1.3 Suitability Status

Global Maritime (GM) have found the ‘MEO Monarch 2’ not


suitable for the intended role due to the non-conformances
identified in section 1.5. Following satisfactory close-out of the
non-conformances, GM will find the vessel suitable for the
proposed work subject to the vessel's design and operational
limitations.

1.4 Findings
1.4.1 GM present their inspection findings as non-conformances and recommendations.
In this regard, GM considers that non-conformances must be addressed prior to
the vessel working on the Towing cargo barge.
1.4.2 Recommendations are given for information only for our Clients and vessel
owners. GM believes that addressing the recommendations will provide a positive
improvement in safety and/or vessel operations.
1.4.3 Below are a list of the non-conformances and recommendations raised following
the inspection. Any observations made during the inspection process are noted in
order to provide further information regarding the vessel status.

2. DEFINITIONS

2.1.1 The vessel's description, weights, measurements, capacities, status of certificates


and report contents noted herein are as abstracted from plans and documents
presented/made available or otherwise informed at the time of the survey onboard
by the operating staff at time of inspection only.
2.1.2 It is to be clearly understood that the conditions and /or states of items reported
upon herein below, are strictly the opinions of the report authors and that those
opinions fairly reflect the findings made during the course of the survey. All
statements of condition are made in comparison with new condition.
2.1.3 The following are used to clearly describe items inspected as being "Good", "Fair",
"Poor" or "Unsatisfactory" condition:
Good: Unimpaired condition without significant wear or deviation
from original strength and operating efficiency. No
maintenance or repair required.
Fair: Condition with wear and tear and other deficiencies of minor
nature not requiring correction or repair.
Poor: Condition in which the adequacy of strength and/or
operational efficiency is marginally below acceptable limits,
or is in doubt. Remedial action is required.
Unsatisfactory: Condition of undoubtedly inadequate strength or operational
efficiency. Immediate extensive repair or renewal required to
reinstate serviceability.
2.1.4 The following terms are used to describe the acceptability or operational status of
a given element/item/question in relation to function, acceptability against an
intended standard or procedural compliance:
Satisfactory: Fully acceptable for the intended purpose, compliant with an
intended standard or expectation, unimpaired status without
deviation from its original purpose or function; fully
operational status and fit for the intended purpose without
need for remedial action.
Unsatisfactory: Status not fit for the intended purpose or in a non-
operational/functional status, non-compliant with an intended
standard or expectation. Immediate remedial action required
to reinstate to an acceptable standard or fully-functional status
based upon original and intended purpose.
