REGULATIONS:
The following are the Regulations for admission into Post Graduate Medical
Degree / Diploma Courses under Competent Authority Quota for the academic
year 2020-21 and shall apply to all admissions into all the Medical Colleges
affiliated to KNR University of Health Sciences in the State of Telangana.
1. NUMBER OF SEATS:
a. The number of seats to be available for the academic year 2020-21 in Post
Graduate Medical Degree/Diploma courses after deducting seats contributed
to All India Quota at Government Medical Colleges and Competent authority
quota seats in Private Medical colleges will be in accordance with the orders of
the MCI / GOI / Govt. of Telangana.
The seat matrix for competent authority quota seats for academic year i.e., 2020-
21 will be displayed in the KNRUHS website before exercising web options for
counseling.
b In case any new PG Medical seats are permitted by Government of India and
are affiliated to the University for the Academic Year 2020-21 at a later date ,
those seats also will be filled up. NO FURTHER NOTIFICATION WILL BE
ISSUED.
2. ELIGIBILITY
i. Candidates must have registered with State Medical Council and subject to
the fulfillment of the conditions stipulated in Regulations and its
documentary proof should be furnished / enclosed to the application.
j. Candidates who are already studying P.G. Degree or Diploma course
shall not be permitted for admission unless they discontinue the course
by remitting requisite bond amount and stipend drawn up to that date
before applying online. Such candidates have to upload certificate issued
by the Principal of the college to that effect along with the application
form.
k. Candidates must pay fee for verification of equivalency of certificates as
specified in the regulations along with the registration fee. The registration
fee, equivalency verification fee and processing fee for verification of original
certificates once paid will not be refunded or adjusted to a later date.
Therefore candidates are advised to check eligibility conditions thoroughly
before applying for determining merit position in respective categories for
State quota seats using NEET PG – 2020 scores.
i. The candidate shall satisfy Local / Non local status as per GO.No.646
Edu.(W1) department dated 10-07-1979 and Presidential order. The
candidates who are eligible as Non local status candidates do not have any
reservations. The Non-local candidates are eligible for 15% unreserved
seats only. The local candidates are also eligible for 15% unreserved seats.
ii. If the candidate is having a Medical qualification equivalent to MBBS
(Primary Medical qualification) from outside India, the Degree should
have been recognized by Medical Council of India for enrolment as
Medical Practitioner in the Country and registered by MCI.
iii. Candidate must have Permanent Registration with Medical Council of
India / any State Medical Council and attested copies should be
uploaded along with the application.
iv. Candidates must pay equivalency fee for verification of certificate degree
obtained outside the State as specified in the regulations along with the
registration fee. The verification fee and registration fee once paid will not
be refunded or adjusted to a future date. Therefore candidates are
advised to check eligibility conditions thoroughly before applying for
determining merit position in respective categories for State quota seats
using NEET PG – 2020 scores.
3.1 Admission to 85% of the seats shall be reserved in favour of the local
candidates in relation to the local area as provided in A.P. Educational
Institutions (Regulation of Admission) order, 1974 for Non- State- Wide
courses as given in Annexure-III of GO (P) No. 646, Edu. (W1)
Department, dt.10-7-1979.
3.3 LOCAL CANDIDATES: Eligible for 85% of reserved seats for local
candidates
3.3.1
i) A Candidate for admission shall be regarded as local candidate in
relation to a local area, if he/she studied in an Educational
Institution or Educational Institutions in such local area for a period
of not less than 4 consecutive academic years ending with the
academic year in which he/she appeared or as the case may be first
appeared in relevant qualifying examination.
or
ii) Where during the whole or any part of the 4 consecutive academic
years ending with the academic year in which he/she appeared or
as the case may be first appeared for the relevant qualifying
examination, he/she has not studied in Educational Institutions, if
he/she had resided in that local area for a period of not less than 4
years immediately preceding the date of commencement of the
relevant qualifying examination, in which he/she appeared or as the
case may be first appeared.
ii) If during the whole or any part of the seven consecutive academic
years ending with academic year in which he/she appeared or as
the case may be first appeared for relevant qualifying examination,
he/she has not studied in the educational institution in any local
area, but he/she has resided in the State during the whole of the
said period of 7 years be regarded as a local candidate in relation to
a) Such local area where he/she has resided for the maximum
period out of the said period of 7 years.
or
b) Where the period of his/her residence in two or more local areas
are equal, such local area where he/she has resided last in such
equal periods.
iii)
a. In reckoning the consecutive academic years during which a
candidate has studied any period of interruption of his/her study
by reasons of his/her failure to pass any examination and any
period of his/her study in a Statewide University or a Statewide
Educational Institution shall be disregarded.
iv) The question whether any candidate for admission into any course of
study has resided in any local area shall be determined with reference to
the places where the candidate actually resided and not with reference to
the residence of his/her parent or guardian.
3.5. If a local candidate in respect of a local area is not available to fill any seats
reserved or allocated in favour of local candidate in respect of that local
area, such seats shall be filled in as if it had not been reserved.
3.6 The applicant who claims to be local candidate shall produce study
certificate/certificates issued by the Head of the Educational Institution /
Institutions concerned indicating the details of the year or years in which
the Candidate has studied in educational institution in such local area for a
period of not less than 4/7 consecutive academic years as the case may be
ending with the academic year in which he/she appeared or as the case
may be first appeared for the Part-II of Final MBBS examination.
Those who did not qualify as local candidate but claim to qualify by
virtue of residence shall produce a certificate issued by an officer of the
Revenue Department not below the rank of Mandal Revenue Officer
independent charge of Subtaluk / Mandal.
3.7.2 Candidates who have resided in the State for a total period of ten
years excluding period of study outside the State, or either of
those parents have resided in the State for a total period of ten
years excluding period of employment outside the State
4. RESERVATIONS
4.1 15%, 6%, 29% seats of Post Graduate Degree and Diploma Courses are
reserved for SC, ST and BC (BC-A-7%, BC-B-10%, BC-C-1%, BC-D-7% and
BC-E-4%) candidates respectively, which are called vertical reservations.
4.2. 33 1/3 % of seats shall be reserved for women and 5% seats shall be
reserved for Persons with Disabilities (PWD) candidates respectively,
which are horizontal reservations for Post Graduate Degree and
Diploma Courses.
4.3.1 The regular service candidates who have put in 2 years or more of
continuous service in tribal area / 3 years or more of continuous
service in rural area of service are eligible for addition of
weightage of marks.
Note: The candidates are advised to take a print out of the Prospectus /
Instructions to fill the application form from the website

proceeding to fill the application form.
5.2 The candidate should fill the online application form available in the Website
with the data required-for through computer/mobile with data connection. The
online application form can be filled through any computer with internet
connection or mobile with data connection. The candidate is advised to fill the
online application form after going through the Prospectus by keeping all the
Certificates, Scanned Photo and Signature in the jpg/.gif format separately (as
shown below) (step-1) and ready to enter his/her correct data and upload the
photo and signature after the payment of application fee through Online.
5.2.1 Procedure of filling online application and Procedure for online payment:
11. Candidate’s Latest passport size Photo (Mandatory) jpg OR jpeg 100 KB
6. For updating the details of the candidate enter Roll Number and the Registration
number and click on validate button to enter into the Application form.
7. The application form will be displayed as shown below. You have to fill the details and upload
Passport Size Photo and Signature (Note: Scanned photo and Signature should be less than
100 KB and in JPEG or JPG format)
8. After filling the form, click on Save and Exit Button. This process can be repeated till
all the data you entered are correct using Data Updation link on the Home page. Then
click on Save and Pay Button to proceed for payment. Depending on your caste
category the Registration fee is varied. Once paid you will not get any refund. Hence, you are
requested to double check the eligibility conditions mentioned in the Prospectus yourself
and pay the fee.
9. Now you will be directed to the Payment Gateway, Click OK
12. Click OK Button. You will be directed to upload Scanned PDF Certificates (Note: The size of
each PDF document should be less than 500 KB)
13. After uploading all the required certificates, Click on Print Application, You will get your filled in
application form, take printout of this form for further assistance.
14. Sample of Filled Application
6.1 As per PG Medical Regulations of Medical Council of India, the candidates shall
secure minimum of 50 Percentile for general category , 40 Percentile for
SC/ST/BC category and 45 percentile for persons with disabilities (under
general category) in NEET PG – 2020 as per the cutoff scores to be eligible for
admission.
6.2 The University will release final merit list of eligible candidates for exercising web
options after verification of uploaded original certificates by the University and
officials of concerned departments.
7. COUNSELING
Final merit list will be displayed on KNRUHS website after scrutiny of uploaded
certificates and application. Notification for exercising web options will be issued
separately on KNRUHS website only. No individual communications will be sent.
Candidates are informed to check the website regularly for notifications.
8.1 The letter of allotment for admission of selected candidate will have to be
downloaded online from website after payment of University fee by payment
gateway.
8.2 All the candidates including in service candidates joining the Post Graduate
degree, diploma courses shall execute bond on a stamped paper of Rs. 100/- as
prescribed in Annexure-II to the effect that he / she will complete the prescribed
period of training or in default to pay Rs.5,00,000/- (Rupees Five Lakhs only) to
the University and shall refund the amount received as stipend upto that date to
the Government.
8.2.1 Bond for service after completion of degree : Candidate shall submit a
bond for serving the State of Telangana as per existing Government
Regulations at the time of admission.
8.3 The original certificates submitted by the candidates at the allotted college shall not
be returned until they complete their courses of study, subject to sub-regulation 8.2
and 8.2.1 above.
8.4 Attendance: Candidates selected for the various courses should be whole time
resident students. Candidates have to compulsorily stay in hostels, wherever
provided by college management. In service candidates will have to apply for
leave to pursue their studies and are required to produce the leave sanction order
from the Competent Authority not later than three months after joining the
course. The candidate is required to put in a minimum of 80% attendance during
each “Academic Term of 6 months” in terms of Gazette Notification dated
05.04.2018 of Medical Council of India for being eligible to appear for the
examination.
In a year all 365 days will be considered as working days and students should
get 80% attendance each academic term of six months separately to get eligibility
for appearing for University exams. The remaining days of absence (including
maternity leave) will be considered for extension.
8.5.1 Leave: Students will be permitted to avail 30 days leave per year. Post Graduates
are not allowed to go on leave for more than 10 days continuously. In case of
medical leave / maternity leave / any other leave or unauthorized absence
beyond 30 days in a year, the study period of the candidate will be extended to
the extent of such period. No other leave is permitted.
8.5.2 Maternity Leave: Women students can avail maternity leave upto 180 days
only once in their PG course of study and the study period will be extended to
the extent of Maternity leave availed. The candidate shall not be eligible to appear
in the University examinations till the completion of study period as per MCI
Regulations (Duration of course).
8.7 Private Practice: Post Graduates are not allowed for private practice or
consultation and shall not accept any part time employment in any State or Central
or Quasi Government or Private organizations during the period of Post Graduation
study. The Principal has to take appropriate action after giving opportunity for
explanation, if any student violates this rule.
8.8 College Regulations: Candidates are required to follow the rules and regulations
of the college and shall also abide by the regulations of the University. Candidates
are informed that their correspondence with the university shall be forwarded by
the Principal of college with his remarks. (through proper channel) for
consideration.
9. CLOSURE OF ADMISSIONS:
9.1 The admissions shall be closed on the date notified by the University as per MCI
Regulations.
9.2 Any vacancy after the date of closure of admissions shall not be filled. They will
not be carried forward to the next year as per the directions of Supreme Court of `
India.
11.1 The duration of P.G. Diploma courses is 2 years and P.G. Degree courses is 3
years, In the case of students having a recognized two year Post Graduate
Diploma course in the same subject, the duration of Degree course shall be two
years.
11.2 Dissertation:
The Post Graduates must register the topic of their dissertation with the University
after admission within six months of commencement of the course and approval of the
University should be obtained. The dissertation shall be submitted within 2 ½ years of
commencement of the Course. In the case of the candidates granted exemption of one
year of study period of degree course ( candidates passed diploma of the same subject),
the dissertation shall be submitted within 1 ½ years of commencement of the course. If the
above schedule is not followed, the period of Post Graduation will be extended by six
months.
11.3 A student of a postgraduate degree course in broad specialties shall present one poster
and present one paper at a National / State conference. Candidate has to present one
research paper which should be published / accepted for publication /submitted for
publication during the period of his / her postgraduate studies so as to make him / her
eligible to appear at the postgraduate degree examination.
11.4 A Candidate registered for MD/MS Degree Examinations shall pass the f i n a l
examinations within 3 years after completion of the course and the candidates
registered for P.G. Diploma courses should clear the examination within 2 (two) years
after completion of the course. If he / she does not pass the examination within the
period specified above, he / she shall not be permitted to appear for examinations
thereafter.
14. All the PG Medical students for both Degree and Diploma shall submit a bond to serve
the Government of Telangana after completion of course as per Government
Regulations at the time of admission.
15. Any candidate who appears for verification of Original Certificates and exercises web
options for web based counseling is deemed to have read the Prospectus and shall
abide by all conditions and clauses of the Prospectus.
Note : All the dates are tentative and the University reserves the right to change them without
assigning any reason or advance notice.
