EXECUTIVE SUMMARY
In order to address urban heritage issues while testing new approaches for inclusive urban
renewal, the Ministry of Urban Development, Government of India, launched the National
Heritage City Development and Augmentation Yojana (HRIDAY) scheme on 21st January, 2015,
with a focus on holistic Development of heritage cities. With duration of 27 months and a total
outlay of INR 500 Crores the Scheme is being implemented in 12 identified cities namely, Ajmer,
Amravati, Amritsar, Badami, Dwarka, Gaya, Kanchipuram, Mathura, Puri, Varanasi, Velankanni
and Warangal. It supports development of core heritage infrastructure projects which shall
include revitalization of urban infrastructure for areas around Heritage assets.
Ajmer is one of the twelve cities covered under the HRIDAY scheme. Ajmer was founded by
Ajayraj Singh Chauhan in the late 7th Century AD. It possesses the first ever Hill Fort of Taragarh
and Anasagar Lake, which are the only remains of Chauhan dynasty. The city houses Chishti
Shrine Dargah-e-Sharif, and caters to the religious pursuit for one of the most important
religious events in the world the Urs. Along with Dargah-e-Sharif the city has many Hindu
temples located in its old core. Significant monuments include the Ajmeri Fort, and the Badshahi
Building, which bears the supremacy of the Mughal culture. Ajmer has not only Monuments but
also properties, areas, lakes and groups of vernacular buildings (Daddoki Haveli, Lunia Haveli,
Anasagar & Foysagar Lake, Ramdayalu Bhavan, Ram Prasad ki kutchery), which are
architecturally and historically significant. Many properties however, are under the at due toil
maintenance. These in adequate adaptations worsen the situation and the city’s heritage has
also been deeply threatened by unplanned development and growth.
Methodologically, the DPR follows an approach of detailed evaluation of existing site conditions,
analysis and survey, mapping, documentation of area, to the detailing of micro level
interventions in consultation with state and local stakeholders.
The Project area includes Jaipur Road which goes further north towards other heritage assets
such as Soniji ki Nasiyan and Daulat Bagh, and East towards Jaipur. This area is first used by
anyone entering the city by rail; it is the backbone for transportation. Hence, work on
improvement of this road will enhance the imageability of Ajmer besides improving the
functionality for its users.
This Jaipur Road Precinct Upgradation links together some of Ajmer’s heritage buildings. It aims
at the inclusive urban renewal of this road through improved planning and delivery of
infrastructure and services in a way that builds upon and Stewards its heritage.
King Edward Memorial is one of the most significant colonial structures in Ajmer. Located close
to the Railway Station, it is on one of the main roads in the city, Jaipur Road. It is currently used
as a Guest House.
The Project area covers about 0.8 km from Gandhi Bhavan to Indira Gandhi Smarak. In addition
to intangible assets, the following properties are Located in the area:

Project Components:
The City HRIDAY Plan largely proposes three main categories of work to be undertaken in the
identified area.

The total estimated cost of the Project of Jaipur Road Precinct Upgradation is Rs 3.54 Crore. This
includes investments in heritage conservation, public spaces and recreational facilities etc.

J M EnviroNet Pvt Ltd in consortia with PriMove Infrastructure Development Consultants Pvt
Ltd and Dhruv Consultancy Services Pvt Ltd was appointed as DPR consultant to review and
evaluate the existing situation and prepare an implementable DPR. With revisions as suggested
in CHP by City Anchor, DRONAH, this DPR for Jaipur Road Precinct, façade restoration, uniform
shop fronts, street furniture and signage has been prepared for the implementation under
HRIDAY in 2015-16. This project of Ajmer and this Detailed Project Report adopt an area-based
approach to city development which places heritage valuation and conservation at the core of a
city-wide development. This aims at unlocking the assets of the local communities for improved
living standards and socio-economic opportunities to poor residents while promoting a livable
and culturally dynamic growth pattern at the city level.
With the increased pressure of unplanned services provision and city growth, inner areas, often
rich in heritage, are constantly under threat. Poor living condition, lack of infrastructure and
service facilities are some of the consequences. In addition, the rigidity of protection regulations
have also discouraged the conservation of heritage properties and areas, not allowing
sometimes even the most needed adaptation of these historic structures and areas to the
requirements of recent times. “Cities have to build on their past to prepare the future”.
The built environment not only affects the quality of life of an individual but also affects the
community as a whole, its identity, history and roots. The process of urbanization transforms
city experiences for good or bad. The creation of anonymous cities with no traces of their
history and evolution is one of the worst possible results of unplanned and insensitive
urbanization. This tends to happen often due to lack of awareness and appreciation to the
values of a city, lack of proper policies and adequate legal frameworks, and lack of capable
technical resources.
Rajasthan has innumerous material and intangible heritage bearing the evidences of Rajput
power and control over the territory, with magnificent forts and groups of buildings. Six forts
have been recently nominated as a World Heritage Site by UNESCO. Ajmer being one of its
oldest cities is no exception. The heritage assets in Ajmer both tangible and intangible have been
listed and described in detail in the later sections. As it exists, people are unaware of the value
and potential of the heritage of the area, both tangible and intangible. Awareness needs to be
generated about the same amongst the locals, so they can safe guard it in the future. The city has
4 main zones of concentrated heritage assets and activities which need immediate attention
from work under the HRIDAY scheme. The 4 identified zones are:
This heritage itself has the potential to attract large numbers of tourists from within and outside
the country, provide employment in the sector and support activities and induce an all-round
economic development of the region.
The DPR has been prepared to include the main heritage assets only, and works that can be
carried out immediately with in the specified budget.
The aim of the project is to upgrade and enhance the character of the identified route and
provide as an economy generating tool for the local community by emphasizing on the tangible
and intangible heritage. The work includes up gradation of pedestrian space, heritage
component of architecture of buildings along the walk, utilization of open spaces and up
gradation of streetscape with appropriate street furniture, signage and landscape. Larger
Infrastructural works such as resurfacing, underground cabling, underground Sewers are not
included in the current scope of work and will be taken up later as a part of the main City
HRIDAY Plan, when as shelf of specific area based infrastructure projects will be proposed as
part of a longer term strategy. The Reasoning behind this is that large scale infrastructure works
will require execution in a coordinated manner, and focusing on a single area will reduce the
potential impact of such an initiative.

STAGE 2.3: Detailed Execution Drawings and Estimates for the same
1. Designing of the start point, end points and halting points in the up gradation.
2. Identification of point of interest for the visitors and local people on the road.
4. Identification of location and designing of street furniture, signage, lamp posts and garbage
bins etc.
The project aims at providing the visitor the experience, which can be obtained by a conducted
walk or by a visitor without a guide. The design for the heritage walk has been developed to
orient the visitor, signage to provide information and other visitor amenities within the walk.
The proposal is to develop the road with basic infrastructure facilities and conserve the heritage
of the area which can be enjoyed by both the locals as well as tourists.
The above vision and approach is very much in line with the HRIDAY vision and looks towards
heritage – based infrastructure development within the city. Its objectives also state that the
heritage areas of historic towns like Ajmer need to be perceived as drivers for development. In a
similar manner to the HRIDAY scheme it has prioritized the basic infrastructure provision,
transportation access and heritage conservation.

In context of the selected project area for DPR, the main stakeholder agencies will be
Department of Tourism, Public Health and Engineering Department, ASI, State Department of
Archaeology and Museum and Municipal Corporation, Ajmer.
The nodal agency to execute the project will be Municipal Corporation, Ajmer
This DPR was prepared as a specific component under the Master Planning of Dargah area
which was formulated for UIT, Ajmer by PDCOR in 2012. PDCOR acted as project development
consultant for UIT. The scope of work included carrying out topographic survey and field
investigation, preparation of drawings and estimates, assistance in appraisal of DPR and
preparation of Detailed Design & Drawings (GFC). The DPRs of 5 components amounting to Rs.
36.65 Crore were submitted for CSMC approval in March 2012. This project is already
implemented to a large extent and remaining works in the area will be reviewed during the
preparation of City HRIDAY Plan.
For this purpose WAPCOS carried out the desilting and other works and, DRONAH was
consulted for lakefront projects. It included lake front facility planning and reuse proposal for
the Pushkar Ghats, Anasagar and Foysagar stretch. It was proposed with a total outlay of Rs.
25.19 Lakh. The project has been largely implemented in Ajmer and Pushkar except for
Foysagar area. Remaining infrastructure works have been considered in this DPR.
As part of the Demonstration Program on Inclusive Heritage - based City Development in India,
it was prepared by CEPT University and funded under JnNURM in 2012 - 13. It has a total outlay
of Rs. 37.3 Cores. This is an unimplemented DPR and will require considerable detailing to make
it tenderable as the DPR is largely at a conceptual level.
As part of the Demonstration Program on Inclusive Heritage based City Development in India,
this DPR was prepared by CEPT University and funded under JnNURM in 2012-13. It has a total
outlay of Rs. 21 Crores. Among the various DPRs on Ajmer, this was selected as the most feasible
DPR which could be supported by additional drawings, specifications and estimates to make it
tenderable in a short time. After site visits, quick overview of existing DPRs and consultations
with Ajmer Municipal Corporation (AMC), City Authorities and State Government; the Ajmer
DPR on Naya Bazaar Urban Renewal was selected as it seemed to be the most feasible DPR in
terms of heritage significance and impact as well as status of implementation. In addition,
considering the density of population, intangible aspects of the area this DPR would be the ideal
demonstration of HRIDAY objectives. With minor revisions as suggested in this review, the DPR
outlay would be ideal for the first phase of implementation under HRIDAY. Site visits were
conducted by the HCA on two separate occasions (4th and 15th June, 2015) to ascertain the
validity, viability and possible implementation scope and framework of the DPR. The DPR has
been reviewed and submitted as per the recommended format provided by the MoUD. The
project was found to be relevant and agreeable in principle, though it requires certain revisions
and updating in order to make it tenderable, which is done in this report.
1. The project was found to be very relevant and appropriate as a heritage development
activity in Ajmer.
2. The historical analysis conducted in the DPR, as well as, socio-economic, demographic
profile generated was very thorough, leading to the selection of ideal location for a
demonstration.
3. The project will positively impact residents, shopkeepers, tourists, government agencies
and the other stakeholders by:
C. Improving local economy and generating employment in the walled city area
D. Integrating a slowly degenerating part of the city into the mainstream by connecting
trunk infrastructure, access and making it permeable.
4. With minor revisions to the delineation of the lake a complete loop will be formed which
will also increase the visibility and imageability of the project.
5. Detail design drawings are presented in this DPR and will be provided through the course of
implementation.
1. Project Area: It is recommended that the Jaipur Road be revised by providing better
amenities around the along the road such road furniture street light, footpaths, waste
bins, parking facilities as well as conserving the heritage structures on the road.
2. Design and Specifications: It is recommended that customized designs be undertaken in
coordination with the preparation of the City HRIDAY Plan toolkit such as replacement
of steel with contextual wrought iron designs for signage, dustbins, benches etc. These
designs have been incorporated in the later chapters of this report.
3. Estimates: The estimates have as per the scope and suggested proposals as per the
toolkit.
After incorporating the suggestions from the various stakeholder meetings, this DPR has been
prepared by J M EnviroNet Pvt Ltd in consortia with PriMove Infrastructure Development
Consultants Pvt Ltd and Dhruv Consultancy Services Pvt Ltd for Jaipur Road Precinct, which can
now be implemented.

The length of the road is about 800 m. The area covered is 5.76 acres. Small and medium
businesses catering to the needs of the area are located all along the stretch. Large number of
ticket counters, transport services providers, food kiosks exist in the area besides shops and
restaurants. Residing population in the area is 9126 people.
The following section provides inventories for the existing heritage, both tangible and intangible
in Ajmer.

• Badi Teejor Satudi Teej, 3rd dark of Bhadrapada – It is a festival for married Hindu women.
The day before the Teej, women decorate their hands with Mehendi and on the day of the Teej,
women fast and worship Teej Mata.
• Teja Dashami – Veer Tejaji was a brave Martyr who is considered a folk - deity. On the 10th
Bright of Bhadrapada (August - September), a fair is held in Ajmer to mark the birth of Tejaji.
Delicacies such as lucchi and halwa are an indispensable part of this fair.
• Rishi Nirvana Divas- On this day, Maharishi Dayanand, the greatest reformer of Hinduism
and founder of Arya Samaj, left his physical body. Arya Samaj thus observes Rishi Nirvan
Divas on the day of Diwali. People pay tribute to Swamiji at Bhidaikoti near Agra Gate in
Ajmer.
• Gangaur – Idols of Isar and Gouri, manifestations of Shiva and Parvati are worshipped
by women, particularly single, who pray for a husband. The festival commences on the
first day of Chaitra and continues for 18 days. Festivity consummates on the 3rd day of
Shukla Paksha of Chaitra month. Numerous folklores are associated with Gangaur which
makes this festival deeply ingrained into the culture of Ajmer.
• Navaratri / Dussehra- Navaratri, the Festival of Nine Nights, is celebrated in honour of
goddesses Durga, Lakshmi, and Saraswati. The tenth day, Dussehra, commemorates the
victory of Rama, of the epic Ramayana, over Ravana. In many places it culminates with the
burning of huge effigies of Ravana and his accomplices, celebrating the victory of the good
over evil. Re-enactments of the epic Ramayana takes place or there is a procession –
Ram Baaraat at various places.
The city is an amalgam of Hindu, Jain and Mughal, Islamic architecture and heritage. It was
founded in the late 7th Century AD. The Chauhan dynasty ruled Ajmer till beginning of 12th
Century despite several attacks from Turkish Muslims. The Hill Fort of Taragarh and Anasagar
Lake in the city are the only remains of the Chauhan dynasty in India. Akbar, in 1556 made
Ajmer a province and subsequently fortified it. The city was protected by five Gates: Delhi Gate,
Agra Gate, Matu Gate, Vasri Gate and Tripolia Gate. The Delhi and Tripolia Gates are only
remaining, the former on the north of Dargah and the latter on the west part. The protection
wall connecting all Gates has being demolished with the development of the city. The Tripolia
Gate is being currently used as a residence of the Faqirs of Chisti shrine Dargah-e-Sharif.
Ajmer was originally part of a Hindu Kingdom until the defeat of Prithviraj Chauhan in 1192.
This episode added its own flavor to the teaching of Moinuddin, the first of the five Shaikhs of
the Chisti order, who died in 1236 in Ajmer.
Another significant legacy from the Mughal era is the Akbar Fort (renamed as Ajmeri Kila)
located in the heart of the city. This property changed hand from the Mughals and Maratha
Rathod to the British and currently to the state Government of Rajasthan. Ajmer’s development
is deep rooted in the establishment of this property. Another important monument is the
Badshahi Building, in which the inner structure is exactly the same as of Akbar Fort. This
building however was made for Akbar’s servants. The city has also the Chisti Shrine Dargah-e-
Sharif, one of the most important pilgrimage places in the country. The Adhai-Din-Ka-Jhonpra
mosque was built in 15 years. In addition, Ajmer has many Hindu temples mostly in the
residential neighborhood of the old area. The city caters to the religious pursuit for one of the
most important religious events registered across the nation the Urs.
In 1818, the Marathas ceded Ajmer to Sir David Ochterlony and, as part of the British Empire it
remained under the care of successive superintendents. The city became headquarters of the
princely states of Rajputana and Malwa.
The dawn of Ajmer development happened with the establishment of the Luniya family. This is
the oldest family of Ajmer, linked with Patwas of Jaisalmer. The inter-family marriage with the
Daddo’s (same lineage of Oswal but different clan) took place after which the economic
condition of the Luniya family started deteriorating. Daddo ki Haveli in Ajmer is one of its most
significant vernacular properties. The haveli, Ramdayalu Bhavan, depicts Muslim architecture
whereas Ramprasad ki Kutchery is a colonial era property. This area of the city has many such
significant vernacular properties, setting an excellent example of the history of development
and growth of the city. The inner area of the city still preserves a few “Pols”, old settlements in
the city with their own traditions and cultures.
Community co-existence and unique social behaviors are the identity of pols. Most havelis
however are ill - maintained mostly due to ownership issues. In most cases, the original owners
are unable to maintain their property because of low rentals and thus lack of funds. Moreover,
the sense of ownership is absent in the renters. Furthermore, cropping up industries, small
manufacturing units and commercial activities within havelis have negatively impacted their
structure and character.
Ajmer and its heritage have been recognized at the National Level for works under various
schemes by the Government of India, such as PRASAD, Smart City and HRIDAY scheme.

The project adopts an area based approach to inner city development with community
participation. This seeks to upgrade urban infrastructure along with conservation and
promotion of heritage assets in a way that improves the local economy and the quality of life of
residents while raising awareness of the values of the city’s heritage in the 21st century.
The process started with the Inventorisation of the area’s tangible and intangible heritage as
reflected in city’s spatial and architectural characteristics as well as the way of life of its
residents – the identity of the city.
The identified heritage forms the most important part of heritage city Ajmer. While Ajmer
enjoys tremendous footfall from tourists alike due to its heritage importance and all around
access. This area is first used by anyone entering the city by rail. It is the backbone for
transportation. Hence, work on improvement of this road will enhance the imageability of
Ajmer besides improving the functionality for its users.
The project area also includes the Railway Station Area of Ajmer which is one of the four railway
zones which was formed in 1951. Ajmer is the headquarter of North Western Railway Zone.

This area is centrally located and easily accessible from the rest of the city through main roads.
Connecting the railway station to the main city going north through significant heritage
structures. It runs on the east of the walled city area.
Small and medium businesses catering to the needs of the area are located all along the stretch.
Large number of ticket counters, transport services providers, food kiosks exist in the area
besides shops and restaurants.
Parks, pedestrian friendly environments- Large parts are used by pedestrians but proper
footpaths do not exist
Accessibility- Walk over bridge outside the railway station for easy crossing of the high speed
road
Every building on each stretch of the heritage walk has been assessed in detail for its condition

these are not required.

PROPOSAL AND
IMPLEMENTATION
The components and activities looked at the area is a holistic manner, linking infrastructure and
services provision with livelihoods promotion and heritage conservation.
The project emphasizes the aesthetic upgradation of surrounding of both the lakes in first
phase.
The area is expected to become more organized and hazard free with proper ailment of streets,
signages, footpath, parking, waste bins, standard signage and street lights. Altogether these are
expected to increase the overall appreciation and quality of the area under intervention, thus
inspiring the rehabilitation of the city as a whole in a way that celebrates and respects its glory.
As a second phase to this proposal, it is suggested to have major infrastructural, paving and
service provisions etc.
Pertaining to our observations during site visit, discussions with officers and guidelines given
by HRIDAY plan, we have proposed various cross sections for road as per the site conditions.
The total stretch of Jaipur Road considered for this proposal is around 800 m long.
This stretch is divided in 3 stretches taking into consideration of ease of execution in phases and
to give site specific design interventions.
1 Benches
• Total 8 Nos of Benches are proposed along Jaipur Road.
2 Light
• Electric light of 49 nos is proposed along Jaipur Road.
3 Footpath with Gutter
4 Dust bin
• Dust bin of 1100 cum capacity 7 Nos are proposed.
5 Plaza Development at Shaheed Smarak
• Plaza over an area of 300 sq. m has been proposed near Shaheed Smarak
Uniform Shopfront
The figure above suggests an institutional framework for project implementation of the DPR as
the organization of HRIDAY Scheme.
The project management unit and execution will be from the city mission directorate working
from the ULB’s.
Environmental Impacts are expected to be achieved through use of alternative energy like
solar or LED for street lights and wall hangs, as well as landscaping, plantation and increased
green spaces at neighbourhood level.
Service Delivery impacts are expected to be achieved through the improvement of basic
services in the area. Indicators will relate to services such as solid waste management, parking,
public toilets and drinking water availability and street lighting and furniture.
The development of Jaipur Road is the best demonstration of the HRIDAY vision and this project
aims to achieve just that.
6: TOOLKIT
6. TOOLKIT
The proposed design details take into consideration the city’s typology, colours, traditions and
culture. The drawings also look at the contemporary needs and aspirations of the current
population of Ajmer in 21st Century.
Drawings to scale have been prepared for street lighting, wall hung lights, benches, dustbins and
bollards as shown in the figures below. The proposed street furniture is inspired by the style
present in most façades and properties in the city. Apart from historical references, other
aspects such as environment efficiency were also considered in designs, such as solar power for
street lighting. The use of local materials is also rescued and promoted to involve local people
and ensure ease of maintenance.
6.2 SIGNAGE
Signage is visual language to give an identity and character to the existing monuments in any
historic core. The main purpose of an Integrated Signage System at Heritage Sites is to facilitate
visitor’s local and tourist, pedestrian and vehicular. The Integrated Signage system provides
direction for easy access and information about the rules & regulations to be followed, facilities
and amenities within the heritage building premise. The design always aims at clear and
simplified understanding of the message authority wants to provide.
An Integrated Signage System for Ajmer is proposed to provide information about the city’s
heritage while facilitating the mobility and access of residents and visitors within the project
area.
