The Report
Introduction
SAARC Energy Centre, Islamabad under its program for FY 2018 organized a three days
workshop „Training on Load/Power Flow Studies for Efficient National & Cross Border
Interconnected Power Systems in South Asia‟ from 18th-20th July 2018. The event was
arranged at Hotel Terma Linca, Thimphu, Bhutan in collaboration with Department of
Hydropower and Power Systems, Ministry of Economic Affairs, Bhutan. Copy of the
Workshop Program is available at Annexure I.

2. Through this intervention, SEC had envisaged accomplishing the following


objectives:

a) Build capacity of the power planners in carrying out industry standard power
system studies for development of Short-term, Mid-term and Long-term power
plans including Generation Adequacy Forecasts and Transmission Planning

b) Facilitate the participants with hands-on working opportunity on the renowned


power system analyses tool using their own data

c) Spontaneous response to the participants on various what-if situations regarding


different scenarios and using multiple planning strategies

Participation
3. A total of 26 delegates from Bhutan, India, Maldives, Pakistan and Sri Lanka
participated in the workshop. Participants list is available at Annexure II. The workshop
attracted a keen participation from Bhutan. Delegates mainly comprised of professionals
from Bhutanese Ministry of Economic Affairs, Bhutan Electricity Authority (BEA), Druk Green
Power Corporation (DGPC) and Bhutan Power Corporation (BPC). They eagerly
participated in the workshop proceedings through proactive focus on PSS/E software
applications and case studies exclusively customized for this training event. The workshop
format was composed of the following sessions:

 Inaugural Session

 Technical Sessions Day-I ‘Introduction and Essentials of Power Flow Analysis’

 Technical Sessions Day-II ‘Limits checking, Fault Analysis, Contingency Analysis’

 Technical Session Day-III ‘Dynamic Simulation’

 Valedictory Session

Inaugural Session

4. Mr. Mohammad Naeem Malik, Director, SEC, welcomed the resource persons and
all the delegates from SAARC Member States. He especially thanked Mr. Sonam Wangdi,
Director General of Department of Hydropower and Power Systems (DHPS), Ministry of
Economic Affairs (MoEA) Bhutan for his gracious presence at the workshop and for
encouraging the SAARC endeavor for capacity building of the planning professionals. He
introduced SAARC Energy Centre to the delegates and highlighted its commitment to
promote modern energy practices and cooperation within and across South Asia for a better
tomorrow. While stressing on the importance of this workshop, he emphasized on
organizing such training events as a continuing process to keep the Regional professionals
updated and informed of latest tools and techniques. He wished nice stay for all participants
at Thimphu, Bhutan.

5. Mr. Karma Namgyel, Officiating Chief Engineer Transmission & Power Systems
Division, DHPS MoEA Bhutan delivered the keynote speech. Mr. Namgyel stated that South
Asia is the region gifted with abundant renewable resource potential. He further added that
the region accommodates more than 20% of global population and is home to world’s
fastest growing economies. This favorable mix of demand and supply only calls for more

emphasis on optimal resource sharing, trade of electricity and minimization of losses. He


pointed out that to realize these aspirations and the ones put in SAARC Framework
Agreement on Energy Cooperation (SFAEC), the energy professionals of SAARC Member
States need capacity building in respect of sound skills in long and short-term power system
planning. He strongly appreciated the fact that the training provides an ideal platform for
sharing perspective and issues with latest developments happening across South Asia,
owing to being attended by the delegates from multiple SAARC Member States.

6. The Chief Guest, Mr. Sonam Wangdi inaugurated the workshop. In his inaugural
address, the chief guest highly praised SAARC platform, SEC and Resource Persons for
making possible this important and meaningful training opportunity for Bhutanese
professionals. He told the keen audience that the efforts for promoting cross border
electricity trade in South Asia is being consistently pursued by several international and
region organizations. He argued that there is a long way ahead before the Region can
achieve a significant electricity trade among the Member States as the current cross-border
electricity trade accounted for mere 0.6% of the total installed capacity in the Region. He
further stated that this fact makes it all the more important to support and appreciate the
joint capacity building and knowledge sharing activities among the professionals of South
Asian region. He presented the case of Bhutan which shares major part of this trade share
in terms of its trade with India. He recommended that the regional hydro resources of
Bhutan and Nepal can be utilized by SAARC Region in mutually beneficial way. He
concluded that such trainings help in initiating the joint cooperation and pave the way for
collective efforts for achieving common goals. A group photograph of workshop participants

 ‘Introduction and execution of Fault Analysis and Contingency Analysis in

 The trainers simulated several cases that involved

o Integration of new or future power plants into one grid system

o Developing alternative schemes of integration and concluding the


feasible interconnection scheme

o Analyzing steady state performance of the integrated schemes under


normal and contingency conditions

 Hands on exercises performed by all participants:

o Calculating fault level of a bus,

o Observing voltage rise on balanced and off balanced switching

o Converging the power flow solution of blown up/large complex system

o Generating and interpreting contingency ranking reports

c. Technical Session Day-III „Dynamic Simulation‟

presented case-based demonstrations for following:

o Checking the system stability under faults

o Checking the strength and issues of small signal stability inherent to


modelled grid system

o Checking the voltage stability of all locations of the system under


disturbance and measures to strengthen the integrated system.

 Hands on exercises performed by all participants:

o Converting and factorizing the system Y-bus matrix

o Preparing the dynamic simulation case and running dynamics in time


steps

o Interpreting and configuring dynamic simulation options on PSSE

o Creating/ Clearing disturbance and interpreting the simulation reports

8. All the presentations, case studies and hands on exercises along with other relevant
documentation have been uploaded at the SEC Web. The presentations are also attached
as Annexure-III at the end of this report. SEC has also arranged video recording of the
whole event which is available on SEC website.

Reception

9. SAARC Energy Centre hosted welcome dinner on the evening of the opening day for
the workshop participants providing an informal opportunity for close interaction and
networking. A number of senior professionals belonging to Ministries and key electricity
institution of Bhutan also joined the occasion.

Valedictory Session

10. Engr. Bilal Hussain, on behalf of SEC, thanked all the stakeholders particularly
Ministry of Economic Affairs, Bhutan for their enthusiastic collaboration. He invited the
delegates for continuous interaction with the SEC through its website www.saarcenergy.org.
Engr. Hussain reiterated SEC’s commitment to continue working for such knowledge sharing
activities and proposed closed liaison among the resource persons and delegates for
sustained growth and development.

11. Mr. Karma Tshewang, Chief Engineer, Hydropower Development Division, DHPS
MoEA Bhutan, delivered the valedictory speech. Through his address to the workshop
participants, he expressed his gratitude for SAARC in organizing this invaluable opportunity
for the engineers and power planners of the SAARC Region for learning the extremely useful

and the most popular planning tool. He was particularly thankful to the Resource Persons for
bringing forward the interesting and interactive hands on exercises for participants. He was
sure that, during the 3-day training, the participants have gained very useful skills to conduct
holistic power system studies and advised them to transfer the knowledge further to their
colleagues at their respective workplaces. At the end, he hoped that SAARC will continue
organizing such learning initiatives for the capacity building of the regional professionals as
ongoing process. He concluded that this initiative will go long way adding to the efforts of
creating smart professionals and robust regional/sub regional power systems that will
ultimately result in safe, secure and reliable South Asia grids and smooth energy trade
among the SAARC Member States.

13. The Indian delegate Mr. Kashif Usman, Deputy Manager National Load Dispatch
Center (NLDC) POSOCO India, offered the vote of thanks on behalf of all the participants to
the Resource Persons, Government of Bhutan and SAARC Energy Centre for successful
organizing of the training workshop and for facilitating the participants in all matters. He
committed that the participants will gain much advantage from the indispensable skills and
knowledge obtained from the workshop during their future assignments and the interaction
among the participants and resource persons will continue onwards.

Recommendations:

14. At the end of the workshop, feedback forms were filled by the participants. As per
feedback received from the participants and local knowledge partners, following key
recommendations are derived:

 The hands-on parts of the training were very well received among the participants
and that these features may be incorporated further in future such trainings from
SEC.

 In future, the training period may be extended to at least one week or may be
broken into Basic and Advanced parts to help all the participants to take maximum
benefit.
