Subject: Cooperation with the State Government by NSTIs/ ITIs to provide Face Masks as a
preventive measure to combat the challenge of COVID-19 - Regarding

Kind reference is invited to the office order of even number dated 31.03.2020 regarding 'Cooperation
by National Skill Training Institutes (NSTIs) under this Directorate General, MSDE with the State Govts.
to combat the challenge of COVID-19' addressed to the Chief Secretaries of the States/ UTs for
providing infrastructure in NSTIs for medical camps etc. (copy enclosed). Further, as per directions of
the Government, fiscal resources in the country are to be deployed on priority basis to manage and
control the spread of COVID-19.

Creating awareness on COVID-19 with preventive action and compliance issues are extremely
important. Providing face masks, as a preventive measure, to the working population of India is posing
a challenge and may continue to be challenging after the lock down period. The manual on home-
made masks issued by the Office of the Principal Scientific Advisor to the Government of India (dated
March 30, 2020) may be referred to.

In this regard, it is informed that DGT is responsible for skill training in various sectors including trades
of apparel sector such as Sewing Technology, Dress Making, Fashion Design Technology, Surface
Ornamentation Technique and Embroidery & Needle Work among others. Training in such trades are
offered by Government and Private Industrial Training Institutes (ITIs) under State Government and
National Skill Training Institutes(NSTIs) under Central Government. The infrastructure and trainees of
these institutes could be utilised by respective States/ UT government for making masks which could
be distributed in the nearby areas. The related logistic support viz. supervision by a medical officer,
providing raw material for masks, permission to trainees/ trainers to travel to the institutes for
stitching masks may be required from the respective State Government.

Please find attached detailed list of 64 ITIs and 18 NSTIs that could offer such support.
