Description
Category S1
Firm that has the infrastructure, resources and capabilities to fabricate and erect
structural steel structures of:
1. Building, industrial plant or portal structures of over 30 m in height
or
2. Large span portal, bridges or truss work of over 30 m
Category S2
Firm that has the infrastructure, resources and capabilities to fabricate and erect
structural steel structures of:
1. Building, industrial plant or portal structures of up to 30 m in height
or
2. Medium span portal, bridges or truss work of up to 30 m
Category S3
Firm that has the infrastructure, resources and capabilities to fabricate and erect
structural steel structures of:
1. Building, industrial plant or portal structures of up to 20 m in height
or
2. Short span portal, bridges or truss work of up to 20 m
Category S4
Firm that has the infrastructure, resources and capabilities to fabricate and erect
structural steel structures of up to 10 m in height or span.

The ISO 9000 and OHSAS 18001 must be the scope of ‘Fabrication and erection of
structural steel works’.
1 INTERPRETATION
The following words and expressions have the following meanings, unless they are
inconsistent with the context:
‘CERTIFICATE’ Document and appendix (if applicable) valid for 2 years of certification
issued on successful Audit of the Applicant successful meeting the SSSS’s Structural Steel
Fabricators' Accreditation criteria and bearing a certification number and the category class
(namely S1, S2, S3 or S4) it is accredited to.
‘ACCREDITED APPLICANT’ Applicant who has received Accreditation under the SSSS
Structural Steel Fabricators Accreditation scheme.
‘AUDIT’ Examination of document and assessment the facilities of the Applicant performed
by the Audit Team in order to determine whether the meet the criteria of accreditation
category class which the applicant applied for.
‘SCHEME’ Conduct of Audit for the purposes of Accreditation in accordance with the
terms and conditions specified herein.
2.1 Subject to the terms and conditions hereinafter set out, SSSS shall conduct an audit
on the Applicant’s establishment and documents to ascertain if the Applicant meets the
SSSS’s Structural Steel Fabricators Accreditation Scheme criteria. On completion of a
successful Audit shall issue a Certificate(s) to the Applicant.
3.1 On application for the Accreditation Audit or Changes in Category Class Audit, the
Applicant shall submit the following:
The application form duly completed;
The Application Fee (2 cheques – Desktop study and factory audit fees)
All documents as required under the accreditation criteria;
Any other documents that SSSS may from time to time specify in the Application Form.
Prior to the expiry of the accreditation, Accredited Applicant shall submit the following for

4.1 The application form for the Renewal Audit duly completed;
The Application Fee;
All documents as required by the criteria;
Any other documents that SSSS may from time to time specify in the Application Form
5 LIMITATION ON LIABILITY
5.1 All information and documents supplied by the company under the Scheme will be
kept confidential. The Certificate issued on completion of the Audit of the company is a
representation by SSSS to the Applicant only. SSSS and their representatives shall not be
liable to the company for any damages or loss suffered by the Applicant as a result of any
breach of this provision other due to the wilful or negligent act of SSSS or their
representatives.
5.2 SSSS or their representatives shall not be liable to the company for any legal suits,
expenses, loss or damages suffered by the Applicant and caused by or related to the
Applicant’s participation in the SSSS Structural Steel Fabricators Accreditation Scheme or
as a result of the Audit of the Applicant’s establishment and documents by SSSS or their
representatives.
5.3 The Applicant agrees that the total monetary value of any claim against SSSS and
their representatives, whether as damages or otherwise, shall be limited to a sum equivalent
to the total amount of the fees paid by the Applicant for the Audit.
5.4 Applicant agrees not to make any claim against SSSS and their representatives in
the event that any claim or dispute arises between the Applicant and a third party as a
consequence of or relating to or in reliance of the SSSS Structural Steel Fabricators
Accreditation Scheme.
6 INDEMNITY
6.1 The Applicant agrees and shall indemnify SSSS and/or their representatives against
all loss and expenses suffered by SSSS and/or their representatives including but not limited
to all claims by any third parties against SSSS and/or their representatives arising from or as
a result of the award of the SSSS Structural Steel Fabricators Accreditation to the Applicant
and/or the use of SSSS Structural Steel Fabricators Accreditation Mark by the Applicant in
accordance with the terms hereinafter stated.
7 AUDIT FEES
7.1 The audit fees for the accreditation shall be payable according to the fee structure
specified by SSSS.
7.2 The audit fee shall be payable in full on submission of the Application Form for the
respective audit.
7.3 For Overseas Audit, audit fee will be quoted by SSSS on a case by case basis; all
traveling expenses including air ticket, lodging and taxes will be borne by the Applicant.
7.4 Full refund of the Audit Fee to the Applicant for withdrawal of application before audit
is conducted. Once audit has been carried out there will be no refund of the audit fee.
7.5 No refund of Audit Fee will be made in the event of non-award, withdrawal or
termination by SSSS or withdrawal from the scheme by Accredited Applicant.
7.7 Each payment must be paid by way of a cashier's order or an account payee cheque
made payable to "Singapore Structural Steel Society ".
8.1.2 The Applicant shall provide all reasonable facilities and full co-operation to the Audit
Team and/or the Auditor for the purpose of carrying out the Audit.
8.1.3 The Applicant's Appointee involved for the Audit together with all documentation
evidence shall be available at all times during the performance of any stage of the Audit.
The Applicant shall take all necessary steps to ensure the safety of auditors from SSSS and
their representatives during the audit duration at the Applicant's premises.
8.2.2 The Accreditation Mark(s) shall only be used by the Accredited Applicant and shall
always be used in conjunction with the certificate number;
8.2.3 The Accreditation Mark(s) shall only be used on letterheads, in advertisements and
for other promotional purposes. It shall only be used in connection with the category it
accredited to as stated on the SSSS Accreditation Certificate(s).
8.2.4 The Accreditation Mark(s) or any reference to the Certification shall not be directly
applied on the product and its packaging or be associated with the product in such a way as
to imply that the product itself is certified by SSSS.
8.2.4 Any proposed advertising and promotional materials incorporating the Accreditation
Mark(s) must be submitted to SSSS for approval prior to use.
8.2.5 In the event that the Accreditation Mark(s) is incorrectly or inaccurately used in any
publication or promotional material, the Applicant shall immediately withdraw the same and
reissue such publication or promotional material after vetting by SSSS.
8.2.6 The Accredited Applicant shall discontinue immediately the use of the Accreditation
Mark(s) or make reference to the accreditation upon expiry or termination of the certificate,
or for whatever reason(s) as decided by SSSS.
8.2.7 The Firm shall not use the Certificate in such a manner that would bring SSSS and/or
the accreditation scheme into disrepute and lose public trust.
8.3.2 The Accredited Applicant shall inform SSSS of any change in status of the
Accredited Applicant and schedule an early Renewal Audit. A change in status occurs
where:
the Accredited Applicant is acquired, taken-over by or merged with another company or
business; or
the changes of Accredited Applicant’s financial, facilities and resources which do not meet
the category it is accredited to.
8.3.3 The Accredited Applicant shall, if required by SSSS following the Renewal Audit
carried out as a consequence of a change in status, surrender its certificate if it does not
meet the accreditation criteria or be issued with a certificate of a different accredited
category class.
8.4.2 For Renewal Audit, Accredited Applicants are required to submit relevant documents
as provided in Clause 4 above to SSSS two (2) months before the expiry of the
Certificate(s). SSSS will conduct a renewal audit one month before the expiry of the
Certificate(s). After recommendation of renewal audit by the auditor, new Certificate(s) will
be issued upon approval by the Accreditation Approving Committee.
9.1 SSSS reserves the right to revise the fee structure from time to time. The revised fee
structure will only apply to Applicants who submit applications following the effective date of
the fee revision.
9.2 SSSS shall refund the fees submitted upon the withdrawal of the application before
the audit is conducted as specified in clause 7 of the Terms & Conditions.
SSSS reserves the right to revise the requirements for application for Audit as may be
necessary from time to time.
9.3 SSSS reserves the right to terminate the Audit or processing of applications where:
the Applicant has not paid the fees due as specified in Clause 7;and/or the Applicant has
failed to comply with any or all of the terms and conditions specified
herein.
9.4 At any time during the validity of the certificate, the Applicant may by notice in writing,
inform SSSS of their intention to withdraw from the scheme.
10 Revocation of Certificate(s)
10.1 SSSS reserves the right to revoke the certificate(s) on the occurrence of any or all of
the following:
10.2 the Accredited Applicant has entered into liquidation or has a receiver of its business
appointed, or has entered into any scheme of arrangement with its creditors;
10.3 the management of the Accredited Applicant has failed in any respects to comply
with the laws of the countries of the respective parties;
10.4 the Applicant has failed to provide the Audit Team and/or the Auditors with
reasonable facilities to conduct the Audit;
10.5 the Applicant has failed to comply with any or all of the terms and conditions of the
scheme herein, or the conditions for the use of the accreditation mark(s) as prescribed by
the SSSS from time to time;
10.7 the Applicant has failed to pay any or all of the relevant accreditation & audit fees.
SSSS has the discretion as to whether or not a warning letter should be issued before
revocation of the Accreditation.
10.8 Upon Notice in writing being given by SSSS of revocation of the Certificate(s), the
Applicant shall within 14 working days of the date of the Notice immediately return the
certificate(s) to SSSS.
11 NON AWARD
11.1 The failure or inability of the Applicant to meet the accreditation criteria.
12 APPEAL
12.1 Any Applicant wishing to appeal against any decision of SSSS shall, within 14
working days after having been officially informed of such decision, give notice in writing to
the Chairman, Structural Steel Fabricators Accreditation Working Committee, of its desire to
appeal against that decision. The decision shall stand, pending investigations and evaluation
directed by Singapore Structural Steel Society Council whose decision shall be final.
13 GOVERNING LAW
13.1 This agreement shall be governed by and construed in accordance with the laws of
Singapore.
14 FORCE MAJEURE
14.1 No claims for damages against either the Applicant or SSSS shall arise out of any
breach of this Agreement if such breach is caused by government intervention or regulation,
Act of Parliament, war, riot, acts of public enemies, strikes or other labour disturbances, fire,
flood, Act of God or other cause beyond the control of the Applicant or SSSS.
15 BOILERPLATE
15.1 This Contract does not create or purport to create any right under the Contracts
(Rights of Third Parties) Act 2001 or any subsequent amendment thereto, which is
enforceable by any person or party who or which is not a party to this Contract. Any person
or party who or which is not a party to this Contract shall have no right under such Act or
subsequent amendment thereto, to enforce any of the terms and conditions therein.
