Licence key-based Feature Management
• Licence key-based feature management means that the use of certain features
is controlled by licences. Once a valid licence has been installed, it is possible to
activate and deactivate the application software covered by the licence.
• One licence key file may, in practice, cover one or more features.

GSM/EDGE – TRX capacity management
• Flexi Multiradio BTS GSM/EDGE EX3.1 Software license management feature introduces BTS
TRX capacity management based on the operator needs. This feature enables flexible usage of
the base station in the network based on the capacity requirement.
• Each BSC has a pool of TRXs that can be allocated to its BTSs. If the required TRX cabling is
already done in Flexi EDGE BTS, it is possible to take an extra (unused) TRX into service without
a site visit.
• The usage of Flexi EDGE TRX software is controlled by a Flexi Multiradio TRX HW Activation
Licence. The licence sets a limit for unlocked Flexi Multiradio TRX count under a Flexi EDGE
BTS. Operator cannot unlock or modify Flexi EDGE BTS without the licence.
• Each FXxA module (RF Module) provides max 18 GSM/EDGE carriers. Each TRX within FXxA
can be separately activated with the SW licence key -> one carrier increments possible.

GSM/EDGE – Licensed transmission features
• Licensed Flexi Multiradio BTS integrated transmission features will be supported in
EX3.1 and be managed in the BSC, but the configuration must be done locally at the
BTS site.
• If the feature state is ON in BSC, user is able to enable transmission features usage in
BCF creation and modification by setting values of the new BCF parameters.
• Further functionality can be easily added later on by additional software licence. The
protection of these functionalities will be integrated with the next software releases.

Pseudo-wire Emulation:
New transmission technology called "pseudowire emulation“, which is basically about
emulation of circuit switched signals like E1 or T1 via a packet switched network/ethernet.

FIFA:
FIFA has 2 Flexbus interfaces. Flexbus 1 can be used without any licence and Flexbus 2
usage requires a separate licence. To activate Flexbus 2 interface an Additional Flexbus
(FB) interface licence must be ordered and installed for FIFA.
The file is delivered through software delivery channels and can easily be installed either
locally or remotely over the Q1 management channel using FlexiHub Manager.
Licence is implemented using secure plain text files generated and authorised by Nokia
Siemens Networks. If the licence file gets lost or becomes corrupted, the valid licensed user
can get a replacement from Nokia Siemens Networks without paying for the feature twice.
The licence is bound to the unit's serial number and cannot be used in another unit. If FIFA
hardware is swapped by Nokia Siemens Networks in a hardware failure case, a new licence
file is generated.
Additional Flexbus (FB) interface licence for FIFA is permanent and, once installed, will not
expire.
Note that FIFA includes an introductory time-limited trial licence (60 days) for the Flexbus 2
interface. Once the non-time limited licence has been purchased and downloaded to the unit,
the licensed feature can be activated or deactivated as often as needed.

Licence Activation
Overview
• A network operator who wants to acquire a licensed feature buys the licence, installs it in
the BSC can then activate the feature. One licence file may, in practice, cover one or
more features.
• BSC controls that used capacities do not exceed the licenced capacities. Separate
feature code for each feature is used.
• User can enable/disable each feature online separately for every BCF via MML/FBPP/Q3.
BSC check if the feature state is on and feature has enough capacity in BCF creation and
modification when the user tries to enable the feature.
• Configured capacity values for a BCF are stored into Radio Network Database in BSC.
When user enables or disables the feature or changes the feature capacity, BSC updates
the new values to BTS.

Licence control in BSC
• The licence is a long term licence and it sets a limit for unlocked Flexi Multiradio BTS
GSM/EDGE TRX count.
• Operator cannot unlock or modify Flexi EDGE BTS without the licence.
• If the Flexi EDGE TRX licence does not exist or feature state is OFF, then Flexi EDGE-
specific options are not shown to the user in MML commands.
– When the licence has expired, operator cannot unlock TRXs
• If the user has had the licence in CONF or ON state and created Flexi EDGE BTS, then
Flexi EDGE-related parameters are shown to user even if the licence state is OFF.
• BTS site type name used in MML commands is Flexi Multiradio BTS GSM/EDGE.
• BSC checks that the licence is valid and that operator cannot have more Flexi EDGE
TRXs in use than the licence allows.
• Operator can also check the amount of Flexi EDGE TRXs that are in use.
• The current capacity level usage is requested with service
fmn_capacity_usage_inquiry_as from BSC software that has registered itself as capacity
manager (PUBDAT).
