1 Definitions

“Containment” means those aspects of the Building relating to or associated with carrying cables used in
the provision of Telecommunication Services and shall include but shall not be limited to all or any part of
pipe, conduit, cable duct, trough, tube, channel, cable tray, trunking, riser or junction boxes;

“Design Consultants” means party or parties that are involved in technical design within the building
structures which form part of their project developments;

2 Objective

The purpose of “Stadiums Telecom Infrastructure Guidelines” is to give stadiums design consultants a list of
considerations during the design of their relevant projects.

It is mandatory that all design consultants conform to the “Stadiums Telecom Infrastructure Guidelines”, to
ensure capability for telecom services within their relevant projects.

“Stadiums Telecom Infrastructure Guidelines” is compliant to version 6.0 of “Internal Cabling Guidelines”
published by ICT Qatar on February 28th, 2013, and available at Ooredoo web site at the below link.

3 Document Scope

The scope of this documents is to lists the requirements for the following infrastructure elements

• Containments

4 Target Audience

This document is intended for use by Design Consultants involved in design of stadiums for the world cup
2022 project. Design consultants are obligated to coordinate with the Ooredoo during the preliminary and
detailed design stages.

5 Disclaimer

• The information provided in this document is considered as “best-effort” as per the


technology requirements at the date of issuance. Ooredoo doesn’t hold any responsibility
or liability for the change of these requirements due to changes in technologies or systems.
• The information provided in this document is to help design consultants to understand the
infrastructure requirements for telecom services within the stadiums. It shall not be
considered as a design document. Designs generated based on these guidelines shall be
submitted to Ooredoo for review and formal approval.
• The information provided in this document is not to be considered as a work instruction.
• The classification of various scenarios in the document is based on Ooredoo’s
understanding of the stadium projects and is generalized to cover fixed, mobile and critical
communication services only.

6 Supreme Committee for Delivery and Legacy

The Supreme Committee for Delivery & Legacy (SC) ensures that all preparations for the 2022 FIFA World
Cup™ align with Qatar’s other development imperatives, as described in the Qatar National Vision 2030 and
the National Development Strategy 2011-2016. Along with its stakeholders, the SC is tasked with delivering
stadiums and other infrastructure for an amazing 2022 FIFA World Cup™ that leaves a lasting legacy for

7 Guidelines for Stadiums of Capacity up to 20,000 Seats

7.1. Ducts

• All ducts used shall be D54 ducts as detailed in 1.7


• Ducts to be laid at 600 mm depth from final ground level with pulling rope installed.
• Only ONE (1) bend max of 90° is allowed in any span.
• Minimum of 3 external access points to the stadium.
• Duct route between junction box and Main/Backup Equipment Rooms shall consist of
minimum 9 way ducts.
• Duct route between two junction box shall consist of minimum 4 way ducts.
• Duct network shall be extended to all outdoor points were service is required, including
outdoor base-station(s) locations, kiosks, public phones, etc…Duct routes between junction
box and any of these points shall consist of minimum 2 way ducts.
• Maximum span between two junction boxes shall not exceed 200 m.
• All duct designs shall be approved by Ooredoo prior construction.

7.2. Junction Boxes

• Junction boxes need to be located in the footway or verge, in a safe location and be easy to
access
• The orientation of the Junction boxes (access holes) needs to be designed to facilitate the
cable entry.
• Different sized Junction boxes are based on the number of ducts entering the Junction Box.

• MTR8 Manholes shall be constructed outside Main/Backup Equipment Rooms.

7.3. Cable Ladder

• Cable ladders shall be made of GI or Aluminum metal.


• Ladder width shall be 600 mm, and the distance between two adjacent steps shall not
exceed 300 mm.
• All cable ladders shall be continuous and without any gaps or disconnects.
• All cable ladders shall be grounded.

7.4. Main Equipment Room

7.4.1. General Requirements

• Stadium shall haveONE (1) Main Equipment Room to host the following
o Ooredoo Main Critical Communications Equipment
o Ooredoo, 2ndOperator and 3rdOperator Mobile Services (2/3/4/5G) Equipment
o Ooredoo Main Fixed Services Equipment

• Main and Backup Equipment Rooms shall be interconnected using internal tie not shared
with external FO route.
• Main Equipment Room has to have ONE (1) external cable access.
• MOI Requirements are not considered

7.4.2. Structural Requirements

• Main Equipment Room dimensions and Rack layout shall be made in a way that satisfies
the minimum requirements listed in Table 1: Main Equipment Room Space Requirements for 20K
Seats Stadiums.

• Access to Racks
o Mobile and Critical Communications racks need only front access
o Mobile and Critical Communications racks need 150mm back space for ventilation
o Fixed Services rack need both front and back access
• If racks are arranged in the room in rows, the isles between Rack-rows shall be of a
minimum width of 1 m.
• Room shall have one door (fire rated up to 2 hours) and no windows.
• Room shall be dust tight.
• Roof and surrounding walls shall be free of concealed water and/or drainage pipes.
• No air-conditioning ducts shall be passing through.
• Continuous cable ladder from the room up to rooftop of the building shall be provided.

7.4.3. Electrical Requirements

• 7×3-phase Isolators with 63 A Circuit Breaker with power backup

o 3 for Ooredoo,
o 2 for 2nd operator, and
o 2 for 3rd operator).
• 12×13 A single-phase AC power sockets distributed around the room (for operators use).
• Separate AC and DC-Earth Bar. Diameter for the grounding cable should be ≥ 16 mm.
• Antistatic floor.

7.4.4. Cooling Requirements

• Air-conditioning units or Climate-Controllers to maintain room temperature in the range of


20—22° C with dust free environment.

7.4.5. Safety and Security Requirements

• Provision of Fire Extinguisher.


• FM200 system Gas firefighting system. If water-based system is a must then a Pre-action
type shall be used (Sprinkler water system is not suitable).
• Access Control System with CCTV monitoring System, connected back to Ooredoo NOC.

7.4.6. Power, Heat Dissipation and Loading Requirements

7.5.1. General Requirements

• Each Stadium shall have ONE (1)Backup Equipment Room to host the following

8 Guidelines for Stadiums of Capacity up to 40,000 Seats

8.1. Ducts

• All ducts used shall be D54 ducts as detailed in Error! Reference source not found.
• Ducts to be laid at 600 mm depth from final ground level with pulling rope installed.
• Only ONE (1) bend max of 90° is allowed in any span.
• Minimum of 3 external access points to the stadium.
• Duct route between junction box and Main/Backup Equipment Rooms shall consist of
minimum 9 way ducts.
• Duct routebetween two junction box shall consist of minimum 4 way ducts.
• Duct network shall be extended to all outdoor points were service is required, including
outdoor base-station(s) locations, kiosks, public phones, etc…Duct routes between junction
box and any of these points shall consist of minimum 2 way ducts.
• Maximum span between two junction boxes shall not exceed 200 m.
• All duct designs shall be approved by Ooredoo prior construction.

8.2. Junction Boxes

• Junction boxes need to be located in the footway or verge, in a safe location and be easy to
access
• The orientation of the Junction boxes (access holes) needs to be designed to facilitate the
cable entry.
• Different sized Junction boxes are based on the number of ducts entering the Junction Box.

9.6.2. Structural Requirements

• Space requirements
o Critical Communication is either rack-mounted or wall-mounted
§ If rack mounted then space for one 600×600 mm rack with 800 mm front
access and 150 mm back ventilation shall be required.
§ If wall mounted then 2x2 m (WxH) wall space shall be required.
o Mobile Services Equipment are wall-mounted.
§ 1 wall mounted remote unit shall be required for Ooredoo, 2nd and 3rd
operator 2G/3G/4G services.
§ 1 wall mounted remote unit shall be required for Ooredoo, 2nd and 3rd
operator 5G services.
§ In total 2x2 m (WxH) wall space shall be required for all mobile operators
remote units.
• Room shall have one door (fire rated up to 2 hours) and no windows.
• Room shall be dust-tight.
• Roof and surrounding walls shall be free of concealed water and/or drainage pipes.
• No air-conditioning ducts shall be passing through.
• Cable access to both External ducts and internal cable ladders.
• Cable tray of 300 mm (width) at the top of the Rack where the Remote Unit will be
installed.

9.6.3. Electrical Requirements

• 8×Single-phase Class C 16 A Circuit Breaker with power backup (UPS).


o 1 for Ooredoo Main Critical Communication RU
o 1 for Ooredoo Redundant Critical Communication RU
o 1 for 2G/3/4G RU
o 1 for 5G RU
• Power cable with the correct rating to be extended from the circuit breaker up to
un-switched fused socket serving the RU.
• Additional 2×13 A single-phase AC power sockets (for operators use).
• Separate AC and DC-Earth Bar. Diameter for the grounding cable should be ≥ 16 mm.
• Antistatic floor.

9.6.4. Cooling Requirements

10 Guidelines for Stadiums of Capacity up to 80,000 Seats

10.1. Ducts

• All ducts used shall be D54 ducts as detailed in Error! Reference source not found.
• Ducts to be laid at 600 mm depth from final ground level with pulling rope installed.
• Only ONE (1) bend max of 90° is allowed in any span.
• Minimum of 3 external access points to the stadium.
• Duct routes between junction box and Main/Backup Equipment Rooms shall consist of
minimum 12 way ducts.
• Duct routes between two junction box shall consist of minimum 6 way ducts.
• Duct network shall be extended to all outdoor points were service is required, including
outdoor base-station(s) locations, kiosks, public phones, etc…Duct routes between junction
box and any of these points shall consist of minimum 2 way ducts.
• Maximum span between two junction boxes shall not exceed 200 m.
• All duct designs shall be approved by Ooredoo prior construction.

10.2. Junction Boxes

• Junction boxes need to be located in the footway or verge, in a safe location and be easy to
access
• The orientation of the Junction boxes (access holes) needs to be designed to facilitate the
cable entry.
• Different sized Junction boxes are based on the number of ducts entering the Junction Box.

• MTR8 Manholes shall be constructed outside Main/Backup Equipment Rooms.

10.3. Cable Ladder

• Cable ladders shall be made of GI or Aluminum metal.


• Ladder width shall be 600 mm, and the distance between two adjacent steps shall not
exceed 300 mm.
• All cable ladders shall be continuous and without any gaps or disconnects.
• All cable ladders shall be grounded.

10.4. Main Equipment Room

10.4.1. General Requirements

• Stadium shall have ONE (1) Main Equipment Room to host the following
o Ooredoo Main Critical Communications Equipment
o Ooredoo, 2ndOperator and 3rdOperator Mobile Services (2/3/4/5G) Equipment
