2. Research Area
The research focus is aligned with the Research Agenda of the SCJPS Graduate School particularly on Public
Safety. The research study will look into various needs of the community and raise awareness on public safety
management.
3. Objectives
This study aims to assess the extension and community outreach services of UB-SCJPS at the adopted
barangay. Specifically, it will seek to answer the following:
1. What are the different extension and outreach programs conducted at the adopted barangay?
2. What is the impact of these extension and outreach programs to the adopted barangay in terms of:
a. Public safety Management
b. Emergency and Disaster Management
c. Law Enforcement Management
d. Prison Safety Management
e. Others
3. What are the problems encountered during the conduct of extension and outreach programs at the adopted
barangay?
4. What is the proposed intervention program for the improvement of the extension and outreach programs at
the adopted barangay?
4. Significance of the Study
Public Safety needs assessment identifies the strengths and weaknesses within a community. In identifying the needs
of a community, the SCJPS of UB in partnership with the Barangay Local Government Unit, Law Enforcement agencies
and the community themselves can formulate a strategic plan and course of action to address the safety related needs
of the adopted barangay and assess the impact of the existing extension and outreach programs being conducted. In
so doing, this study will also raise awareness to the Government to identify priority projects and address problems
related to public safety management, emergency and disaster management, law enforcement management, prison
safety management and others. Also, this study will be a basis for enriching the extension and outreach services of
SCJPS. The researchers and future researches as well will benefit from this study so they can have a grasp on how the
extension and outreach programs are being conducted and how the community respond to these.
5. Literature Review
In the international settings, Bijani (2017) revealed that since a lot of material and human expenditure are spent for
implementing extension education programs for rural people, one of the most important aspects of these programs is
“effectiveness evaluation” and the rate of accomplishing program objectives, as well as determining program obstacles
and solving them for future plans. The purpose of the study was to evaluate the effectiveness of rural extension
education programs regarding sheep breeding. The results revealed that participants’ satisfaction with the programs
was higher than average in three dimensions. Also, these courses had a significant influence on the attitude and
knowledge of the participants about the educated subjects. The participants’ main problem was the difficulty of
attending the class.
Ever-growing social inequities confront most low- and middle-income countries as many people still have insufficient
access to proper education and training. This problem results in citizens who lack the necessary skills for employment
or are disempowered to engage in entrepreneurial pursuits. As higher education institutions (HEIs) are concerned with
delivering extension programs to reach development goals, it is paramount that academic institutions should also
monitor and evaluate the outcomes of their community programs at the grassroots level (Llenares 2018).
The academic institutions such as colleges and universities have their respective duties and responsibilities in the
community. Article XIV of the Philippine constitution, section 4, paragraph 4 of the educational act of 1982 mandates,
‘’…all educational institutions shall… reach out to educationally deprived communities, in order to give meaningful
reality to their membership in the national society, to enrich their civic participation in the community and national life,
and to unify all Filipinos into a free and just nation’’.
For universities and colleges, they offer and implement a wide variety of extension programs and services. These are
designed primarily to increase the security of livelihood, alleviate poverty, reduce illiteracy, improved health and

nutrition, creates a system of governance that promotes supports and sustains human development and protecting
and preserving the environment (Bidad & Campiseńo, 2010).
Relatively, CHED Memorandum Order No. 48 series of 1996 on statement 3.5 states that Higher Educational
Institutions must have a credible community extension program which may take form of continuing education,
application of research results, community service and the like.’’ This was pursuant to the mandate of CMO No. 42,
series of 2005, paragraph II-b by virtue of Republic Act No. 7722 or THE Commission on Higher Education Act of
1994, that CHED should support HEI’s to become center of research and development and extension services and
serve as the prime mover of the nation’s socio-economic growth and sustainable development.
Needs assessments are important tools for communities. They can have important impacts on policy-making
decisions, provided they are carried out well and results are disseminated effectively. There are many different
methodologies that can be used to conduct an assessment, and these will be discussed. It is also possible to conduct
assessments on various subgroups of a community as opposed to the whole community. However, the importance of
using an organized approach in any assessment cannot be overemphasized, regardless of whose needs are assessed
and how they are assessed.
Trustingly, Tacbas et. al (2010) stated that extension programs implemented in the University of Northern Philippines -
Vigan City in terms of the economic and social impacts of the programs of the UNP Extension Services Office, out of
188 respondents, 114 or 60.64 percent believed that they were not employed as a result of the skills learned, only 74
or 39.36 percent believed to be employed. Most (123 or 65.42%) of them perceived that their houses were not
improved as a result of the income derived from the income generated after the training. It can also be traced that
112 or 59.57 percent of the respondents believed that they were not able to buy appliances as a result of the income
generated from the employment as a result of the skills learned. On the contrary, the respondents perceived that their
social status have improved in terms of self-esteem, health and nutrition, and environment.
Likewise, Rubio (2016) stated that conducting community service is about relationship on building communities. It is
designed for personal and social development. Results of their study in Lyceum of the Philippines revealed that
majority of the respondents are first year level and from Bachelor of Science in Business Administration. It also shows
that there are students who are not involve in any organization of the college. This study further shows that
community extension program of the college was well implemented. Students were well involved in the said activities.
The students can expect benefits that will help them grow to a more productive and efficient students and member of
the community. Moreover, there are also some expected problems in joining this kind of activity like funds, location
and the logistics. The extension programs The extension programs may continue to move on and reach out for the
sustainable development of the students and community.
Community extension services respond not just the needs of community but to the Vision-Mission of the University as
well the expectations to make education accessible to the poor and to "pursue an excellent and socially relevant
education centered on the young, poor and the youth at risk; and promote the Filipino spirit of solidarity by upholding
justice and human dignity" (Gonzales, 2009).
In addition, Malahay (2019), Assessment of Capability Building Community Extension Program in Negros Oriental,
Philippines presented that most of the respondents claim that they benefited from the extension program. The
extension program provides them with additional knowledge, make them more aware of their personal and family
needs, teach them how to contribute to the barangay/community, inform them of the business/livelihood
opportunities, and motivate them to become more productive. This is an indication that extension programs can make
a significant difference in depressed communities.
Figueroa (2017), in his study on Effectiveness of Community Extension Program and Services revealed that overall,
beneficiaries perceived both health services-related and education-related programs as highly effective, while
institutional development and capacity building-related activities and social services as effective. Family-beneficiaries
are of a consensus that the community extension program and services should be continued in as much as they
greatly benefited from them.
According to Cervantes, Segismundo, Benasa and Dayao (2018) they revealed that the community extension programs
of LCUP-CESOP helped in promoting health and wellness among the residents as the topmost effect, helped the
community in so many ways, their knowledge and skills were enhanced and they became motivated to clean their

surroundings. The study implied that these program recipients were inspired
to improve their standard of living. This can be considered as a positive effect
on the individual due to the development they have personally observed.
Laguador and Chaves (2013), in their study entitled Assessment of Engineering Students' Acquired Affective Learning
from Involvement in Community Extension Services revealed that there is a great extent on the contribution of these
programs in developing the personal values of the participants to be responsible in making decision for the sake of
other people, be sensitive to the needs of others, and be proactive in promoting camaraderie through helping others.
The community projects taught the students not to be self-centered or self-seeking but rather to become altruistic and
self-sacrificing.
University of Baguio has been extending community extension work for so long and has also been evaluating the kind
of extension activities done in the respective partner communities. Evaluation of what has been done and the impact
of the programs to the recipients is the usual yearly concerns of the University.
6. Methodology
Research Method
This study shall use the Qualitative Descriptive research method which is usually used in qualitative researches
and is typically descriptive in nature (Kim, H., et. al., 2016). Qualitative descriptive design is most appropriate for the
study as it aims to bring out the phenomenon through an in depth analysis of the themes.
Locale of the Study
This study will be conducted at Barangay Lucnab which is an adopted barangay of the University of Baguio.
Data Gathering Tool
To gather data, a self-constructed questionnaire will be utilized for the respondents to answer. Likewise, an
informal interview using an approved interview guide. Parent’s consent and student’s assent will be taken before the
interview with the pupils.
The questionnaire shall first undergo reliability test to ensure its validity. The informal interview and observation
will be used to supplement the result of the survey form concerning the public safety needs of the barangay.
Data Gathering Procedure
A letter of approval to conduct this study shall be passed to the Dean of UB Graduate School. Likewise,
communication letters addressed to the Punong Barangay of Lucnab and Purok leaders concerned shall also be routed
for their information on this proposed study. Identified respondents such as the barangay officials and residents of of
Barangay Lucnab shall be given a consent form before any interview or administration of questionnaires. All data
gathered shall be consolidated and analyzed with confidentiality.
Treatment of Data
To answer specific problem number one, a questionnaire will be used to assess the safety related concerns of the
residents which will be supplemented by an informal interview. Problems number two and three will be answered
through documentary analysis which shall be collected at the barangay office supplemented likewise with an informal
interview with the barangay officials to know what are the safety measures adopted by the barangay in addressing the
safety related concerns of the residents.
The parents or adult member of the family will be the one to answer the questionnaire and be interviewed by the
researchers. However, only those who are willing to take part in answering the questionnaire and informal interview will
be considered.
The results of the assessment will then be tallied, computed and analyzed and interpreted by the researchers and will
also be disseminated through public lecture in the barangay and will be printed in UB Research Journal.
7.Ethical Consideration
In this study, the researchers will ensure the quality and integrity of the research by means of asking
permission or consent from the respondents. The researchers will also observe the following: respect the confidentiality
and anonymity of the respondents, ensure that the respondents will participate in the study voluntarily, avoid harm to
the respondents and assure the respondents that the research is independent and impartial.

will be used to supplement the result of the survey form concerning the public
safety needs of the barangay.

4. The Government and Law Enforcement Agencies
5. The University of Baguio; and
6. The Researchers and Future Researchers
9. Budget for the research
The research will be funded by the proponents. No funding will be requested from the University.

11. Expected Output
The results of the study will be vital in coming up with a strategic plan of action in improving the outreach
activity of the SCJPS in the adopted barangay concerning their public safety needs.
