Addendum No. 1 to the Request for Expressions of Interest (REOI) for:

1. This addendum follows the REOI for the above mentioned tender, which appeared in the Daily Newspaper on 3 rd
April 2020 and on the Public Procurement Regulatory Authority Website.

REQUEST FOR EXPRESSIONS OF INTEREST (INTERNATIONAL COMPETITIVE SELECTION)

1. The Government of the United Republic of Tanzania has received a loan from the African Development Bank (AfDB)
in various currencies towards the Cost for Construction of Multinational (Kenya/Tanzania); Bagamoyo -
Horohoro/Lungalunga Malindi Road Project (Phase 1) and intends to apply part of the proceeds of the loans for
eligible payments for Carrying-out Road Safety Audit, Baseline Data Collection and Capacity Building / Sensitization
to Communities for Upgrading of Tanga – Saadani – Bagamoyo Road (256 Km) to Bitumen Standard; Lot 2 and Lot
3 Mkange – Tungamaa – Pangani Bridge (120.8 Km). The project site is located in Coast and Tanga Regions.

2. The scope of the assignment includes but not limited to:

(i) Undertaking of baseline road crash data collection, traffic data, road user behaviour data, traffic volume and
analysis relating to road safety situation along the existing project road;
(ii) Undertaking of Road Safety Audits by identifying potential Road Safety Problems, so that, where possible, the
design can be improved to eliminate or reduce them (ideally before the scheme is built or operational);
(iii) Conducting Road Safety Sensitization / Awareness campaigns to communities living in 22 villages/wards
including primary schools along the project roads.

The estimated period of the assignment approximately Seventeen (17) months spread over the Construction period
of Thirty-Six (36) months and Defects Liability of Twelve (12) months.

3. The Tanzania National Roads Agency (TANROADS), an Executive Agency of the Ministry of Works, Transport and
Communication now invites eligible Consultants to express interest in providing the above mentioned services.
Interested Consultants must provide information indicating their qualifications for performing the services. Such
information may include brochures, description of assignments of similar nature in the last 10 years, experience in
similar conditions, availability of appropriate managerial and technical skills among staff related to the assignment,
etc. For each completed project, the Consultant shall provide the name and address of the Client, start and completed
dates, name(s) of lead and associate firms. Cited projects with insufficient information shall not be considered.

4. Consultants may associate with local or foreign firms to enhance their qualifications. The association must be in the
form of Sub-Consultancy or Joint Venture only.

5. A Consultant will be selected in accordance with the procedures set out in the “Procurement Policy for Bank Group
Funded Operations” of the African Development Bank Group, October 2015, which is available on the Bank’s website
at http:/www,afdb.org.

6. Interested Consultants may obtain further information at the address below during office hours from 08:00 – 16.30
hours local time, Mondays to Fridays inclusive, except on Public Holidays.

7. Expressions of interest in writing must be delivered to the address below on or before 10:00 hours local time on 4th
