    INVESTIGATION SYNOPSIS
    On 10/24/19, I, Texas Ranger Ryan Sollock, received information from Ranger Lieutenant
    Richard Henderson regarding complaints of multiple criminal violations by law enforcement
    personnel employed by the Midland County Sheriff's Office. Four violations of law were
    alleged including Unlawful Interception of Oral or Electronic Communications (PC 16.02),
    Abuse of Official Capacity (PC 39.02), Tampering with a Governmental Record (PC 37.10), and
    Theft (PC 31.03).
