Assessment Notes: Submission Date Comments Remarks

The document describes the development of electricity distribution in Pakistan and the creation of LESCO. It outlines LESCO's area of operation and organizational structure. It then discusses the procedure for obtaining new domestic and commercial electricity connections from LESCO. The procedure involves submitting an application, documents, paying a demand notice, obtaining a service connection order, and installing the connection. The project will cover this new connection procedure and criteria for domestic and commercial connections only, excluding industrial and housing colony connections.

INTRODUCTION
WAPDA

The electricity supply service in Pakistan, initially, was undertaken by different agencies, both in public
and private sectors, in different areas. In order to provide for the unified and coordinated development
of the water and power resources, Water and Power Development Authority (WAPDA) was created in
1958 through WAPDA Act, 1958.

AREA ELECTRICITY BOARD LAHORE

The local areas electricity distribution service was being performed by various Regions of WAPDA. Then
the Area Electricity Board (AEB) Lahore, on the eight AEBs in Pakistan, was established under the
scheme of Area Electricity Boards in 1982, in order to provide more autonomy and representation to
provincial government, elected representatives, industrialists, agriculturalists and other interest groups
in functions of the AEBs.

LESCO

The environment and structure of the power industry throughout the world are undergoing dramatic
change. The power sector is moving from monopoly to privatization and from integration to
disintegration. To keep pace with this change, the Government of Pakistan approved a Strategic Plan in
1994 as a consequence of which the power wing of WAPDA has been unbundled into 12 Companies for
generation, transmission and distribution of electricity. Lahore Area Electricity Board was reorganized
into one such corporatized entity under the name of Lahore Electric Supply Company (LESCO) with effect
from 22-03-1998, with the aim of commercialization and eventually privatization.

AREA OF OPERATION

LESCO's area of responsibility covers Civil Districts of Lahore, Kasur, Okara and Sheikhupura.

ORGANIZATIONAL STRUCTURE OF LESCO

LESCO comprises of the following seven distribution Operation Circles, one Construction and one GSO
Circle, as detailed below

Operation Circles
1. North Lahore Circle 5 Divisions / 24 Sub Divisions
2. Central Lahore Circle 5 Divisions /24 Sub Divisions
3. Eastern Lahore Circle 4 Divisions /20 Sub Divisions
4. Okara Circle 4 Divisions / 20 Sub Divisions
5. South-Eastern LHR Circle 4 Divisions /21 Sub Divisions
6. Sheikhupura Circle 5 Divisions / 29 Sub Divisions

the amount is paid the service connection order number is issued and reported to line superintendent.
LS draw the specific amount required from the stores where the stock is placed and recorded. Then
there is an Electrical measurement for that drawn stock and detail of consumed material record.

ANALYSIS

CONNECTION PROCEDURE - DOMESTIC (A1),

COMMERCIAL (A2)

According to the employee point of view the procedure and applications of new connection is discussed
above. The application is issued in which applicants’ personal information and legal obligations are
performed, feasibility of connection, witness information is demanded.

After acceptation of application demand notice is issued in which specific amount is to be paid for the
connection stock. After paying that amount service connection order number is issued and reported to
the Line Superintendent (LS) in which amount of meters and cables is specified.

LS asked for the stock required for the connection from the store. Stores are placed in different areas
under sub-divisions, divisions, circle, and regions. Store Requisition book contained item description,
Quantity required; quantity issued, and date of issuance.

After giving the connection the task of the LS is to record the electrical measurement in which material
description, quantity received, and quantity consumed, wastage, balance, date of drawn from the store
with the material consumption record in with material consumed as per part is calculated.

USING MICROSOFT ACCESS

Microsoft Access is used to create simple database solutions. Structures and methods to display data are
called objects which include:

TABLES
Tables are used for implementation off entities with attributes and are a fundamental storage structure
for data.
• Tables are two dimensional objects with names, rows and column.
• Each row is called a tuple or record.
• Columns are called fields which are attributes of the entity.
• Key field identifying a unique entry of each record is called primary key.
• Primary key when transferred to any other table for making relations becomes a foreign key in that
table.
Data Type Used For Size
Data Types, Uses and Size
Text:
Text or alphanumeric for example, addresses or numbers that do not require calculations that is phone
numbers, part numbers or postcodes. Up to 255 characters.
Memo:
Lengthy text and numbers, such as notes or descriptions. Up to 64,000 characters.
Number:
Numeric data type used for calculations 1, 2, 4, or 8 bytes.
Date/Time:
Dates and times. 8 bytes.
Currency:
Currency values used to prevent rounding off during calculations. Up to 15 digits to the left of the
decimal point and 4 digits to the right. 8 bytes.
Auto Number:
Unique sequential (incrementing by 1) or random numbers automatically inserted when a record is
added. 4 bytes.
OLE Object:
Objects (such as Word documents, Excel spreadsheets, pictures, sounds or other binary data), created in
other programs using the OLE protocol, that can be linked in a MS Access table. Up to 1 Gigabyte
Yes/No:
Fields that will contain only one of two values, such as Yes/No, True/False 1 bit.
Hyperlink:
Field that will store hyperlinks. A hyperlink can be a UNC path or a URL. Up to 64,000 characters.

QUERIES

Queries are the primary mechanism for retrieving information from a database and consist of
questions presented to the database in a predefined format.
There are following types of Queries, explained below one by one;

 Selection Query: Most common type of query is selection query through which you can ask
any question about the stored data.

 Action Query: Action queries can also be performed, which provide powerful means to make
changes to database’s tables. Action queries can create a new table, remove records from
existing table, update one or more fields of an existing table and add new records to an existing
table. Rather than simply displaying results the action queries alter the database in some way

1. Make-Table-Query: To retrieve subset of one or more tables & to save as a table, may be
used by a user if he/she would like to concentrate on a smaller table or to export smaller table
to Excel for analysis

2. Update Query: Allows to change the existing database information

3. Delete Query: Removes records from one or more tables and saves as a table.

• Aggregate Functions: You can sum a column of numbers in a query by using a type of function
called an aggregate function. Aggregate functions perform a calculation on a column of data
and return a single value. Access provides a variety of aggregate functions, including Sum,
Count, Average (for computing averages), Min and Max.
You sum data by adding the Sum function to your query; you count data by using the
Count function, and so on.

Examples of the above mentioned query types are given below respectively.

FORMS
A Form provides convenient way to enter or alter information in a table. It can display
information from one or more tables.
• A form which can look like a paper form and database users are already familiar with paper
forms. Therefore it will provide better user interface for data entry and to update records.
• Entering data directly into a table can be more confusing and error prone especially anyone
not familiar with databases.
• A form can also display information from a query.
