SIPALAY CITY

I. HiSTORY
Sipalay got it’s name from the old native phrase “si palay” meaning “there is rice”. Chinese traders
who were not able to pronounce the “R” in the local word paray are believed to have helped disseminate the
name Sipalay as rice abundantly grows in the area and is freely traded.
Sipalay city started as a settlement of the wandering Bornean datus. These settlers started their stay
almost in the year 1800s. The people were staying near the Canman-og River, known today as Naga River
or Sipalay River, and was being ruled by Basilio Debuyan. Houses were built and village was organized.
However, the peaceful village near the Sipalay River didn’t existed that long. The Sipalay River
brought much destruction to the village and the people. The whole village swallowed up by the river, making
the church and plaza to be carried away by the flood. Because of that, the people decided to transfer to a flat
land area across the river to the north. The selected area was forestland.
The former settlement is known as Sipalay Diotay. It stands today as the sentimental reminder of a
once happy and prosperous village.
II. GEOGRAPHY
Sipalay is a fourth class city and recorded last 2015 a total population of 70,070. The people speaks
Hiligaynon as their native language. There are also lots of natives who can speak English and Tagalog. Total
land area is 379.78 km2 (146.63 sq mi).
The City of Sipalay is the second to the southernmost town in the province of Negros Occidental . It
is bounded by the municipalities of Cauayan in the north, Hinobaan in the south, and Candoni in the east. To
its west is the Sulu Sea. The city lies approximately 178 kilometers from the provincial capital of Bacolod City
and can be reached via the national road from Bacolod to Hinobaan within 3 to 4 hours.
Despite the fact that Sipalay is viewed as a farming city, it is not subject to the sugar business,
dissimilar to most urban communities and towns in Negros Occidental.

III. TOURIST SPOTS


A. Sugar Beach Resort
This shoreline is an idyllic stop that allows you to relax and unwind. Enjoy wading in it’s turquoise
water, getting tan, reading a book or playing volleyball.
B. Tinagong Dagat
This attraction is a must-visit because of the beautiful views. You’ll see islets covered in vegetation
rising above the emerald water.
C. Perth Paradise Beach Resort
Perth Paradise’s infinity pool is one of the reasons people visit this part of Negros. The pool provides
you with a front-row view of the sorounding islets. Other things you can do include riding a jet ski, bamboo
raft and kayaking.
D. Punta Ballo Parrot Farm
Located within the Easy Diving Resort complex. Meet and greet with their collections of parrots and
hornbills. The farm is a licensed exotic bird breeder and conservationalist. It serves as a satellite conservation
site of Talarak Foundation.

IV. PRODUCTS
Aside from its tourism offerings, particularly beaches and resorts, Sipalay City is also positioned to
become the “Chocolate City” of Negros Occidental mainly due to its growing cacao industry.
Philanthropist Merceditas Montilla, who owns about a half-hectare cacao nursery in Canturay village, said
she envisions the city as the province’s major producer of cacao and its by-products used in chocolate
production.

V. DELICACIES
A. Uson or oson – dwell in muddy holes like mangrove swamps or fishponds. It is nocturnal in
nature and lives mostly inside the hole but leaves it on rainy days. It is also known as kolokoy
or talatak in Tagalog, mania in Cebuano or simply mud lobster.
B. Barongoy – As the flagship product of the city, the abundance of ‘barongoy’ or ‘flying fish’
has given great help to the people of Sipalay as a source of livelihood and food. It is the
most favorite delicacy of the people of Sipalay especially when it is grilled fresh and best
enjoyed with friends.

VI. FESTIVALS
A. Handurawan Festival – this festival is held every December 18-20 coupled with the yuletide
season. This is a three-day activity scheduled to give Sipalaynon and other tourists a time
to enjoy.
B. Pasaway sa Sipalay – this festival is annually celebrated every last week of march, making
the Charter Anniversary of the city. It features street dancing and merry making by
performers from seventeen barangays of the city attired in mardigras and exotic costumes
in the semblance of copper minerals.
