 Pre – qualification Procedure

 It is based on standard questionnaires that are simple and flexible, take into
account the technical and financial aspects and allow updating of information
provided for earlier projects.
 The evaluation should determine for each tenderer, the structure for organization,
their experience, available resources, extent of sub contracting proposed, their
financial stability and resources and their general suitability, taking into account
any potential language difficulty.

 Pre qualification Enquiry document

 The enquiry document requires the applicants to demonstrate their capabilities by


providing materials on 4 main evaluation factors :-
i. Financial standing – Resources and Capability
ii. Past performance and relevant experience
iii. Technical and organizational capabilities
iv. Availability of equipment
 Each factor is divided into various sections and each section is further
divided into a number of assessment topics.
 Weightage is assigned for each assessment based on importance of the
topic.
Initial filter
 The evaluation team first sees whether the applicants pass the initial criteria
which acts as an initial filter.
 The applicants who do not pass through this initial filter may not be
considered for detailed evaluation.

in more than 30 % of number of works in the last 10 year due to his
default?
5. Has the applicant suffered bankruptcy / insolvency in the past 10
years?
6. Has the applicant been blacklisted by any organization in the country
of business or elsewhere?
7. Has the applicant been penalized by poor quality of work in the last 10
years?
8. Has any misleading information been given in the application?
9. Is the applicant financially sound to perform the work as per the criteria
T1 and T2?
10. Has the applicant certified that no agent / middleman ahs been or will
be engaged or any agency commission been or will be paid?
11. Do the documents submitted by the applicant reveal that agency
commission is or will be paid?
12. Is the applicant (any member in case of a group) directly or indirectly
connected in any manner whatsoever with the consultant?

Note:

 ‘Yes’ answers to question nos. 1 to 8, 11 and 12 may disqualify the applicant.


 ‘No’ answers to question 9,10 will disqualify the applicant.

Contractual evaluation

 A checklist on contractual items like power of attorney, joint and several


responsibility etc as shown in the table below are verified from the applications
before proceeding to the detailed evaluation.
 In cast he applicant does not supply some of the information then they are not
rejected out rightly but clarifications are sought from the application before final
decision is taken in case the applicant fulfills other evaluation criteria.

 Assessment topics

 The assessment topics are designed such that the main Evaluation factors help in
assessing / ascertaining that the applicant meets the requirements of the contract.
 The 4 main evaluation factors were:-
i. Financial standing – Resources and Capability
ii. Past performance and relevant experience
iii. Technical and organizational capabilities
iv. Availability of equipment
 Each factor is divided into various sections such as

i. Financial standing – Resources and Capability

 Liquidity
 Profitability
 Net worth
 Net average turnover

ii. Past performance and relevant experience

 Length of time in business


 Number of construction projects executed under International Finance
 Number of construction projects executed country of Business
 Number of Railway projects executed
 Number of Bridge projects executed (both construction and rehabilitation)
 Experience on Cast in situ bored piles of 1 meter and above diameter.
 Experience in casting of piers/ abutments
 Experience eon Fabrication and Erection of Steel truss

iii. Technical and organizational capabilities


 Total Engineering / technical staff available with the applicant
 Total Engineering / technical staff to be made available with the applicant for this
package
 Academic qualifications of key staff
 Experience of key staff proposed
 Competent management organization provided by the applicant
 Adequate design facilities for detailed design
 ISO certificate or Practice a QC Programme
 Existence of cost control methods in the organization

iv. Availability of equipment

 Availability of adequate equipment for the project.

 Basis for awarding points

 The purpose of the point system is to be able to put the Applicants into an order of
merit of capability.
 The criteria for awarding the points are based on the response of the Applicant to
the Questionnaire.
 The points scored are mostly on a 5-point scale. However it is not necessary
to have all the 5 gradations for all assessment topics.
 Some topics have a Yes or No answer with only 5 or 0 point.
