ESTABLISHING THE BARANGAY VAWC DESK, BARANGAY MALABANG, HAGONOY,


DAVAO DEL SUR

WHEREAS, on 14 august 2009, Republic act No. 9710, also known as the Magna Carta of
Women (MCW) was signed into law to recognize, protect, and uphold the rights on women and address
issues of discrimination against them;

WHEREAS, to achieve its purpose, one of its provisions is the creation of a Violence Against
women (VAWC) desk in every Barangay where women who experience physical, psychological and
sexual abuse can go to seek assistance and flees from the violence inflicted on them;

WHEREAS, DILG-DSWD-DeptEd-DOH-PCW Joint Memorandum circular No. 2010-2 dated


December 9, 2010 provided the guidelines in the establishment of a Violence against women (VAW) desk
in every Barangay;

WHEREAS, in view of the foregoing and to ensure that violence against women cases in the
Barangay are fully addressed in a gender-responsive manner, there is a need to establish a Violence
Against Women (VAW) Desk and to designate a VAW Desk Officer who is preferably a woman
Barangay Kagawad or a woman Barangay tanod;

NOW THEREFORE, I, CRESTITO R. ELLAGA JR._______, Punong Barangay of


Malabang, Hagonoy, Davao del Sur, by virtue of the power vested in me by pertinent laws, do hereby
order:

SECTION 1. Establishment of Barangay VAW Desk. There shall be established a Barangay


Violence against women (VAW Desk within the Barangay Hall.

SECTION 2. Designation of the VAW desk Officer. The Barangay VAW Desk Officer shall
be KAGAWAD LILIBETH T. VERJAME, and shall have the following functions, viz:

1. Respond to gender-based violence cases brought to the Barangay;


2. Record the number of gender-based violence handled by the Barangay and submit a quarterly
report on all cases of VAW to the DILG Municipal Office and the MSWDO;
3. Keep VAW case records confidential and secured, and ensure that only authorized personnel
can access it;
4. assist victims of VAW in securing Barangay Protection Order (BPO) and access necessary
services;
5. Develop the Barangay’s gender-responsive plan in addressing gender-based violence,
including support services, capability building and referral system;
6. Coordinate with and refer cases to government agencies, NGOs, institutions, and other
service provided as necessary;
7. Address other forms of abuse committed against women, especially senior citizens, women
with disabilities, and other marginalized groups;
8. Lead advocacies on the elimination of VAW in the community; and
9. perform other related functions as may be assigned.

SECTION 3. EFFECTIVITY. This executive Order shall take effect immediately.
