Republic of the Philippines DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS OFFICE OF THE SECRETARY Bonifacio Drive, Port Area, Manila INVITATION FOR BIDS October 11, 2019 METRO MANILA PRIORITY BRIDGES SEISMIC IMPROVEMENT PROJECT (MMPBSIP) JICA Loan Agreement No. PH-P260/PH-P272 CONTRACT ID NO. 20200001 1. The Government of the Republic of the Philippines (GRP) has received a Loan on August 25, 2015 and is to receive a supplemental Loan in October 2019 from Japan Intemational Cooperation Agency (JICA) towards the cost of the Metro Manila Priority Bridges Seismic Improvement Project (MMPBSIP). It is intended to apply a portion of the proceeds of this Loan to eligible payments for which this Invitation for Bids is issued. 2. The Department of Public Works and Highways (DPWH) hereinafter referred to as "The Employer’, invites eligible bidders to apply for qualification and bids for: Name of Project: Metro Manila Priority Bridges Seismic Improvement Project (MMPBSIP) Project Description: The project comprises the following components: (@) Replacement of Lambingan Bridge with vertical geometry improvement at both sides of the approach roads and, (b) Replacement of the outer bridges and replacement of substructure including the foundations of the inner bridge of Guadalupe Bridge. Major Scope of Works: Lambingan Bridge Temporary works staging area and sliding mechanism Item Removal of existing bridge Item Traffic management Item Fabricate and erect structural steel bridge 1400 tons Ground treatment by deep soil mixing 1900 cubic meters i Reinforced concrete in abutments and 3200 cubic meters retaining wall Guadalupe Bridge Temporary staging areas Item Detour Bridges (Upstream & Downstream) Item Traffic management Item ‘Temporary cofferdams for pier foundations Item and as bridge supports and shoring Steel pipe piles and steel sheet pipe piles 3000 linear meters (including temporary works) Steel pipe piles (low headroom) 2500 linear meters (including temporary works) Reinforced concrete in foundations/ 9300 cubic meters abutments Fabricate and erect structural steel bridge 900 tons 3. A complete set of Bidding Documents may be purchased by interested Applicant(s) starting October 14, 2019 at the Procurement Service (Pr3), Room 503, 5* Floor, DPWH Central Office, Bonifacio Drive, Port Area, Manila, Philippines upon submission of a written application and upon payment of a non-refundable fee PhP 75,000.00 or its equivalent in US Dollar or Japanese Yen. 6. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the DPWH, provided that Contractors/Bidders shall pay the non-refundable fee of the Bidding Documents not later than the submission of their bids. 7. The schedule of Site Visit/Inspection and Pre-Bid Conference will be on October 22, 2019 and October 29, 2019 at 9 AM, respectively. 8. The sealed envelopes No. 1. Technical Submission and No. 2. Financial Proposal together with all supporting documents etc. should be submitted simultaneously and delivered to the address below by December 10, 2019 at 10 AM and must be accompanied by Bid Security in the amount of PhP 100,000,000.00 or its equivalent in US Dollar or Japanese Yen. The only acceptable form of Bid Security are Cash, Cashiers or Certified Check, Bank Draft/Guarantee or Irrevocable Letter of Credit or a combination thereof. The Technical Submission will be opened in the presence of Bidder’s representatives who choose to attend immediately after the time for ‘submission, 9. ‘The DPWH reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to Contract Award, without thereby incurring any liability to the affected bidder or bidders. 10.
