RE-ORGANIZING THE BARANGAY ECOLOGICAL SOLID WASTE MANAGEMENT
COMMITTEE (BESWMC)
WHEREAS, the Barangay Ecological Solid Waste Management Committee is created in consonance with
Section 10 of RA 9003 of 2000 through the issuance of DILG Memorandum Circular No. 2018-112 dated
October 12, 2018 as amended by DILG MC No. 2001-38 emphasizing the vital role of the Barangay in the
successful implementation of the program particularly in the segregation and recycling of waste resource
and DILG MC No. 2004-151 updating the Organized Ecological Solid Waste Management Committees of
Barangay;
WHEREAS, the Barangay Ecological Solid Waste Management Committee shall organize a Core of
Are/Street Coordinators through the conduct of trainings for Barangay residents on segregation,
composting, recycling and livelihood opportunities from use of recyclable waste and monitor their
implementation;
WHEREAS, the Barangay Ecological Solid Waste Management Committee shall submit a monthly report
to a City/Municipal Ecological Solid Waste Management Council copy furnished to the City/Municipal
DILG Field Office;
NOW, THEREFORE, I, Richel Ann N. Sy, Punong Barangay 75 Zone 6, City/Municipality of Manila, by
virtue of the powers vested in me by the law do hereby organize the Barangay Ecological Solid Waste
Management Committee (BESWMC) as follows;
Section 1. Composition. The Barangay Ecological Solid Waste Management Committee (BESWMC) is
hereby organized to be constituted as follows:

A Barangay BEWSMC Secretary from the community/ or Barangay Development Council shall be formed
to assist the Committee in the performance of its function. It shall also provide technical and
administrative support to the committee.
Section 2. Functions. The Barangay Ecological Solid Waste Management Committee (BESWMC) shall
exercise the following functions:
1. Formulate a community solid waste management program consistent with that of
the city/municipality.
2. Be responsible for the segregation and collection of solid waste.
3. Establish within the barangay or dusters of barangays a Material Recovery
Facility (MRF);
4. Allocate barangay funds for the program;
5. Organize a core of area/street coordinators to assist the BESWMC in the
implementation of programs and activities;
6. Conduct a training for barangay on segregation, composting, recycling and
livelihood opportunities and monitor their implementation;
7. Integrate the BEWSMC in the barangay development plan and/or annual
investment plan;
8. Find alternative sources of funds other that the regular barangay budget;
9. Submit a monthly report to the City/Municipality BEWSMC, copy furnished the
DILG Office;
10. Implement politics and plans including strategies such as, but not limited to the
following education, engineering, enforcement and entrepreneurial.
Section 3. Funding Support. Funding Support for the Barangay Ecological Solid Waste Management
Committee (BESWMC) shall be charge against the fund of the Barangay Government subject to
availability of funds and to usual accounting and auditing rules and regulations.
