the transformer.

5.30.5 For orientation on the sealing and positioning refer to Figure 23.

6. Inspection

6.1 General

6.1.1 The inspection comprises the performance of tests during the manufacture of the
transformers and the performance of the routine tests, the special tests and the type tests during
the acceptance of the transformers. The type and the special tests shall be carried out when
required by CEMIG in the Purchase Order.

6.1.2 The lot for inspection comprises all units of same power supplied at the same time.

6.1.3 The inspection during manufacturing and the related tests, on the manufacturer
responsibility, shall be carried out according to ABNT standards or international standards for the
basic raw materials and components. CEMIG inspector may require the origin certificates of the
raw material and components, besides the control files and internal reports.

6.1.4 If required, the type and special tests shall comply with the following requirements:

a) shall be performed in laboratories owned by official entities or in the Supplier’s laboratory


provided that when performed in the Supplier's laboratory, CEMIG shall give previous
approval;

b) shall be applied, in any hypothesis, to randomly chosen samples and withdrawn from the
regular production line, by CEMIG inspector or its legal representative;

c) shall be witnessed, in any hypothesis, by CEMIG inspector or his legal representative.

6.1.5 The Supplier can replace the performance of any type test and/or special test, upon
agreement with CEMIG, by presenting the report of the same test performed in material identical
to the offered one and witnessed by CEMIG inspector.

6.1.6 CEMIG shall have the right to perform the type and special tests in order to check the
conformity of the material with all the test reports required with the proposal.

6.1.7 The Supplier shall have the necessary personnel and apparatus of his own or hired for the
performance of the tests (in case of any hiring for the performance of the tests, it is required
previous approval by CEMIG).

6.1.8 CEMIG shall have the right to send duly accredited inspector with the purpose of checking
any stage of the manufacture and specially to witness the tests. To this inspector shall be granted
free access to laboratories and to manufacture site and to packing site.

6.1.9 The Supplier shall assure to CEMIG inspector the right to thoroughly familiarize himself with
the facilities and the equipment to be used, study all instructions and drawings, verify calibrations,
witness tests, check results and, in case of doubt, carry out other inspection and require the
repetition of any test.

6.1.10 The Supplier shall inform CEMIG about the dates that the material will be ready for
inspection with a minimum 10 workdays in advance for national supply and 30 workdays for
international supply.

6.1.11 The Supplier shall present to CEMIG inspector the calibration certificates of the
instruments of his laboratory or of the hired one that will be used in the inspection, measurement
and tests of the offered material. These shall be issued by an organization accredited by

INMETRO11 whether in Brazil or by similar institution if in another country. The maximum


periodicity of this calibration shall be one year and the non-conformity to this requirement can
cause the laboratory disqualification. Periodicity other than the specified one shall be accepted
when previously agreed with CEMIG.

NOTE: The calibration certificates shall contain, preferentially, the following information:

a) description of the calibrated instrument;

b) procedure adopted for calibration;

c) traceable standards;

d) results of the calibration and the uncertainty of measurement;

e) dates of the accomplishment of the calibration and dates foreseen for the next
calibration;

g) identification of the laboratory responsible for the calibration;

h) legible names and signatures of the executant of the calibration and the person
responsible by the calibration laboratory.

6.1.12 All technical standards, specifications and drawings quoted as reference in section 2 shall
be available to CEMIG inspector at the inspection site.

6.1.13 Sub-suppliers shall be in the Supplier’s files. He is the only responsible by their control.
The Supplier shall assure the access of CEMIG to all technical evaluation documents concerning
these files.

6.1.14 The acceptance of the lot and/or the exemption from the performance of any test:

a) in no way release the Supplier from the responsibility of supplying the material
according to the requirements of this Specification and/or the Purchase Order;

b) do not invalidate any further claim from CEMIG in respect to the quality of the material
and/or its manufacturing.

In such cases, even after having left the factory, the lot can be inspected and subjected to tests,
with previous notice to the Supplier and, if it is necessary, in his presence. In case of any
discrepancy from the requirements of this Specification, the lot can be rejected and its
replacement will be on the Supplier’s account.

6.1.15 The rejection of the lot due to failures reported during the tests shall not exempt the
Supplier from fulfilling the agreed delivery dates. If at CEMIG discretion, the rejection of the lot
renders the delivery impracticable on due dates, or if it becomes obvious that the Supplier is
unable to satisfy the requirements established in this Specification, CEMIG has the right to cancel
all its obligations and purchase the material from another supplier. In such cases, the Supplier will
be considered in breach of the contract and subject to the applicable penalties.

6.1.16 All rejected units that belong to a lot accepted by CEMIG shall be replaced by new and
perfect transformers by the Supplier, with no expense for CEMIG. These units correspond to the
amounts specified in column "Ac" of the sampling plans Table.

6.1.17 The cost of the routine tests shall be on the Supplier’s account.

6.1.18 CEMIG has the right to require the repetition of tests in lots already approved. In such
case, the expenses will be a responsibility of:

a) CEMIG, if the tested units are approved in the second inspection;

b) the Supplier, if they are not approved.

6.1.19 CEMIG will require the repetition of the special and type tests if a change on the project of
the transformer is evidenced without previous notice and approval of CEMIG. The repetition of the
tests shall not imply in any burden for CEMIG and shall be carried out in the presence of CEMIG
inspector.

6.1.20 The costs of CEMIG inspector visit (locomotion, lodging, meals, labor and overhead costs)
shall be on the Supplier account if:

a) the material is not ready on the date indicated in the request for inspection;

b) the test laboratory does not comply with the requirements of 6.1.7, 6.1.11 and 6.1.12;

c) the material needs witnessing of manufacturing or final inspection in the facilities of a


sub-supplier, hired by the Supplier, in a location different from the Supplier’s factory;

d) the material needs re-inspection due to rejection in the tests.

6.2 Routine tests

6.2.1 General inspection

It shall be performed in a number of units showed in the sampling plans Table and consists of:

a) checking of the dimensional characteristics and components;

b) visual inspection, including opening the transformers and lifting the live part;

NOTE: If CEMIG follows the transformer manufacture, the visual inspection of the
transformer live part can be carried out during the manufacture, at the inspector discretion.

c) checking the transformer mass in order to verify the conformity with the mass informed
in the identification plate;

NOTE: It is allowed a maximum variation of 3% between the mass measured in the


inspection and the mass indicated in the identification plate.

d) checking of the package conditions that shall be in accordance with the requirements of
4.3.

e) checking of the type of paper used in the transformers with temperature rise of 65°C.

6.2.2 Electrical tests

6.2.2.1 The Supplier shall carry out the following tests, in all units of the lot, according to ABNT-
NBR 5380 or IEC 60076, and show the results to CEMIG inspector, before the inspection:

a) power losses under no-load and excitation current;

b) power losses under load and short-circuit impedance;

c) voltage relation with checking of polarity (single-phase transformers);

d) voltage relation with checking of angular displacement and phase-sequence (three-


phase transformers);

e) insulation resistance;

f) electrical resistance of the windings.

NOTE: The test of electrical resistance of the windings can be carried out in an amount of
units that confirm the uniformity of the process.

6.2.2.2 The following dielectric tests shall be carried out according to ABNT-NBR 5380 or IEC
60076 in all units of the lot, in the presence of CEMIG inspector:

a) rated power-frequency withstand voltage (applied voltage);

b) induced voltage.

6.2.2.3 The tests of 6.2.2.1 shall be repeated in the presence of CEMIG inspector in a sampling
according to the Table of sampling plans and the results shall be compared with those previously
obtained by the Supplier.

6.2.2.4 The following allowances shall be adopted for the results of 6.2.2.1, items a, b, c and d:

6.2.2.5 For the single-phase transformers the tests of rated power-frequency withstand voltage
and induced voltage shall be preferentially performed in the following method:

a) rated power-frequency withstand voltage, from the low-voltage to the grounded high-
voltage, in accordance with the ABNT-NBR 5380 or IEC 60076;

b) induced voltage with frequency greater than 196 Hz and duration of 7,200 cycles,
according to ANSI C57.12.20. The transformer shall be excited by means the low-voltage
winding in order to obtain 3.46 Vn + 1,000 V in the high-voltage winding, where Vn is the
rated voltage of this winding. The transformer shall be kept grounded during the
execution of the test;

NOTE: Transformers whose X2 bushing has been replaced by the terminal welded to the tank, the
test referred in the former item b shall be performed. For those equipments the rated power-
frequency withstand voltage test shall not be carried out.

6.2.3 Painting tests

6.2.3.1 Adherence test

It shall be carried out according to ABNT-NBR 11003 and/or ISO 2409 directly on the transformer
and the results shall be, at least, equal to Gr1 grade. The number of transformers to be tested,
randomly selected by the CEMIG inspector, shall be according to the sampling plans Table.

6.2.3.2 Coating thickness

It shall be carried out according to ASTM E376. The number of transformers to be tested,
randomly selected by the CEMIG inspector, shall be according to the sampling plans Table.

6.2.4 Hot dip zinc coating test

It shall be performed on the transformers hardware on a sampling according to the sampling plans
Table, in order to verify the following characteristics:

a) adherence, according to ABNT-NBR 7398 or ASTM B571;

b) thickness, according to ABNT-NBR 7399 or ASTM E376;

c) uniformity, according to ABNT-NBR 7400 or ASTM A239.

NOTE: If the conditions established in the Table cannot be satisfied, in function of the amount of
available parts, the sample will be defined by the CEMIG inspector.

6.2.5 Insulating oil tests

6.2.5.1 Before the inspection of each lot, the Supplier shall give to the CEMIG inspector a
technical report with the following information:

a) classification of the petroleum from which the oil was produced (paraffinic or
naphtenic), origin and refining process;

b) results of all tests required in the Technical Specification 02.118-CEMIG-289, applied


in the insulating mineral oil used by the Supplier and carried out by government
laboratories, accredited by the country of origin, or by internationally accredited
institutions. These results shall comply with the requirements of the technical
specification 02.118-CEMIG-289.

NOTE: If the Supplier does not present this technical report, all tests required by the Technical
Specification 02.118-CEMIG-289 shall be carried out on samples withdrawn from the lot, having
the inspection be performed only after the analysis of the tests results.

6.2.5.2 Samples of insulating oil, necessary to the performance of the tests showed ahead, shall
be withdrawn from a number of units of transformers randomly chosen by CEMIG inspector,
according to the sampling plans Table. The results shall be in accordance to the Technical
Specification 02.118-CEMIG-289, in order to allow the approval of the insulating oil.

a) specific gravity at 20/4°C;

b) interfacial tension at 25°C;

c) power factor at 100°C or dissipation factor at 90°C;

d) dielectric strength;

e) water content.

6.2.6 Hardness test on sealing gaskets

It shall be carried out according to ABNT-NBR 7318 or to ASTM D2240 on a number of test
specimen according to the sampling plans Table. The results shall be in accordance with 5.18.

6.2.7 Tightness test

It shall be performed on all units of the lot, after the performance of the electrical tests, in the
presence of the CEMIG inspector, with the transformer completely assembled, with the insulating
oil in its normal level, and all accessories. The transformer shall withstand a manometric pressure

of 0.07 MPa (0.71 kgf/cm ) during one hour, without presenting any leakage.

NOTES:

1) If the Supplier performs this test in all units, before the electrical tests, the test can be carried
out after the electrical tests, in a number of units according to the sampling plans Table.

2) If the Supplier adopts another test method, it shall be subjected to the CEMIG’s approval.

6.2.8 Resistance checking of the transformer brackets for pole fastening

If required by CEMIG, the transformer brackets for pole fastening shall be tested according to
Addendum F, being the test applied in one unit of transformer randomly chosen by CEMIG
inspector from the first lot of the Purchase Order.

6.2.9 Internal pressure relief valve test

6.2.9.1 It shall be performed in the sample presented in the sampling plans Table, composed by
units of transformers randomly chosen from the lot under inspection by CEMIG inspector.

6.2.9.2 The following rated characteristics shall be checked, according to 5.29.2. The valve can
be tested separately from the transformer:

a) relief pressure;

b) sealing pressure;

c) flow rates.

6.3 Type tests

6.3.1 Rated lightning impulse withstand voltage test

For this test, carried out according to ABNT-NBR 5356, ABNT-NBR 5380 or IEC 60076, the
inspector shall randomly choose one unit of transformer of each power from the first lot of the
Purchase Order.

6.3.2 Temperature-rise test

6.3.2.1 It shall be carried out for determining the temperature rise of the windings by the method
of resistance variation and temperature rise in the oil top, with regard to the ambient temperature,

in one unit of transformer of each power from the first lot of the Purchase Order, randomly chosen
by CEMIG inspector.

6.3.2.2 The temperature rise test shall be performed according to ABNT-NBR 5356, ABNT-NBR
5380 and/or IEC 60076, supplying the transformer that shows the greatest total losses of the lot, in
order to obtain the following total losses (WTE):

where: WTE : total power losses to be applied during the temperature-rise test;

Wcc : short-circuit losses of the shunt of greatest loss, with 100% of the rated voltage
of the shunt (Un);

Wo1 : power losses under no-load with 105% of Un.

6.3.2.3 The determination of the ohmic resistance in the moment of the disconnection occurs
shall be made, preferentially, according to Addendum B.

NOTE: If in subsequent lots of the same Purchase Order are found transformers with the same
characteristics, with total power losses greater than that of the transformer previously subjected to
temperature-rise test, this test shall be repeated, without charge to CEMIG, in the transformer with
the greatest total power losses.

6.3.3 Painting tests

For the tests of this section, the necessary amount of test specimens shall be prepared, at CEMIG
inspector discretion, with approximate dimensions of (150 x 100 x 1.2) mm. They shall have the
same surface treatment, scheme and thickness of external painting (sections 6.3.3.1 to 6.3.3.4)
and of internal painting (sections 6.3.3.5 to 6.3.3.6).

6.3.3.1 Exposure to sulfur dioxide

It shall be applied 6 cycles with atmosphere of 2.0S, according to ABNT-NBR 8096, but without
cutting the painting, or according to ISO 3231.

After the test, the test specimen shall not present loss of adherence, blisters, rust, change of color
or similar defects.

6.3.3.2 Humidity at 40°C

The test specimen shall be set upright in a chamber with relative humidity of 100 % and room
temperature of (40 1)°C. After a continuous exposition of 240 hours it shall not occur blistering
or similar defects.

6.3.3.3 Impermeability

The test specimen shall have 1/3 of its area immersed in distilled water at a temperature of (37.8
1)°C. After 72 hours of continuous exposition it shall not occur blistering or similar defects.

6.3.3.4 Salt-spray fog test

The painting film shall be broken with a cutting blade in order to trace an “X” on the panel.

The test specimen shall be subjected to a continuous exposition of 120 hours in the salt-spray fog
test (solution of 5% of NaCl and water), and shall be kept upright with the side with the “X” directed
to the spray. After the test it shall not occur blistering or similar defect and the maximum
penetration under the traced cut shall not exceed 4 mm.

6.3.3.5 Resistance of the inner painting to insulating oil

It shall be performed according to ABNT-NBR 6529. The test specimen shall be immersed in
insulating oil at a temperature of (110 2)°C, during 48 hours, without changes.

6.3.3.6 Compatibility between the inner painting and the insulating oil

It shall be performed according to ASTM D3455. The painted area of the test specimen to be set
in one liter of oil shall be determined by:

The area of the test specimen for checking the inner painting scheme of the radiator shall be
determined by the former expression, replacing transformer by radiator.

After the test, the properties of the oil in which the test specimen was immersed shall be the
following:

a) interfacial tension at 25°C (minimum): 0.034 N/m;

b) neutralization number (maximum variation): 0.03 mg KOH/g;

c) dielectric strength (minimum): 25.8 kV/2.54 mm;

d) power factor at 100°C (maximum): 1.6%;

e) color (maximum variation): 0.5.

6.3.4 Hot-dip zinc coating tests

CEMIG inspector shall receive samples of the hardware that will be used in the transformers,
whose amount will be on his discretion, and that shall be subjected to the following tests:

a) exposure to sulfur dioxide, according to 6.3.3.1;

b) salt spray fog, according to 6.3.3.4

6.3.5 Resistance of sealing gaskets to insulating oil test

6.3.5.1 For the performance of this test, an amount of test specimen that CEMIG inspector
deemed necessary shall be prepared.

6.3.5.2 The test specimen shall be immersed in insulating oil at 100°C for a period of 70 hours,
according to ABNT-NBR 11407 and/or ASTM D471. After the test, the following variations from the
value obtained before the test are allowed:

a) hardness variation: (-10 to +5) Shore A;

b) volume variation: (0 to +5%).

6.3.5.3 For materials whose shapes and dimensions do not allow the withdrawn of the test
specimen according to the stated standards, the test shall be performed with test specimen of any
shape, and the volume variation shall be determined by hydrostatic method.

6.3.6 Compatibility of the sealing gaskets with insulating oil

6.3.6.1 The test specimens shall be immersed in the insulating oil at 100°C for 164 hours,
according to ABNT-NBR 14274 or ASTM D3455.

6.3.6.2 After the tests, the properties of the oil where the test specimens were immersed shall be
the following:

a) interfacial tension at 25°C (minimum): 0,030 N/m;

b) neutralization index (maximum variation): 0,03;

c) dielectric strength (minimum): 25,8 kV / 2,54 mm;

d) power factor at 100°C (maximum): 1,6%;

e) color (maximum variation): 0,5.

6.3.7 Radio-interference test

It shall be carried out according to ABNT-NBR 7875 and ABNT-NBR 7876.

6.3.8 Measurement of audible-noise level test

It shall be carried out according to ABNT-NBR 5380.

6.3.9 Determination of PCB content in the insulating oil

In a unit of transformer of any power of the first lot of the Purchase Order, randomly chosen by
CEMIG inspector, the PCB content test shall be carried out according to any method of ABNT-
NBR 13882. The value must be inferior to 3 mg/kg of oil.

6.4 Specials tests

6.4.1 Short-circuit test

For the tests of sections 6.4.1.1 and 6.4.1.2, carried out in accordance with ABNT-NBR 5380 or
IEC 60076, CEMIG inspector will randomly select one unit of each rated power transformer from
the first lot of the Purchase Order.

6.4.1.1 Dynamic capability to withstand short-circuit

a) Test conditions

The short-circuit test shall be carried out by supplying the transformer through its high-
voltage winding and making the short-circuit in the low-voltage winding, 0.5 s after the
transformer is energized. Before making the short circuit, the voltage in the high-voltage
terminals shall be comprised between 100% and 115% of the rated voltage of the shunt
under test.

NOTE: Alternatively, the test can be carried out supplying the transformer through its low-
voltage winding.

b) Test current

The test current shall be regulated by inserting resistance and reactance in the
transformer secondary, in order the circuit relation X/R is equal the transformer’s one.
The symmetrical value of this current is showed in 5.7.2. The closing angle shall be
regulated in order the peak current is in accordance with the allowance required in ABNT-
NBR 5380.

c) Number of applications

So many consecutive applications shall be made as much as they are necessary, in order
each phase is subjected to 3 applications with the current value according to 6.4.1.1.b.

d) Duration of each application

The duration of each set of 3 applications per phase is:

2 applications with duration of 0.25 s or the period necessary for disappearing the
continuous component of the test current, prevailing the greatest one;

1 long-duration application with time t given by:

It shall be according to ABNT-NBR 5356 or IEC 60076.

6.4.1.2 Thermal capability to withstand short-circuit

The Supplier shall send, for each short-circuit test, the calculation memory referring to the
maximum average temperature reached by the winding after a 2-second short-circuit, with the
value of current showed in section 5.7.1.
