Block Development Officer as Addl. B.D.0- ‘cum-Accounts Officer vide 0.0. No.24724/PR., dt.12.6.08. In order to make the Addl, B.D.0.-Cum-Accounts Officer more effective and accountable In respect of day-to-day administration of the Block Officer, following administrative and financial functions are entrusted to them for better utilation oftheir services. Administrative Functions (D_. The Addl, 8.0.0.-Cum-Accounts Officer shall exercise the powers and Block Officers when the 6.0.0, remains absent due to transfer, leave or any other reason. (@) He shall work under the administrative control of the 6.0.0. and assist the B.D.0, in supervision of all the Weare Schemes tke NREGA, SGSY, BRGF, Gopabandhu Gramina Yojana etc. and ensure monkoring and follow up arrangement in respect antkpoverty programmes in Block. (Wi) He shal conduct one half-yearly inspection of Block Office and annual apes of tha werk of os rary Vi os tbe, acted by te BDO. In conducting regular Staff Meeting to monitor activties. and progress of Extension Officers/VLWs and conduct the Staff Meeting on specified dates in absence of the BDO. (i) He wil be responsible for dally maintenance of Cash Sook and ‘Accounts . However monthly cash verification would be done by the 8DO and ABDO jointly. (i) All the files/case records relating to accounts shall be passed through ‘ABDO-Cum-Accounts Officer and be shall submit utiization certificates and compile audit reports subject to over all contro! end supervision of the Block Development Officer. R For proper implementation of Mahatma Gandhi National Rural Employment q Scheme (MGNREGS) in Orissa, the Additional Programme Officers engaged in the Block on contractual basis are assigned with following jobs. 1. They will assisv/render all assistance to Programme Officer to discharge tion 15 of MGNREGA, 2005. 2. ‘They will function under the direction, control and supervision of the their duties as pe Programme officer. 3. They will assist GP/PS for preparation of Labour Budget and shelf of projects 4. They will assist the Programme Officer to consolidate labour budget and shelf of projects for the Block prepared by the Gram Panchayats and the proposals received from Panchayat Samiti. 5. They will ensure that job cards are issued to the registered households by the Gram Panchayats within 15 days of registration. 6. They will ensure that works are allotted to the job seekers within 15 days from the date of application for work. 7. They will ensure that payment of wages to the labourers employed under the scheme within the Block are made within 15 days through their Bank/Post Office Accounts 8. ‘They will supervise and monitor the projects taken up by the Gram Panchayats, Panchayat Samiti and other implementing agencies under MGNREGS within the Block. : 9. ‘They will visit at least 16 days of a month to all GPs and check their Case Records, Cash Book, Pass Book, Voucher etc. and submit report to Block und DRDA. 10.They will verify Muster Roll entry, job card entry and Bank/Post oftice Pass Book, 11.They should impart training to GRS/VLWs for their capacity building. » © 12.They should frequently imeract with PRI Members for successful implementation of the Scheme. +73. They should cheek alert message in NREGA wei-site and cometvve steps be taken immediately. +714.They will check the records/registers as prescribed under MGNREGS at the GP level and Block level and ensure maintenance of those records/registers. 1S. They will deal promptly with all compliance/yrievanees that may arise under the scheme within the Block area. The Grievance Cell o! MGNREGS will be looked by them. 17-They will supply any information sought for under RFI Act 18.They will make weekly review of performance of GRS/VLW abou: registration, issue of job card, providing work to the households demanded for work, unemployment allowance, expenditure and ets. «19. They will review the performance of all GRS within the Eslock und will submit their performance appraisal report to the BDO-cum-Prograran. Officer for their further continuance in the post. 20.They will collect utilisation certificate on funds from GPs. wt ‘They will ensure on-line entry of all data relating to the scheme and | 22.They will check 50% of works and the quality of work of GP/Blocl/Line Departments in the field. 473. They will deal all the files except accounts under MGNREGS ano endorse to the 8D0-cum-Programme Officer, +724. They will maintain guard file of MGNREGS 25.They will discharge any other works allowed by Prognanrn Officer/DRDA/ State Govt. Irom time to time.
