1. Introduction

As part of BGC development plan, Work Order (WO-026) to perform Refrigerated Export
(Method of Statement for
Modification/Recommissioning of LV Motor Control Centres at Um-Qasr)
At Storage Terminal has been issued to IGCC.

This Method Statement, aims to provide sufficient definition for Refrigerated Export
Project (Method of Statement for Modification/Recommissioning of LV Motor Control
Centres at Um-Qasr) Storage Terminal. Its intent is to also facilitate implementation in a safe
and efficient manner and for all involved parties to understand the risks, roles and
responsibilities associated with the Modification/Recommissioning of LV Motor Control
Centres.
2. Definitions
COMPANY BGC (Basra Gaz Company)

PROJECT Refrigerated Export Project Electrical service &Distribution work at

Um-Qasr.

CONTRACTOR (IGCC) Iraq Gates Contracting Company

WORK Shall mean all and any of the work andor services andor materials
required to be provided by the CONTRACTOR under contract with
COMPANY.

SHALL AND MUST Indicates mandatory requirements.

SHOULD Indicates that a provision is not mandatory but recommended as

good practice.

4. Methodology
4.1 Engineering Phase
- Preparation and Submission of Method Statement.

- Preparation and Submission of all HSE Deliverables.

4.2 Procurement Phase

- N/A

4.3 Mobilization Phase

- Transportation to site all Manpower & Equipment.

4.4 Prior to Start the Works

- Having valid PTW with approved method statement.

- Having TBT before start the work Explain the steps of work.

- Area Barricaded with warning signs.

- Only qualified team maintain these works.

- identifying fixed team names at all site electrical services.

4.4.2 MCC Modification/Recommissioning:

4.4.2.1 Preparation Works:

- Verify that each incoming cable that must have 0 voltage and all main
incomers rack out.

- Prepare all related documents and approved by BGC.

- Be sure that all grounding system tested and connected to main earthing
grid.

- Using earth stick that connected to trusted earthing system.

- Be sure that all testing equipment's are connected to trusted earthing grid
before start the test.

- Be sure that all control signal that connected to main control room are
disconnected avoiding the false operation.

- Test the main earthing grid before start commissioning activities to achieve
Trusted grounding risers used during commissioning.

- Be sure that all the area is surrounded by caution tape.

- Use the right hand tools, be sure that all tools are especially for electrical
works.

- Using temporary indoor lighting at the working site if required.

4.4.2. Commissioning works:

- Perform LV circuit breaker rack out.

- Clean all contact in C.B

- Check the LV circuit breaker closing and opening, charging circuit, manually.

- Perform the insulation resistance of circuit breaker with bus bars when at:

* Close position

R/S, T, G to ground

S/R, T, G to ground

T/R, S, G to ground

- Preform DC contact test for circuit breaker (closed position). Using primary

injection current Omicron CPC100.

- preform overload test MCCB using primary injection CPC100.

- Perform control circuit cold loop check according to vendor drawing.

- Perform the insulation resistance, continuity test for control cables between

MCC & DCS building after the modification.

- Check the LCS cables insulation, continuity, functionally check.

- Arrange all testing formats and necessary documents as hand over package.

- System interlock door checking with operation of MCCB.

- check functionality of ammeter by injecting primary current to Metering-CT by

using CPC100.

5. MTO

6. HSE Requirements
 Site Induction.

 Using LOTO for the Motor Control Centre.

 Preparation of first aid kits and fire extinguishers for emergency case.

 HITRA, JHA & PTW, including approved Method of Statements.

 Ensure to connect a local earth equipment, if practicable. The case earth must remain
connected to the system earth in order to maintain an acceptable single earth potential

 PPE Requirement:

 Use suitable barriers, barricades and warning signs on both sides of man lift to prevent
access to the working zone by persons not involved. If there is any danger of exposing
the public or staff to energized conductors or equipment a safety observer must be used.
