FACTS CONSTITUTING REASONABLE CAUSE, NARRATIVE: The Arkansas State Police eecived information from the Independence County Sherif’ office regarding a complaint against Arkansas State Police Corporal Mark Holland. The complaint indicated Skyler Galloway had received a leer via United States Postal Serve. The letter was post marked November 30, 2019, The letter had a return address were Galloway previously resided. The author of the lete stated that they bad strong feelings for Galloway and that they were willing to spend money for pictures of Galloway. The author of the letter requested that Galloway reply to the email addresses “thrllseeher8S@protonmailcom™ of “realdeal305S(@protonmail.com.” During an interview with Galloway, she indicated that she had received numerous anonymous emails from the email addressed mentioned above. Galloway provided copies of approximately ewenty-three emails that she had received since April 2019. She stated that she had been receiving the emails since March 2016. The author of the emails stated that they wanted to preform sexual acts with Galloway and wanted to pay Galloway for nude photos of herself. Some of the emails contain sexual related requests. In one email in particular. the author says that "if | have to come over there, PIl take my own pics. I'm yoing to get what I want.” When Galloway was asked why she believed it was Holland that sent the leter and email, she says that Holland sent had previously sent her @ message fon Instagram stating “damn girl, you sure fost all chat baby weight.” She also stated that she believed it was Holland because due to Holland being in law enforcement, he could acoxss her information. Galloway was previously ‘employed ata gas station that was owned by Holland’s family. She stated the email began approximately one month afler she stopped working at the gas station. Galloway stated that her lifestyle has changed due to the harassment She said that it has caused her fo fear for her and her family’s fife During a post-Miranda interview, Holland was presented with some of the emails that Galloway received. He siated that he sent the emails and the letter to Galloway. He ‘old me that he sent approximately fifty email over a three-year period. Holland was able 10 locate Galloway"s email fiom Facebook. Holland says he mailed the Teter after ‘Thanksgiving and that he was able to located her address by accessing the Arkansas Crime Information Center/National Crime Information Center (ACIC/NCIC). Holland told me the he accessed the ACICNCIC system multiple times to obtain information about Galloway. The email also stated “you are going to scream and moan, but you probably won"t really like i” Holland stated he was infatuated with Galloway and the he fantasized about her. Holland told me that he also sent emails 10 Galloway's husband expressing his infatuation with Galloway. He stated that he was irritated that Galloway did not respond to his emails Holland informed me that he recalled receiving an email form Galloway advising him (0 stop contacting, her. He stated that he ignored her and continued to do so, Holland told me that he used the email addresses “realdeal308S@protonmail com”, “thrillseeker85@protonmail com” and “[email protected]”, When asked why he use protonmail, Holland says it is an encryption email service and he did not want to get caught because it would be very embarrassing.
