Reflection Paper on Republic Act 11310 or
Pantawid Pamilyang Pilipino Program Law

This reflection paper is about the Republic Act 11310 or Pantawid Pamilyang Pilipino
Program Law which is also known as the 4P’s. This program is meant to reduce national poverty
in terms of health, education and nutrition. The initiative will be implemented by providing
conditional cash grants for the poor. The who’s and where’s of this program are selected by the
National Household Targeting System for Poverty Reduction (NHTS-PR). To be able to be part
of this program the following must be met: They must be residents of the poorest municipalities
determined by the National Statistical Coordination Board (NSCB). Economic condition of the
said households are equal to or below the provincial poverty standard and have children aged 0-
18 and/or a pregnant woman. They must also agree with the terms and conditions of the program.

The cash grants will be implemented through 2 types, health and education grants. For
Health grants, households will be given P500 per month which totals to P6000 per year.
Meanwhile for the education grants, each child will be given P300 per month for 10 months
which would total to P3000 a year. 1 household may only register a total of 3 children for the
said program. As of March 2019, the 4P’s program is conducted in 144 cities and 1483
municipalities in 80 provinces that helped 4,876,394 households in total since it was started in
2008.

As a student and also as a citizen of the Philippines, I think this program is very helpful
for the lower-class people who are living in this country. The money given is a big help for them
and can be a great start towards pulling their family out of poverty. The education grant can mold
the younger members of the marginalized population by giving them the tools they need to be
able to go to school and have a proper education. This in return would help these people get
decent jobs that would raise their financial status and alleviate themselves from poverty. I also
think that health grants also come in handy, because how would these people ease themselves
from their hardships if they are drawn back by diseases and sickness. Investing in the future
generations is the right choice because they will be the next in line. I believe that the next
generations can be able to turn our country’s state around if they are guided accordingly.

Given that the program is very helpful, I still think that monetary support is not enough.
People part of these programs should be given guidance by counselors so that they would be able
to utilize the tools that have been given to them. It would be useless to give them educational
grants if they would not have the motivation and drive to go to school and fulfill their studies.
The government should also create and improve access to jobs so that these people can have a
stable financial source, that eventually they wouldn’t need this grant anymore. This eventually in
return ,would be able to help more poverty-ridden citizens and reduce poverty altogether. I also
hope that future politicians would be more selfless and think of other programs like the 4P’s that
would lessen the people under the poverty line. With this being said ,we can’t rely solely on the
government. We, ourselves have to take measures that would be able to help the handicapped
members of our society.
