Acknowleddements
The authors of the First edition This Second edition of Common Arrangement o f Work Sections for Building Works
clearly relies heavily on the pioneering work on the First edition, published i n 1987.
The principles established in the First edition remain unaltered. Apart from changes
necessitated by developments in technology and practice there have been relatively
few changes i n the detailed content. Bearing in mind the radical and entirely new nature
of the First edition this indicates the thoroughness of the work which went into it.
The authors of NBS, NES and SMM7 The changes t o the First edition have, in the main, come from its use i n practice. The
majority of such usage has been via the National Building Specification, the National
Engineering Specification and the Seventh edition of the Standard Method of
Measurement of Building Works. The authors of these conventions have played an
important role in collecting feedback from practitioners, and i n making constructive
suggestions for change. They are too numerous to list here, but we are indebted to all
of them.
The whole project t o review the Common Arrangement has been led and coordinated
by Tony Allott and John Cann, for NBS Services.
The Construction Project Information The work has been commissioned and coordinated by the Construction Project
Committee Information Committee, the membership of which, at the time of publication, is:
Tony Allott BArch, FRIBA is Chief Executive of RlBA Companies, was previously
Managing Director of NBS Services and has been centrally involved in the development
of NBS since its inception. He was one of the lead consultants for the First edition of
CAWS.
John Cann M A PGDip has worked for NBS Services since 1994, where he has been
involved in the international standardisation of classification of construction
information and the development of electronic systems. He made a major contribution
to the Uniclass scheme, published in 1997.
Introduction
The detailed work section definitions form the largest and most
important part of this document. Different titles often mean different
things in different industry documents and to different groups of
people. The detailed definitions are provided in order to reduce
needless variations and conflicts between documents and even within
the same document. In practice this means concentrating on the
boundaries t o ensure that gaps and overlaps between sections are
eliminated.

2. The main advantages The main advantages which accrue from the use of CAWS are:

3. Work sections ’as found‘ CAWS includes about 360 work sections. They are derived from close
observation of current practice, following the pattern of sub-
contracting in the industry. The primary factors which influence and
define these work groupings are:
- Responsibility for design and performance.
- Methods of working, related to sub-contract practice.
These, and a number of secondary factors, are discussed further in
Appendix 1.
The 360 sections vary widely in their scope and nature, reflecting the

large range of building materials, products, systems, specialists and

sub-contractors which now exist. A large number of the sections have
titles of an ’elemental’ or ‘systems’ character, e.g. ’Raised access
floors‘, ‘Dual duct air conditioning’. But many of the CAWS work
section titles are based mainly on materials and their associated skills, I
classification.
4. The main principles Work sections are the chapters of specifications and bills of quantities
which reflect types of construction activity. Associated with this is the
notion of adding skill, knowledge, and the use of specialised tools t o
the basic resources of products and labour. Following from this is the
notion of trades and specialist sub-contractors who accept
responsibility for the adequacy and performance of their work. These
ideas are fundamental t o the concept of the work section as a useful
division of the work for purposes of procurement.
The bricklayer’s skill is thus related to the resources being used (input)
and the parts of the building being constructed (output).

5. Work sections: a dual It follows that 'work section' is a dual concept, involving the resources
concept being used and also the parts of the work being constructed, including
their essential functions. The category is usually influenced and
characterised by both input and output.
This 'duality' has emerged from defining and naming work sections
according to the working practice in the industry. Some of the
proposed sections have 'parts of building' titles and some 'materials'
titles, but most lie in the middle ground, a significant proportion
having clear 'two part' titles, e.g.:

6. High level groupings CAWS is set out in three levels, the third and lowest of these being the
'work sections'. Levels 1 and 2 in the arrangement are not work
sections so much as headings under which the actual work sections
are grouped. To reinforce the distinction between the work sections
and the high level groupings the three levels have been given the
following titles:
7. Section titles In many cases it has proved impossible to find titles which are brief,
familiar and which accurately represent the scope and nature of the
work sections. Compromise has been unavoidable, with the result
that some of the titles are less than fully descriptive of their content.
Reference should therefore be made t o the work section definitions.
In the interests of brevity the word 'work' has been omitted, but it
should be assumed t o apply throughout all three levels of the
arrangement.
8. Use of the Arrangement The 'narrow scope' approach adopted in CAWS has resulted in a large
number of work sections compared with former practice. However
when applied t o individual projects, it will be found that only 10-30%
of the sections will apply.

1. Responsibility for design and This factor is of paramount importance, particularly in mechanical and
performance electrical services. In any one project there can be many different
services systems, each with its own plant, distribution, terminals and
controls. Development of the detailed design of such systems is
usually done by the sub-contractor(s), specification being at least
partly in terms of performance. Each of the systems is normally
considered as an operational entity and in the process of testing and
commissioning has to perform on its own account in accordance with
the design parameters set down. It is also convenient to identify each
system as a separate package of work as it may well be in its own
geographical location and have its own particular specification
requirements. In general both designers and installers see this as a
natural division of building services work.

2. Methods of working, related This is the most important factor for most types of building fabric
to sub-contract practice work. It is related to materials and products, their shape, size and
working properties. Methods of working are the basis of operative
skills and hence the main origin of trades and specialist sub-contract
packages.
Many of the sections will usually coincide with the scope of sub-
contracts. However there are many other examples where two, three
or more sections may, in different circumstances, be added together
to form one sub-contract. The smaller the project, the greater the
tendency t o add sections together, in order t o avoid an uneconomic
proliferation of sub-contractors.
3. Locational grouping This factor applies where different kinds of work occur in particular

4. Limiting the repetition of Repetition of information, particularly bulky specification text, can be
information inconvenient t o both producers and users. It can often be avoided by
creating 'reference specification' sections, e.g. 'Pipelines', t o be read
in conjunction with the specification clauses for pipelines in various
'system' sections. Other examples are 'Mortar' and 'Sealants'. The
'reference' specification sections can be thought of as in lieu of
suitable British Standards.
5. Separation of design In some cases repetition can be a good thing. For example the
alternatives different types of slating and tiling have similar workmanship
requirements but with significant differences. In NBS each type of
slating and tiling is a separate section with a considerable amount of
repetition. Because it is usual t o find only one type of slating or tiling
in a project, the repetition hardly ever occurs in project documents.
The advantage is that the specification variants can be dealt with more
easily.
This factor is important in the building services field where there are
different types of system which serve the same purpose, e.g. heat
sources, piped heating systems, air conditioning systems. Whilst this
factor will have little effect on project documents it will be an
invaluable feature of libraries of specification clauses.

6. Accessories and sundry In most cases accessories and sundry items are an intrinsic and
items inseparable part of the work sections and can be grouped accordingly.
One variant on this is the treatment of accessories which are common
t o ‘complementary’ work sections which are often used together. For
example:
Lintels, dpcs, wall ties, cavity bats, etc. common t o brick/block
walling, natural stone ashlar walling, cast stone walling, etc.
0 Kerbs, edgings, channels, etc. common t o macadam, interlocking
block, paving slab, etc. roads, paths and pavings.

overall benefit. It has t o be recognised that a common arrangement
which works perfectly from all points of view is often not possible.
Application to particular Finally, it is necessary t o bear in mind that work sections need t o
projects function at many different levels. The CAWS sections are defined in
considerable detail, and are used t o organise the content of industry
source documents such as SMM7, NBS and NES. When used on
particular projects the range of things covered by the sections is
normally less than the CAWS definitions and, particularly on small
projects, the content of some sections will be very small.
