EXECUTIVE ORDER NO. 01-2020
Series of 2020

AN EXECUTIVE ORDER CREATING RETOOLED COMMUNITY SUPPORT PROGRAM TEAM


(RCSP TEAM)

WHEREAS, Section 5 , Article II of the 1897 Constitution provides “the


maintenance of peace and order, the protection of life, liberty and property, and
the promotion of the general welfare are essential for the enjoyment by the people
of the blessings of democracy.

WHEREAS, President Rodrigo Roa Duterte issued the Executive Order No. 70
last December 4, 2018 entitled “Institutionalizing the Whole –of-Nation approach in
attaining inclusive and sustainable peace, creating a National Task Force to ELCAC,
and directing the adoption of a National Peace Framework”.

WHEREAS, EO 70 further orders the institutionalization of the Whole-of-Nation


Approach (WNA) as a government policy in addressing the root causes of local
armed conflict by delivering basic government services in the pursuit of country’s
peace agenda.

WHEREAS, DILG MC No 2019-169 entitled “Guidelines on the implementation


of the Retooled Community Support Program” was formulated in order to identify
issues of the communities and introduce developmental interventions to resolve
issues that the community itself identified and to guide the implementation of RCSP
through concerned local official chief executives.

WHEREAS, the establishment of the RCSP Team aim to engage the community
to collaborate and co-create with their local governments developments and
solutions to local issues and foster convergence and collaboration among various
government institutions, civilian and uniformed, civil society organizations, and all
sectors of the society.

THEREFORE, I, IKE R. AMPER, Punong Barangay of Dinadiawan, Dipaculao,


Aurora by virtue of the powers vested in me by law do hereby order the constitution
of the Provincial Retooled Community Support Program Team (RCSP Team)

Section 1. Composition. The Barangay Retooled Community Support Program


Team (RCSP Team) will be composed of the following:

LOCAL DEVELOPMENT COUNCIL AND PEACE AND ORDER COUNCIL

Section II. ROLES AND RESPONSIBILITIES OF RCSP TEAM. The RCSP Team will deliver the
following:

Punong Barangay as head of the RCSP Team and SB Members

1. The LCE, as head of the RCSP Team, shall champion the cause to be at the
forefront of the stride of bringing the needed government interventions to the
people through RCSP.

2. The head also shall be in-charge with the implementation of Barangay RCSP
Team immersion and ensure that development initiatives are properly delivered,
immediate needs properly addressed, and that long term needs are properly
programmed for funding and implementation.
3. Pass an EO for the creation of RCSP Team and assist the CCPT in the Lokal Serbisyo
Caravan conduct.

4. The barangay participates in identification of development gaps and preferred


interventions in the community and support community participatory governance
efforts in the barangay.

5. Capacitate Barangay Based Institution and Sangguniang Barangay to secure


funding support for higher LGUs for identified PPAs in BDP/ELA

6. The Barangay shall address immediately resolvable gaps in the target Barangays.

7. Attend theme meetings on peace and development concerns and conduct


information campaign on peace,security and development.

8. Implement PPAs that addresses primary issues in the barangays and assist the
CCPT in conducting Community Based satisfaction surveys.

RCSP CORE TEAM

Serve as the unit that directly provides all necessary tactical, technical, logistical,
and administrative assistance to the LCE in the performance of its function as the
RCSP Head.

BASIC SERVICE DELIVERY TEAM (BSDT)

Serve as the primary bridge of the RCSP Team to the national government.

CITIZENSHIP AND COMMUNITY PARTICIPATION TEAM (CCPT)

1. Organize the Citizenship Movement by mobilizing communities into sectoral


groups and usher them to participate in all sectoral dialogues/solution-seeking
tables aimed to validare the governance and development gaps of the
communities.

2. Identify the needed government interventions to address gaps.

PEACE, LAW ENFORCEMENT AND DEVELOPMENT SUPPORT Team (PLEDS)

1. Conduct clearing operations one week prior to the actual send-off the RCSP
Team, ensure perimeter security of the target –barangay during the entire duration
of the immersion, and continuous sanitation of the community from terrorist threats
during the implementation and provision needed government.

LOCAL DEVELOPMENT COUNCIL AND LOCAL PEACE AND ORDER COUNCIL

1. Shall maintain a vital linkage to the RCSP task Team for the purpose of programs
and projects coordination.

2. Shall focus on screening and prioritizing needed government interventions that


must be included as priority in local development investment program (LDIP)

Section III. IMPLEMENTATION OF THE RCSP


The implementation of the RCSP follows an operational methodology as follow:

Section IV. All other inconsistent issuances are hereby superseded.

Section V. Effectivity. This Executive Order shall take effect immediately.

Done in the Province of Aurora this 9th day of January in the year of our Lord,
