1. What is the best way to translate owner’s project requirements at the earliest conception of
a project, so it will be easily understood and met?

Answer.

The owner goals and objectives in the forms of technical specification, project drawings and
construction contract is the best way to translate owner’s project requirements where in it is
facilitated and accomplish with the design professional and consultant who are qualified with
the project being conceptualized at the earliest conception of a project, so it will be easily
understood and met.

2. Project owners must consider other additional requirements and must comply with
government regulations, international standards and code of practice. Name at least five
examples of these additional requirements.

Answer.

 International building code


 National building code & Ordinances affecting the projects
 Compliance to Environmental Management
 Government permits, etc.
 Sustainability

3. What is the primary reason to develop and document a written objective?

Answer.

The development of budgets, schedules, contracts, specifications and definition of scope are
the main primary reason because it sets objectives in identifying and allocating
responsibilities to the project participants in terms of project quality requirements.

Answer.

 Owner, Design professional and Contractor are the key participants in construction
project organization.

b. Enumerate the composition of a Contractor project team?

Answer.

 Project Manager and Site Team, Head office support, Subcontractors, Skilled and
Labor Workers and Suppliers are the composition of a Contractor project team.

c. Among the owner, design professional, and contractor, name the two participants without
contract or binding agreement?

Answer.
 Specialty consultants and expert advisers are among those participants without
contract or binding agreement.

d. Who is the single person in the contractor project team that is responsible in terms of
quality, schedule, budget, risk, occupational safety and health and the overall success of a
project and why?

Answer.

 It’s the Project Manager is the single person in the contractor project team that is
responsible in terms of quality, schedule, budget, risk, occupational safety and health
and the overall success of a project because he has a broad knowledge in
understanding project quality, QMS, execution, project management, scope of work
and contract requirements like technical and non-technical documents.

e. Explain the statements “Construction contract is the basis of Quality”?

Answer.

 Construction contract is the basis of Quality because it is the document where it


contains all project goals and objectives such as non-technical and technical
documents and serves as input and quality requirements to the project quality plan
and or QA/QC plan.

Lesson No. 2 (30 points)

1. Why is it critically important to plan Project Quality before a construction project


commence?

Answer.

 It is critically important to plan Project Quality before a construction project commence


because a comprehensive project quality plan when fully implemented will met the
project quality requirements and objectives and consequently satisfy if not delight the
customer or owner.

2. Who are responsible in the development and documentation of a Project Quality Plan?

Answer.

 It is the QA/QC manager or engineer approved as management representative by the


president or the general manager trained and certified in the implementation of the
QMS.

3. Name the inputs in the creation of a Project Quality Plan?

Answer.

 The construction contract and a revised company QMS document are the inputs in the
creation of a Project Quality Plan.

4. Name the two major parts of a Project quality plan?

Answer.

 Project quality systems and technical & eng’g requirements are the two major parts of
a Project quality plan.
5. Assuming you never work in ISO 9001:2018 company, what do you think is the implication to your
career if you work in international companies (in other countries) with ISO 9001:2015 registration.
Answer.
 It will strengthen my knowledge on my career and or chosen field of profession.

1. Enumerate three (3) valid reasons why a contractor/consultant should get registered to ISO
9001: 2015? In contrast, give two (2) valid reasons why a contracting company might not
consider registering to ISO 9001: 2015 standards.

2. What does it mean the statement “ specific Project Quality Plan”

Answer.

 Project Quality Plan is a quality plan specific to the need of the project at hand and a
project quality plan based on ISO 9001, it considers and covers fully contract
requirements.

3. Explain the meaning of “top management” describing single person and group of person?

Answer.

 Single person means whoever sitted at the top most of the company organization with
entrusted authority to manage the whole company, that will be the single person top
management and for group of person, this position will be Vice President, Operations
Manager, Head of Projects and Finance Manager.
