Subj: Discrimination

Dear Sir:

This letter has three sections:

• Harassment
• Discrimination
• Request for Action

HARASSMENT

VA police detective Larry Kidd at the Tibor Rubin VA Medical Center in Long Beach,
California, has been harassing me for the past twenty-one months.

Now, Kidd is harassing my girlfriend.

On 03 January 2017, while seeking emergency medical care at the Tibor Rubin VA
Medical Center, I was harassed by a VA police officer, and forced to leave the
emergency room. See enclosure (1).

On 07 January 2017, I filed a complaint with the VA patient advocate. Rather than
advocate for me, the VA patient advocate conspired with VA police to coverup the
harassment. It was blatant. I believe that VA employees committed crimes. See
enclosure (2).

On 02 February 2017, I submitted a Congressional Investigation request to U.S.

Representative Alan Lowenthal. The cover letter is provided on the next page.

On 05 March 2018 — THIRTEEN MONTHS after I submitted the investigation request

— Tibor Rubin VA Medical Center VA director Walt Dannenberg responded to Lowenthal
via letter. It's provided on page 17 of enclosure (2).

• In his letter, Dannenberg IGNORED my complaint that his VA patient advocate,

Michon Dean, ignored my harassment complaints.

• In his letter, Dannenberg IGNORED my complaint that his VA police deputy, Anthony
Brown, refused to accept my testimony, lied to me, and covered up his VA police
officer’s harassment of me.

Dannenberg blatantly IGNORED both accusations.

Instead, Dannenberg wrote a letter bashing me with VA lies. He painted me as a

dangerous lunatic who runs around his VA hospital threatening everyone.

Dannenberg reported to Congress that I threatened a WOMAN on multiple occasions.

On, 10 May 2018, I sent an email to VA police detective Kidd. The intent of this email
was to challenge Dannenberg for lying about me to the U.S. Congress.

Every email from the ensuing exchange with Kidd is provided on pages 15 through 19.

Here’s a summary:

On 10 May 2018, I queried Kidd, “Did Dean claim that I threatened her?”

Kidd evaded the question.

On 15 May 2018, I queried Kidd, “Did Dean claim that I made excessive phone calls to
her?”

Kidd evaded the question.

On 15 May 2018 at 9:15 AM, then again at 9:25 AM, Kidd sent emails to me that I
believe were intended for a person named Rich. At 9:32 AM, I queried Kidd with four
questions:

• Who’s Rich?
• Over the past two years, has Dean ever claimed that I threatened her?
• Over the past two years, has Dean ever claimed that I made excessive phone calls
to her?
• How long will it take you to respond?

At 9:41 AM, Kidd responded, “Rich. I don't know who is Rich?”

Kidd is an asshole. He is mocking me, and ignoring me at the same time.

At 11:11 AM, I sent an email to Dean. The intent of this email was to challenge
Dannenberg for lying about me to the U.S. Congress.

• Over the past two years, did you ever claim that I threatened you?
• Over the past two years, did you ever claim that I made excessive phone calls to
you?

Dean ignored this query. On 17 May 2018, and 21 May 2018, I queried Dean again.
Dean ignored these queries. On 25 May 2018, Kidd requested that I meet with VA police
chief Weiner. I ignored Kidd’s request. On 25 May 2018, I queried Dean again. Dean
ignored this query.

On 29 May 2018, Kidd sent me an email. Here it is verbatim:

“Russell, Hey, I was just reading an article about 15 states that have the highest people
on food stamps, and I cannot believe it my home state of Nevada is on that list. I guess
it has changed since the Duke has passed away. Nevada… I just can't believe its on the
list. Oh… the reason I am emailing you is I want to set a meeting up with you and the
Chief. Are you available?”

Kidd didn’t send this email to his BFF Russell to relate something that Kidd thought his
BFF Russell would find interesting about the food stamp situation in California’s
neighboring state of Nevada, nor did Kidd send this email to his BFF Russell to set a
meeting between his BFF Russell, and VA police chief Weiner.

Kidd sent this email to intimidate me.

On 19 May 2018, just TEN DAYS earlier, I had moved to Nevada. On 23 May 2018, a
VA doctor documented this in my VA treatment record. Kidd used his power to access
my VA treatment record, and found that I had moved to Nevada. Kidd then used this
information to intimidate me via email. Kidd wanted me to know four things:

• I KNOW WHERE YOU LIVE.

• I have friends where you live.

• John Wayne is dead.

• You’re on the list.

Why did Kidd want me to know that he knows I’m in Nevada? Why did Kidd want me to
know that Nevada is his home state? Why did Kidd remind me that John Wayne is
dead? Was this just a random thought that Kidd had while crafting this LOL message to
his BFF Russell?

Kidd has been harassing me via email for the past twenty-one months.

This is an electronic contact made with the intent to harass a person.

This is a crime.

On 30 May 2018, I informed Kidd that I would no longer respond to his bullshit.

On 07 June 2018, Kidd threatened to charge me with a crime. This is the second time
that Kidd has threatened to charge me with a crime (19 January 2017).

Here’s an excerpt:

“Russell Gault, I am officially warning you not to text, call, or harass VA employee
Michon Dean at work or her home. You are to have no contact with Mrs. Dean. If you
persist harassing Mrs. Dean, I will have no choice but to submit a criminal report to the
city prosecutors office requesting you be charged for harassment.”

I’ve never texted Dean. Why did Kidd warn me not to do something that I’ve never
done? I’ve never called Dean at her home. Why did Kidd warn me not to do something
that I’ve never done? The only thing that Kidd didn’t warn me not to do was email Dean,
and that's the only thing that I had done.

I don’t understand.

Did Kidd fabricate more lies about me? Will Kidd text Dean a threat from an untraceable
number, then claim that I had done it? Will Kidd’s buddies in Kidd’s home state of
Nevada come to my new home in Nevada to arrest me for a crime that I didn’t commit?

Something could go wrong during the arrest.

John Wayne is dead.

On 10 June 2018, I sent an email, via Kidd, to VA police chief Wiener. In this email, I
offered to begin a conversation with Wiener, and asked two questions:

• What date and time did Dean claim that I threatened her on the first occasion, and
what words did she claim that I spoke?

• What date and time did Dean claim that I threatened her on the second occasion,
and what words did she claim that I spoke?

Wiener ignored this email.

Wiener’s silence is his confession.

On 12 June 2018, I sent enclosure (1) to the VA Secretary. It described my experience

being harassed by VA police on 03 January 2017. Enclosure (1) also informed the VA

Secretary that Kidd had been harassing me since January 2017, and DEMANDED that
the VA Secretary immediately take action to stop Kidd from continuing to harass me.

The VA Secretary did the opposite. He empowered Kidd.

On 06 July 2018, my girlfriend received a text message on her cellphone:

“Russell, We didn’t know how to thank you, so we have decided to send a little
something your way. We hope you ENJOY.”

Over the past year, other than my girlfriend, only three people have texted me. All three
call me Russ, not Russell, none have my girlfriend’s phone number, and none have
reason to thank me. Who’s thanking me for what? What little something is coming my
way? I hope that my girlfriend enjoys whatever it is.

Who the fuck sent this text to my GIRLFRIEND?

Who has the power to obtain my girlfriend’s phone number? Who has the power to find
out where I live? Who has been harassing me for the past twenty-one months?

This is an electronic contact made with the intent to harass a person.

This is a crime.

On 10 July 2018, Dannenberg penned a letter to me responding to enclosure (1).

Apparently, the VA Secretary passed the buck to Dannenberg, so that Dannenberg
could investigate Dannenberg.

In his letter, Dannenberg confirmed that I had committed a crime when I sent emails
asking Dean, “Over the past two years, did you ever claim that I threatened you?” In
essence, Dannenberg threatened to charge me with a crime if I continued to challenge
him for lying about me to the U.S. Congress.

Dannenberg’s letter is consistent with Kidd’s previous threats (19 January 2017, and 07
June 2018). They break down as:

“Shut-up, Gault, or I will use my power to put you in prison.”

This is corruption.

Summary:

• I was harassed by a VA police officer.

• I filed a complaint with VA patient advocate Dean.
• Dean ignored my complaint.

• I was harassed again by the same VA police officer.

• I filed another complaint with Dean.
• Dean continued to ignore my complaints.
• I informed Dean that I would seek a Congressional investigation.
• VA police detective Kidd threatened to charge me with a crime.
• I filed the harassment complaints with the VA police.
• The VA police mocked me, lied to me, and ignored my complaints.
• I requested Congress investigate the harassment, and the coverup by VA police.
• Congress was impotent.
• VA director Dannenberg covered up the coverup.
• I challenged Dannenberg, via Kidd, for lying about me to the U.S. Congress.
• Kidd mocked me, and ignored me.
• I challenged Dannenberg, via Dean, for lying about me to the U.S. Congress.
• Kidd harassed me via email — Kidd knows where I live, and John Wayne is dead.
• I continued to challenge Dannenberg for lying about me to the U.S. Congress.
• Kidd threatened to charge me with a crime.
• I wrote a letter to the VA Secretary.
• Kidd harassed my girlfriend.
• Dannenberg affirmed Kidd’s threat.

And, there's been no justice of any kind.

I am exposing corruption within the Tibor Rubin VA Medical Center’s VA patient

advocate office, VA police department, and VA director’s office, and I am alleging that
VA police detective Kidd, and other VA employees, have committed crimes.

I believe that since I have sent enclosure (2) to the VA Secretary, and this letter to you, it
is more likely than not that Dannenberg and/or Kidd will retaliate against me.

Kidd knows where I live, and John Wayne is dead.

DISCRIMINATION

Ignore this section. I’m crazy.

For twelve days in May 2016, I was a patient in the psychiatric ward at the Malcom
Randall VA Medical Center in Gainesville, Florida. I’m bipolar, and I was experiencing a
severe elevated mood episode. See enclosure (3).

VA psychiatric ward patients are dehumanized every day.

1. VA psychiatric ward patients are not provided washcloths.

For my entire twelve days of treatment, I bathed with either my bare hands, or a big,
heavy, wet towel. Fellow veteran patient Wally Cosgren informed me that he bathed with
either his bare hands, or a big, heavy, wet towel, for his entire three weeks of treatment.
Fellow veteran patient Phillip Williams informed me that he bathed with either his bare
hands, or a big, heavy, wet towel, for his entire TWO MONTHS of treatment.

Did every patient in this 240 bed VA hospital bathe with either their bare hands, or big,
heavy, wet towels for two months, or was it only the mentally ill patients in the VA
psychiatric ward?

I can’t imagine any civilian hospital in the country that requires its patients to bathe with
either their bare hands, or big, heavy, wet towels.

But, VA psychiatric wards do.

This is discrimination.

2. VA psychiatric ward patients crawl naked on floors mopping them with towels.

The VA psychiatric ward showers are dysfunctional. During a normal shower, they leak a
significant amount of water onto the bathroom floor. To compensate for this, VA
employees instruct VA psychiatric ward patients to, after each shower, get down on their
hands and knees, while still naked, and dripping wet, and crawl around on the VA’s floor
mopping it with towels.

I can’t imagine any civilian hospital in the country that dehumanizes its patients by
requiring them to, after each shower, get down on their hands and knees, while still
naked, and dripping wet, and crawl around on the floor, mopping it with towels.

But, VA psychiatric wards do.

EVERY FUCKING DAY!

This is discrimination.

3. The VA psychiatric ward showers have been dysfunctional for five years.

The VA has no incentive to fix the showers: VA employees don't use them. And, if the VA
won’t spend five pennies for washcloths for its mentally ill patients, why should it spend
$500,000 to repair the fifty dysfunctional showers in its VA psychiatric ward?

This is discrimination.

4. VA employees shout into VA psychiatric ward patients’ rooms in the middle of the
night.

See page 4 of enclosure (3).

In addition to shouting, “Are you sleeping?” into my room on two occasions, on one
occasion, VA employee Key shouted, “Vital signs!” as he burst into my room at 4:45 AM.

When Key took my vital signs, my blood pressure was 179/83. Had I died from a heart
attack, or stroke, as a result of Key shouting into my room, no-one would ever know that
VA employee Key had murdered me.

I can’t imagine any civilian hospital in the country that employs people who try to induce
heart attacks, or strokes, in its patients by shouting at them while they sleep.

But, VA psychiatric wards do.

This is discrimination.

5. VA employees deny VA psychiatric ward patients of sleep by intentionally making

their rooms uninhabitable.

See page 4 of enclosure (3).

I can’t imagine any civilian hospital in the country that employs people who intentionally
deny patients of sleep by making their rooms uninhabitable.

But, VA psychiatric wards do.

This is discrimination.

6. VA doctors inject VA psychiatric ward patients with drugs against their will.

VA employee Jordan made my room uninhabitable from 11 PM on 06 May 2016 through

7 PM on 07 May 2016.

The resulting loss of sleep severely aggravated my condition.

As a result, my emotional distress was so severe that VA doctors deemed it necessary

to inject me with drugs against my will to induce sleep.

I don’t know what else to say about this. Jordan should have been terminated, but
probably wasn’t even disciplined. Same with Key, and all the other VA shitbags who
ruined my life.

I have yet to meet a VA manager with integrity.

7. VA doctors ignore VA psychiatric ward patients who report they’ve been abused by
VA employees.

• VA doctors ignored me when I told them that VA employee Jordan had denied me
sleep by making my room uninhabitable for an entire night. They ASSUMED that I
was delusional.

• VA doctors ignored me when I told them that someone was shouting into my room in
the middle of the night. They ASSUMED that I was delusional.

This is discrimination.

8. VA employees who refuse to work are assigned to VA psychiatric wards.

See page 3 of enclosure (3).

I can’t imagine any civilian hospital in the country that employs people who have
refused to work for years, and thusly do absolutely nothing for the hospital that’s paying
them, and absolutely nothing for the patients whom they are paid to serve.

But, VA psychiatric wards do.

This is discrimination.

9. VA psychiatric ward patients are not treated for their conditions.

The environment of care in the VA psychiatric ward, combined with the abuse inflicted
by the VA employees who denied me sleep, resulted in my being discharged in the
same condition as I was admitted.

On 16 May 2016, Dr. Nainaparampil documented, “Patient continues to be intrusive,

hyper-verbal, and pressured. Patient continues to endorse delusions.”

The next day, I was discharged.

I was still suffering from the severe elevated mood episode for which I was admitted.

Following discharge, my elevated mood episode continued for an additional five weeks,
during which time I resolved to sell, or give away, all of my possessions, and move away
from my seventy-eight year old mother in Gainesville. I did this for the sole purpose of
escaping the jurisdiction of the North Florida/South Georgia Veterans Health System.

I left Florida with a car, a computer, and two bags of clothes.

This is discrimination.

This is ruining my life.

10. VA leaders lie to the American media about mentally ill veterans who complain.

At the Tibor Rubin VA Medical Center in Long Beach, California:

12. VA police officers harass, mock, and lie to mentally ill veterans.

Here are two examples of a VA police officer mocking me for being mentally ill:

• After a VA police officer lied to me, then challenged me to a fight, I became outraged
at him. At one point, I spoke the words, “Very well” to him, after which he said, “Very
well. Very well. Very well. Very well,” to me, as he stomped around in circles.

• After a VA police officer harassed me, then removed his nameplate, I became
outraged at him. I queried his name on multiple occasions, and each time he spoke
the same lie, “I already told you.” He repeatedly spoke this lie with expression, and
inflection, that was clearly intended to further outrage me. In fact, on several
occasions, this VA shitbag actually laughed while he was lying to me.

This is discrimination.

13. VA police detectives harass, mock, and lie to mentally ill veterans.

See the HARASSMENT section in this letter, and enclosure (2).

Here are two examples of VA police detective Kidd mocking me for being mentally ill:

• Life is hard, but it’s harder if you’re stupid.

This was in Kidd’s first email to me.

• How goes the battle?

Kidd was either referring to my battle with mental illness, or to my battle with him. Either
way, Kidd is mocking me.

After reviewing enclosure (2), I believe that you’ll agree: VA police deputy Brown is as
much of a corrupt VA shitbag as is VA police detective Kidd.

15. VA leaders lie about mentally ill veterans to the U.S. Congress.

See page 9 of enclosure (2).

Oops. Dannenberg probably lies to everyone everywhere about everything. This isn't
discrimination. My bad.

REQUEST FOR ACTION

I was harassed by a VA police officer. Harassment is a crime, right?

1. I request that the DOJ investigate my claim that I was harassed by a VA police
officer while waiting for emergency medical care at the Tibor Rubin VA Medical
Center on 03 January 2017.

I was later harassed by the same VA police officer. Harassment is a crime, right?

2. I request that the DOJ investigate my claim that I was harassed by a VA police
officer while crossing the street in front of the VA police station on 09 January 2017.

I was harassed by a VA police detective. Harassment is a crime, right?

3. I request that the DOJ investigate my claim that, on multiple occasions, VA police
detective Kidd made electronic contacts with me with the intent to harass me.

My girlfriend was harassed by a VA police detective. Harassment is a crime, right?

4. I request that the DOJ investigate my claim that VA police detective Kidd made an
electronic contact with my girlfriend with the intent to harass both my girlfriend, and
me.

RECOMMENDATIONS

I believe that both of Kidd’s threats to charge me with a crime were not only unfounded,
and retaliatory, but evidence of corruption.

1. I recommend that the DOJ investigate this.

Do any of Kidd’s or Brown’s actions qualify as obstruction of justice?

2. I recommend that the DOJ investigate this.

I strongly suspect that Bradley Bender, the VA chief of staff at the Malcom Randall VA
Medical Center, lied to the American media when he stated that his VA psychiatric ward
showers had been fixed.

3. I recommend that the DOJ coordinate with the VA whoever you need to to verify that
the VA psychiatric ward showers have been fixed. If they haven’t, then mentally ill
patients in the VA psychiatric ward at the Malcom Randall VA Medical Center are still
being DISCRIMINATED AGAINST EVERY MORNING.

I suspect that VA leaders at the Malcom Randall VA Medical Center have been too
cowardly to take action against the VA employee in their VA psychiatric ward who
blatantly steals from American taxpayers every time she comes to work.

4. I recommend that the DOJ coordinate with the VA, whoever you need to to ensure
that the VA employee assigned to the VA psychiatric ward who has refused to work
for years is terminated. I also recommend that her supervisor be terminated. This
may fall under the jurisdiction of the GAO.

FINAL REQUEST

I’m a whistle-blower, and an American citizen. I request that you respond to this letter
via email at your earliest opportunity, and answer this question: Do I qualify for
reasonable protection from Kidd, and his operatives in Nevada?

Kidd knows where I live, and John Wayne is dead.

Do you think I’m delusional?

I've been battling the VA on two fronts for two years. The VA is corrupt, and they don’t
fight fair. I don't want this war; I’ve never wanted this war.

I want to go home to my mother.

Please end this war. I believe that you have the power to do that.

I believe that I deserve it.

As a Navy officer, I worked alongside some amazing people. I was honored to be

around them.

I admired them, and I learned from them.

As a manager in the Navy’s nuclear training program, I worked alongside some

amazing people. I was honored to be around them.

I talked about integrity.

And, everyone listened.

They didn't know that I was bipolar.
