Introduction
World Health Organization defined sexual violence as the acts that range from verbal
harassment to forced penetration, and an array of types of coercion, from social pressure and
intimidation to physical force. This means that any form of sexual intentions and/or actions that
are not consensual fall under the category of sexual violence. For years, sexual violence has been
focused on women. It is a recurrent problem that women have to face in their daily lives while
living under their constructed gender role which seems to have become an accepted way of
living by their perpetrators. In fact, World Health Organization (2012) made a study about sexual
violence entitled, Understanding and Addressing Violence Against Women which was about
recognizing and countering forms of sexual violence against women. Their study raised points
and presented data that further concretize the seriousness of the problem.
World Health Organization classified sexual violence into four (4) forms: sexual violence
by non-partners, forced sexual initiation, childhood sexual abuse, and sexual violence and
harassment in schools and at work. A prevalence of approximately 0.3-12% of women were
reported on having been abused by someone other than their intimate partner which could be a

stranger, a friend, or a family member. Meanwhile, in South Africa, more than one (1) out of five
(5) men were reported raping a non-intimate partner. On the forced sexual initiation, WHO
discussed that a considerably large number of women around the globe were unwilling and/or
were forced during their first sexual intercourse. On childhood sexual abuse, a study conducted
in Swaziland found out that in 1242 women respondents, an alarming percent of 33.2 said that
they experienced sexual violence before reaching the age of 18 (Andrews et. al, as cited by
WHO, 2012). They also discovered that the perpetrators were among the unsuspecting ones that
victims encounter on daily context which are from their neighborhood or from their own home.
Lastly, on harassment in schools and at work, perpetrators were identified to be commonly from
their peers and their teachers. Sexual violence done in this setting includes sexual comment,
sexual touch, and rape (Columbia et al, as cited by WHO, 2012).
Although the data presented above were already quiet high, it is important to take into
account that these may be understated because many victims of sexual violence refuse to speak
up due to certain factors such as shame, lack of support system, and fear of not being believed.

On the side note, Philippines is also a home of huge number of sexual perpetrators, and
consequently, sexual violence victims.
Moving into national context, according to Social Welfare Service (2016), 3 out of 5
women have experienced sexual harassment at least once in their lifetime- 88% of whom ages
from 18-24 years old. Across all ages, wolf whistling and catcalling are the most prominent
cases. Although Philippines has the RA 7877 or Anti-Sexual Harassment Act of 2005 which
penalizes against sexual harassments in schools, workplace and public places, these policies have
yet to catch up to kinds of problem that encroaches every corner of the country.

resulted into a higher population. Acting Center Chief Ma. Amiela Magpantay of the Social
Welfare Village in Lipa (2019) stated that with the increase in population, there is a higher
chance of crime commitment. One of the most prominent crimes in this area involving women is
sexual harassment or violence with a total of 19 cases reported this year 2019. This includes
rape, lascivious conduct (verbal and non-verbal), and sexual trafficking. She also mentioned that
a lot of women are unaware of the existing law, Republic Act 7610, which prohibits sexual
relationship between a minor and an adult. Cases like these were also reported in her office as
this is a form of “child at risk”.
Furthermore, Magpantay (2019) explained that the factors leading to sexual abuse
involving minors are advancement of technology, influence of peers, and existence of pimps.
One of the recent cases in Lipa involves a 6-year-old kid abused by another minor aged 13. This
13-year-old kid had an access to x-rated videos uploaded on the internet which led to sexual
urges at an early age. Next, minors were easily influenced by their peers most often during
drinking sessions where men acquaintances take advantage of them on their crocked state.

Lastly, the existence of pimps greatly contributed to a higher number of minor victims who are
forced into sex trafficking. Because of these issues, the proponents saw the need to instigate an
action that will help them defend themselves whenever needed.
To educate women about their rights and laws that protect them;
To teach them how to make a do-it-yourself pepper spray; and
To conduct a taekwondo workshop to teach women basic self-defense.
Methods
Formal letters will be distributed to the local council of Barangay Banaybanay and the school
officials and its heads asking for their participation to the symposium and workshop regarding
the aforementioned program.

After the symposium and workshop, the team will hand out evaluation forms to the
participants for them to determine if the programs were effective.
