Chapter 1

The Problem and Its Background

Everyone is institutionalized by law to participate in the development and

implementation of solid waste management. For the betterment of the environment and to ensure

the health of the public, RA 9003 was enacted to achieve the awareness and practices of the

public in solid waste management. It is a known fact which the law states that a school has a role

to disseminate the solid waste management act among the students. Hygiene where students

where once taught sanitation of the environment has been replaced with health education,

providing little or no opportunities through which students can be taught or learn the act of solid

waste management and sanitation. Students nowadays sometimes don’t apply the principle of

solid waste management that causes bottles, plastic wrappers and other garbage to scatter around

the university. It is a must to students to have the awareness in order to eradicate the effects of

disobedience in ecological solid waste management.

Students nowadays will be our next generation. So their knowledge is very crucial and

vital for it will be passed to the next generation. Their awareness and practices will help not only

today’s generation, but also the future earth as a whole. “Earth” because these promote better

environment free from waste materials, particularly solid wastes, as well as the bad effects of

misconduct like pollution. The Earth is the only planet where we can live so we must take care of

it at our best. Starting at the students may mean starting to nurture the youth. And we all know

that many philosophers already said that they are the hope of our fatherland. Thus, information

must be delivered to them clearly and encourage them to apply it in their daily living.

Van Niekerk (2014) stated that since school students are seen to be one of the key agents

of change to work towards a more sustainable future, they should be engaged as young as

possible and given a quality array of continuous learning to make them aware on environmental

problems such as poor waste management. The study promotes environmental awareness and a

pro-environmental attitude on young ones because they believe that young ones are of great help

towards a sustainable future. Sadly, students nowadays lost their sense of responsibilities, trash

are everywhere, bottles and papers scrambled in the aisle or veranda. Rooms are filled with trash;

it seems that students don’t care of their surroundings.

In the study presented by Samantha Boh (2016) shows that vendors should train the

schools' staff, students and canteen stallholders to separate compostable food waste from trash-

like tissue paper-that goes into the landfill. Students should not depend on the canteen keepers on

throwing their trash, a simple responsibility of throwing a can or plastic rappers on a right place

are not a big thing to do. School also needs to supervise student in disposal of waste. In school,

some teachers required students to pick up trash before proceeding to lecture it is a good example

of a simple reminder to students to keep a class room clean.

According to Man Tanchuling et al (2016), majority of the students said that their

decision to segregate will be affected by the trash bin design, thus, providing properly designed

trash bins that may aid in more efficient solid waste management in university can be a good

investment. However, it will only be effective with proper implementation and monitoring and

with the compliance of students and staff who care to contribute to attaining a clean and green up.

In this study, trash bins design is not the main reason of the students to be more efficient on the

proper solid waste management in the university. Each student must possess self-disciplined and

they must be aware on maintaining the cleanliness and orderliness of the surroundings. Trash

bins in our school department are along the aisle of the building, trash bin are not properly labeled

with biodegradable and non-biodegradable and recycled materials.

According to Christian Paul P. De la Cruz (2016), environmental education is essential,

with emphasis on issues regarding solid waste management, should be included in the basic

curriculum or certain course works of college students, to expand their knowledge and attitude

towards improved practices on solid waste management. There’s this scenario in the College of

Business, Entrepreneurship and Accountancy wherein student are grouped to pick up bottles, this

is called "bottle drive" this is seen before intramurals or college days. I hope schools should

imply a bottle drive day not once a semester but once a week to free the school from tons of trash.

Solid wastes have become recurring features in our environment. It is no longer in doubt

that our environment is in undated with the challenges of improperly managed solid wastes. The

poor state of waste management in the country is caused by inadequate facilities, poor funding,

and poor implementation of policies as well as wrong lifestyle. Separating, reducing, reusing,

recycling and composting are good options for managing school waste in which every student

should be aware of. They must have knowledge as well as to find ways to get rid of school waste

with the least negative effects on the environment. “Knowledge is power,” Francis Bacon once

said. So in order to solve this huge problem, we must first plant the seed of knowledge to every

student in order for it to grow. This will be the start for them to realize and apply what they learn

in their everyday lives.

Statement of the Problem

This study aims to determine the level of awareness and practices of Financial

Management students on ecological solid waste management or RA 9003.

Specifically, this answers the following questions:

awareness of respondents on ecological solid waste management?

Hypotheses

This study states the following hypotheses:

a. There is no significant relationship between the profile of the respondents and the level of

their awareness on Ecological Solid Waste Management.

b. There is no significant relationship between the management practices and level of awareness

of respondents on ecological solid waste management.

Conceptual Framework

The study uses the paradigm showing the input, process and output of the study in order

to establish the relationship among the variables selected for the study. The input includes the

profile, awareness and practices of the respondents. The process involves the correlation of their

awareness to their profile and to their practices while the output is the assessed awareness and

practices of the respondents.

Significance of the Study

The result of the study would be of great benefit to the following:

Community. This study will encourage the community to take responsibility of their own solid

waste and properly segregating biodegradable, non-biodegradable from recyclable materials in

order to ensure the protection of public health and environment.

Schools. The given data will be a guide to the faculty on how to implement or educate students

towards solid waste management. Student awareness is significant to students because at the

young age proper practices on waste management will be carried out as they get older for a better

environment not only in schools but also in the community.

Government. The given data will as well guide the government in order to implement or

intensify programs most specially the Local Government Unit (LGU) supporting the ecological

solid waste management.

Students. This study would help them know the ways on how to practice solid waste

management inside the school premises and later transferred to the community and family

members.

The Reader. This study would help the readers to have a deeper understanding of the programs

facilitated by school towards solid waste management that could enhance the sense of

responsibility of the students.

Researcher. This study would help the researcher to know if the implementation and practices of

solid waste management can help to the betterment of the school. This study will give the

researcher more knowledge on how we could help community in preserving our environment by

being a role model to everyone in terms of proper solid waste management.

Future Researchers. The result of the study would benefit the future researchers most especially

those who would focus on solid waste management studies. The study will serve as eye opener to

the importance of proper waste management. Furthermore, result of this study can serve as the

basis in strengthening the effective implementation of the RA 9003.

Scope and Delimitation

This study will focus on the awareness of students in relation to solid waste management.

The respondents of the study should only comprise of Financial Management students of

Cagayan State University-Andrews Campus for the School Year 2018-2019.

Definition of Terms

For clearer understanding of this study, the following terms were defined conceptually

and operationally.

Ecological Solid Waste Management or R.A. 9003 - it is a generally set of rules of solid waste

management being implemented and complied by the Financial Management students of CSU

Andrews Campus.

Waste - is anything that scattered trash either be biodegradable, non-biodegradable and recycled

materials inside the premises of the campus.

Waste Management - simply the responsibility of collecting trash and throwing it on right places.

Segregation - the identification and separation of biodegradable, non-biodegradable and recycled

materials put in different containers.

Trash bins - it is the container used for biodegradable, non-biodegradable and recyclable wastes.

Implementation - it is an order given by the administration on solid waste management in which

the students must comply.

Awareness – the state of being familiar to ecological solid waste management.

Ecological – the relationships between the group of living things and their environment.

College of Business, Entrepreneurship and Accountancy (CBEA) - it is an educational

department wherein the researcher focuses.

Chapter 2

Review of Related Literature and Studies

This chapter contains the foreign and local literatures as well as the foreign and local

studies related to Ecological Solid Waste Management or RA 9003. It is no longer in doubt that

our environment is inundated with the challenges of unclear solid wastes. This chapter aims to

have an overview on how students or people comply with solid waste management in school

canteens and in communities.

Related Literature

FOREIGN LITERATURE

Samantha Boh (2016), As part of the project, the vendor will train the schools' staff,

students and canteen stallholders to separate compostable food waste from trash - like tissue

paper- that goes into the landfill. From there, the word is expected to spread - schools often hold

talks to encourage students not to waste food, and work with neighboring schools and community

partners.

Erica Reeve (2018), A lack of human and financial resources for implementation,

planning and policy enforcement limited the impact of the policy on the healthiness of school

food provision. Ambiguity in policy wording aloud a wide interpretation of the foods eligible to

be provided in school and led to difficulties ineffective monitoring and enforcement. Policy

makers should ensure policy language clearly and unequivocally promotes healthier foods and

beverage options.

Environmental Management Agency (2015), Schools which are interested in undertaking

waste prevention activities can do so by reducing or eliminating material from entering the waste

stream. They are encouraged to reduce waste at the source because this prevents the generation of

waste in the first place, so it is a preferred method of waste management and goes a long way

towards protecting the environment. Reduce the amount of food leftovers that is thrown away by

taking only as much food as you can consume. Compost food scraps to use as a soil amendment

on school grounds and gardens.

Nirmala Komandai (2017), Food waste comprises all waste at the back of the house,

including that from overproduction, expiration, spoilage, overcooked items, contaminated items

and dropped items. It is an important renewable energy resource and most commonly transported

to landfills for composting. The best way to start reducing food waste is not to create it in the first

place. This is also called source reduction. School canteens can minimize disposal and

procurement costs by implementing simple waste prevention procedures.

Switchasia (2017), Soon after the project interventions, Mr. Gurung became fully aware

of the magnitude of proper waste disposal, and its health and environment benefits. "Information

on waste segregation at source and proper waste disposal mechanisms was an eye opener that

resulted in behaviour change. After rigorous brainstorming, we designed innovative, cost-

effective and sustainable segregation bins using sacks",

Hanson et al (2016), Taking track of the uncertainty of FW estimations is advisable since

Siti Fatimah Che Osmi1 (2013), The privatization of solid waste management is applied

to control and manage the waste collection and disposal to proper and legal sanitary landfill. The

concessionaire also responsible to supply communal bins for public use, manage waste collection

along with schedule, used the cost effective and efficient solid waste management system and

promote educating the public for proper handling and waste storage.

Jenna R. Jambeck (2015), Plastic debris in the marine environment is widely

documented, but the quantity of plastic entering the ocean from waste generated on land is

unknown. By linking worldwide data on solid waste, population density, and economic status, we

estimated the mass of land-based plastic waste entering the ocean. We calculate that 275 million

metric tons (MT) of plastic waste was generated in 192 coastal countries in 2010, with 4.8 to 12.7

million MT entering the ocean. Population size and the quality of waste management systems

largely determine which countries contribute the greatest mass of uncaptured waste available to

become plastic marine debris. Without waste management infrastructure improvements, the

cumulative quantity of plastic waste available to enter the ocean from land is predicted to increase

by an order of magnitude by 2025.

Yiing Chiee Moh, Latifah Abd Manaf (2017). The mentality towards cleanliness, the

sense of responsibility towards properly managing waste, as well as public concerns on the

implications of not separating waste for recycling are critically lacking. Besides widespread of

open dumping and illegal dumping, landfill sites in Malaysia are in dire state while source

separation for recycling remain minimal despite the dominance of recyclable materials in the

waste composition. The historical discussion on the solid waste management policy and plan

strategies assesses Malaysian solid waste management needs to set realistic perspective for solid

waste management particularly in source separation and recycling. Transformation of primitive

solid waste management policy and plan strategies resulted to major changes in the system and

rigorous implementation of mandatory source separation through Act 672.

Gengyuan Liu (2017), Waste management is a specific practice aimed at reducing the

effects of waste materials on the environment and increasing material and energy recovery. The

Beijing Municipal Solid Waste Collection and Treatment System has been slow to adopt new

technologies capable to enable better treatment results. The aim of the present ecological-

economic evaluation of different treatment technologies is to achieve the maximum practical

benefits from investments and to ensure the minimum environmental impacts of waste flows

based on variable source-separated collection and transportation rates.

Ogbiten B. Ogbemi, et al (2017), The challenge of urban solid waste management also

depnds on the literacy levels of the citizens. For example, of the 1062 people arrested for various

sanitation offences between August 2005 and March 2006 in Sapele, in Sapele local Government

Area of Delta State, 40 percent were illiterate (do not have primary school leaving Certificate)

(Rim- Rukeh and Ogbemi 2006). The claimed that they are not aware of any government policy

and legislation on environmental issues and blamed government for failing to reach out to

everyone. Communication has a major role to play.

Vaibhav Srivastava (2015), Management of municipal solid waste is a global problem

and is faced by all developing countries. The rapid pace of increase in population, economic

growth, urbanization and industrialization is coupled with accelerated solid waste generation.

In most of the developing countries wastes are either scattered in urban centers or disposed off

unplanned in low lying areas or open dumps. The lack of infrastructure for collection,

transportation, treatment and disposal of solid waste, proper solid waste management planning,

insufficient financial resources, technical expertise and public attitude have made the situation

exasperating due to which several environmental and health related problems are increasing.

Though, there are many negative issues related to solid waste, it also provides many

opportunities that not only mitigates its negative impact but also helps in meeting the demand

for energy and employment generation as well as in soil health improvement.

G. Ghiani and D. Lagana' (2014), Solid waste management (SWM) is an increasingly

complex task, absorbing a huge amount of resources and having a major environmental impact.

Computerized systems based on operations research techniques can help decision makers to

achieve remarkable cost savings as well as to improve waste recovery. Nevertheless, the literature

is quite scattered and disorganized. The objective of this paper is to present an updated survey of

the most relevant operations research literature on SWM, mainly focusing on strategic and

tactical issues. In addition to providing an extensive bibliographic coverage, we describe the

relationships between the various problems, and outline future research.

Ann M. Simmons (2016). The threat of waste to the environment, health and safety is

huge. And so are the financial and social ramifications, waste experts say.Pollution runs into

rivers and seeps into ground water. Flooding is caused by garbage clogging drains, and the

atmosphere can be poisoned by the toxic discharge from trash.

Asian Development Bank (2013). Managing solid waste is one of the major challenges in

urbanization. A survey conducted in all 58 municipalities of Nepal in 2012 found that the average

municipal solid waste generation was 317 grams per capita per day. This translates into 1,435

tons per day or 524,000 tons per year of municipal solid waste generation in Nepal. Many of

these technically and financially constrained municipalities are still practicing roadside waste

pickup from open piles and open dumping, creating major health risks.

Nassereldeen A Kabbashi et. al (2016).All countries have regulations and policies which

dictates how waste should be managed. Responsibilities especially in the areas of health,

environmental management and planning expected by law are well spelt out . One major

challenge of MSW in Africa is the creation of enough capacity not only limited to monetary terms

but also in technological and infrastructural advancement. This is required so as to drive at an

environmentally sound waste management wherein recovery and recycling of waste streams

across Africa will be achieved. There is need to have access to finance and technical knowledge

and this will go a long way in assisting the waste management municipalities who are most times

ill-equipped to deal with prompt collection and disposal of waste.

Joan Marc Simon(2014). It might look like a contradiction but in Denmark the system is

set up in a way that the worst thing you can do is reduce the size of your waste bin. Why? Well,

every city in Denmark has its own incinerator and they are mostly publicly owned. This means

that the citizens are actually the owners of the burners and hence if less waste is sent for burning -

because it is being avoided, reused or recycled- the incinerator will function under full capacity,

lowering the efficiency to generate heat and power. Yet the incinerator has to meet the capital and

operating costs with less income which will result in an increase in the waste management fees.

I.e. the more waste you generate, the better for your pocket.

Jerry A. Nathanson(2015). Solid-waste management, the collecting, treating, and

disposing of solid material that is discarded because it has served its purpose or is no longer

useful. Improper disposal of municipal solid waste can create unsanitary conditions, and these

conditions in turn can lead to pollution of the environment and to outbreaks of vector-borne

disease—that is, diseases spread by rodents and insects. The tasks of solid-waste management

present complex technical challenges. They also pose a wide variety of administrative, economic,

and social problems that must be managed and solved.

Nicole Raz(2016). Throwing trash into a landfill is so cheap in Nevada that its posing a

challenge for the state to beef up more eco-friendly waste management programs.Its very, very

difficult to cost less money than digging a hole and throwing trash into it, We actually have to get

diversion, recycling and reuse going in the face of inexpensive landfilling.

Noah (2015).As part of Colombia's 2014-18 development plan, the government set out to

improve waste management processes and specifically defined new regional coverage schemes

that benefited 17 departments of the country.And while the measures are aimed at improving

solid waste management across Colombia, capital Bogotá could be considered the country's worst

offender in terms of poor waste management processes.

LOCAL LITERATURE

Architect Felino A. Palafox Jr., (2017), The times call for active measures to combat

climate change. People have again and again relayed the words: reuse, reduce, and recycle. I

would like to add―refuse. Refuse to add to the pollution, and refuse to commit unhealthy

practices.By allowing the stakeholders to be involved in such projects and programs, they do not

only become more aware of the need to maintain the cleanliness of their surroundings and protect

the environment, but they also learn to incorporate the proper practices of solid waste

management in their daily lives.

Bomie Laine S. Castillo (2017), Department of Education (DepEd)-Davao Region

released a memorandum, mandating all public schools to serve only healthy food in their school

canteens to promote healthy nutrition among the students. The observance of proper sanitation

has to be prioritize by the school administrations as the health of the studentmust be ensured

inside the premises of the schools.

Xavier University (2016), It is our goal to become a zero waste campus. In line with this

direction, the administration will continue to improve its operation and will further find ways and

means to properly manage our solid waste. Existing facilities on campus: Materials Recovery

Facility (MRF), Vermicomposting Facility,(soft) Plastic waste recycling.

Paula de Castro (2017), Strict segregation is practiced in St. Scholasticas Academy, where Sister

Delia Singian has helped in linking the Benedictine schools mission to the citys efforts in

pursuing Zero Waste. Trash bins for different kinds of waste are seen around campus. In the

cafeteria, there are no plastic straws and disposable utensils; students also separate their food

wastes. The schools Materials Recovery Facility is well maintained.

Stephanie Cabigao (2017), Waste management has been a great challenge, especially in

highly populated cities around the world. Nations have been creative now more than ever in

formulating and implementing environmental initiatives, policies, as well as programs on waste

disposal and management. The University of the Philippines, as the countrys national university,

is mandated to lead and benchmark new strategic programs which contribute to sustainable

environmental development. UP thus established Green UP, which aims to contribute policy

options across the system, including green building standards, energy audits, replacement of

equipment to improve energy efficiency, water and solid waste management, monitoring of

building maintenance standards, environmental management and other strategic initiatives in

relation to climate change, disaster risk reduction and sustainability.

Albert P. Aquino (2013), Human activities contribute significantly in waste management.

Recognizing the effects of improper management, garbage crisis can be prevented by practicing

waste characterization and segregation at source, proper collection and transfer, recycling, and

composting as mandated by the law.

Pia Ranada ( 2014), San Fernando City is being hailed by environmentalists as the only

city that has, so far, been able to follow the law to a tee. The law requires each barangay to have a

materials recovery facility (MRF) which is key to decentralizing waste management. An MRF is

a place where all the garbage generated by the barangay is sorted into recyclables, organic waste,

and non-recyclables or residual waste.

Oliver T. Baccay (2013), He said they required the city officials to establish their sanitary

landfill or at least a controlled dumpsite, put up a material recovery facility in very barangay and

to implement the waste segregation scheme. We advised them to implement the no segregation,

no collection of garbage policy wherein the garbage collectors will not collect wastes that are

segregated from the houses, Siador said. Siador also stated that problems on solid wastes do not

rest only on political will of local officials but more so with the culture of every individual.

Anthon Mark Jay Alguno Rivas (2013), As young environmentalists, I urge everyone to

examine their own school and let us report the solid waste management of our school and offer

suggestions and solutions to problems we shall discover in our investigation. Another point of

occurred), followed by nail (37.0%) and needles (11.1%). The common clinical symptoms

observed were recurrent bloat (34.8%), suspended rumination (17.4%), scanty feces (10.9%),

anorexia (8.7%), rough hair coat (6.5%) and distended abdomen (21.7%). Outcome of this

rumenotomy studies were significantly associated with relation to the quantities of foreign bodies

recovered. Out of 36 animals operated 24 were well recovered, 4 faced postoperative

complication and 8 died. Adult female animals were more affected than younger and male. The

present study revealed that inappropriate solid wastes disposed in the study area not only pollute

the environment but also have adverse effects on healthy ruminants. In conclusion, detection of

the foreign bodies in fore stomach suggested as health risk to ruminants. Therefore, appropriate

solid waste disposal system need to implement in the study area to prevent health risk of

practices on solid waste management in terms of disposal while the practices of the students in

solid waste management. However, MSUMSAT should conduct trainings and seminars regularly

about Solid Waste Management and allow the students as participants to provide them enough

information about it. The Coordinator of Solid Waste Management Program should lead

campaigns and give more information about proper practices in segregation, reducing and reusing

waste materials in order for the students to have a very good habit on these practices. The study

concessionaires that there will be proper sanitation in relation to food preparation and handling.

Moreover, good hygiene and safe water are also essential to ensure good health and safe eating of

the customers. Sanitation is very important in order to keep good health. In this study, that having

a proper sanitation in relation to food preparation and proper handling of food is essential to

ensure the health and safetiness of the customers upon eating the food.

Ma. Eleanor Fernandez (2018), People around the globe are hoping for the betterment of

this world. All of us wanted the cleanliness and orderliness of our environment where all the

living things are dependent. Solid waste is one of the biggest problems in today’s generation. It is

a by-product of human activities. In our environment that ruins little by little because of improper

disposal of solid wastes. Some people are unaware of the danger that might cause because of

negligence in disposing our wastes.

Maria Azucena B. Lubrica (2016). The findings implied that the residents varies in their

views on the waste segregation practices being mandated by the local government. The difference

may be attributed to the varied demographic characteristics of the respondents, in terms of civil

status, educational attainment, age, gross monthly income, sex and barangay where the

respondents resides.

Victoria E. Matunog and Anthony L. Awa (2013).The current status of solid wastes in the

area showed that huge amount of biodegradable wastes were generated by the households, Proper

segregation should be strictly implemented to facilitate proper treatment of wastes. Strict

compliance of the 3Rs (Reduce, Reuse and Recycle) is essential, and the "pay as you generate"

principle would make the public mentally and financially committed to the maintenance of a

clean and healthy environment.

Dana D. Lim (2014). The solid waste management practices of five barangays in Sogod

in conformity with the Ecological Solid Waste Management Act of 2001 were not practiced by

most of the selected respondents. A large number preferred direct dumping like burning and

throwing garbage in the backyard or to an available space without considering the proximity of

the well. Unfortunately, the people in the study are not aware of the effect of the malpracticed of

solid wastes disposed near water sources. They needed an information drive, proper education on

solid waste management, and there should be strict compliance.

Synthesis:

With these findings, the awareness of students therefore plays a very crucial role in

solving the problem regarding improper solid waste management. The lack of awareness leads to

devastating results as well as their lack of application in managing solid waste. But with proper

knowledge, continuous practice and proper implementation, the effect on the environment is

totally beneficial and can lead to the lesser expense in solving the existing problems caused by

improper solid waste management.

Chapter 3

Research Methodology

This chapter presents the research design, locale of the study, respondents of the study,

sampling technique, and data gathering tools, data gathering procedures and data analysis.

Research Design

This study will use the descriptive-correlational method. This method was use since the

main objective of the study is to determine the level of awareness of respondents on Ecological

Solid Waste Management and its relationship to their profile and their practices in managing solid

waste.

Locale of the Study

This study will focus on the awareness of students in relation to solid waste management.

It is further focused on the Financial Management students of Cagayan State University-Andrews

Campus for the School Year 2018-2019.

Respondents of the Study

The respondents of the study are the regular Financial Management students of College

of Business, Entrepreneurship and Accountancy for the School Year 2018-2019.

Sampling Technique

The researchers will use the purposive random sampling procedure in order to have an

appropriate proportion of respondents among each year level and to increase the reliability of the

result at 95% confidence level and at 5% margin of error, the required sample size per year level

is shown on the table below:

allotted to each of the year levels. This technique was used to have a sample distribution

Data Gathering Procedures

Prior to floating of questionnaires, the researchers will ask permission from the dean of

the College. Upon approval, the researchers will pretest the questionnaire before personally

floating the questionnaire to the respondents. Retrieval of the questionnaire will be done after the

respondents filled-out the necessary information. Results will be tallied, summarized and

analyzed with the help of the research adviser and the statistician.

Data Analysis

The following tools will be used to analyze the collected and presented data:

 Frequency and percentage distribution will be used to present distribution of respondents

according to their profile. The formula for percentage is presented below:
