Republic of the Philippines Department of Education REGION I SCHOOLS DIVISION OF TARLAC PROVINCE February 18, 2020 DIVISION MEMORANDUM No. 76_, s. 2020 To: DIVISION TRAINING PROPOSALS AND ACCOMPLISHMENT REPORTS Assistant Schools Division Superintendents Chief Education Supervisors Education Program Supervisors Public Schools District Supervisors Elementary and Secondary School Heads All Others Concerned The transformation of the National Educators Academy of the Philippines (NEAP), mandated through the issuance of DepEd Order No. 11, s. 2019 (implementation of the NEAP Transformations), requires the provision of standards-based professional development programs and courses for teachers and school leaders to ensure that interventions systematically contribute to the professional growth and advancement of DepEd teachers and school leaders. This forms one of the key pillars of Sulong Edukalidad, DepEd’s reform program to address the challenge of quality in basic education. ‘Training proposals and accomplishment reports for Division-initiated trainings shall be prepared by the respective proponents and focal persons of programs to cnsure that training designs address the needs of the employees and that the content and flow of training lead to quality learning among the teaching, non-teaching, teaching-related personnel. Proponents shall spearhead the planning, implementation and evaluation of the training in coordination with the Human Resource Development Unit. To ensure improved delivery of basic education services, training designs for teachers for this year shall focus on the strands of the Philippine Professional Standards for Teachers particularly the indicators discussed during the Division Capacity Building for Raters on the Next 12 PPST Indicators of the RPMS for SY 2020-2021. Proponents of learning and development programs using modalities such as but not limited to Formal Learning, Job-Embedded Learning, Learning Action Cell, Relationship and Discussion- Based Learning to address the competency gaps of the employees in the Division, District and School should follow the attached formats on Training Proposal, Training Matrix, Training Accomplishment Report and are advised to use the attached Evaluation Form and Process Observation Analysis Form. However, proponents are not precluded from using additional templates to ensure that the implementation of the learning and development programs adhere to quality standards. Proponents for training programs starting April may already prepare their proposals following the attached format. This is to reiterate however that formal face-to-face training is NOT the sole mean by which learning among the employees may be effected. Accomplishment Reports shall be submitted to the Human Resource Development Unit within 14 days from the conclusion of the training, 8. All trainings (School, District) shall conduct QATAME and the School Management, Monitoring and Evaluation (SMM&E) unit for all division trainings. 9. Evaluation of programs can be basis for program improvement and policy formulation and enhancement. Hence, administration of pre- and post-competency assessment or test to evaluate Level 2 (Learning) of the conduct of the training based on the Kirkpatrick’s Evaluation Model is suggested. 10.Immediate dissemination of this Memorandum is enjoined.
