Chapter I

THE PROBLEM AND ITS SETTING

Introduction

Information Technology students of Manuel S. Enverga University

Foundation has implement a Student Mobile Handbook. Envergan’s through the use

of Information Technology with their Handbook by using smartphones and/or

tablets. This implementation helps every student to improve the use of their

Handbook from manual to Mobile Handbook using their smartphones and/or

tablets. All the features of the traditional Student handbook of Manuel S. Enverga

University Foundation will be featured to this implementation in order to improve

the use of the Student handbook. Each and every student, faculty and also the

parents/guardians can use this Student Mobile Handbook. This also includes

interactive map of the University Campus that you cannot find in the traditional

student handbook.

We have come up to conduct a study and develop and Android based

Student Mobile Handbook using Information Technology and Utilizing.

Conceptual Framework of the Study

The researchers conducted interviews and determine the problem that the

students of Manuel S. Enverga University Foundation usually use their handbook to

gather information about the University, the problem here is they usually forgot to

bring their Handbook and some of them lost their ones. Some of the students finds

that this Handbook un-useful and not interesting but they are wrong, they will use

the information in this Handbook until the end of their studies here in the University

as their guide. In the first day of school mostly when you are just a new student of

the University it’s hard for you to find the class rooms, faculty room, dean’s office

and other venue of school.

The researchers were able to conceptualize a system that would be

easier to use, interesting, interactive by using their smartphones and/or tablets.

Basically the students use the manual handbook or the traditional mini book of the

University. The Information of the University are hard coded they usually turn the

pages to the page that they can find the information they need. Usually the students

just keep on asking to the old students, the faculty or the school guards to find the

class rooms they cannot found.

When the system are ready to use the student will find this easier and

they will be interested to this new way of exploring the University. The Interactive

map can be used not only with the new students but also it can be used by the

visitors and exchange students.

Objectives of the Study

The researchers cited the following objectives to attain the goals of the study:

1. To know about mobile development, its tools and requirements to make an

application in android. From basic functionality and activity.

2. To design the functions and features of the mobile app using the Unified

Modeling Language (UML) to specify, build, document, and model the

application, and the use case to describe the application how it is used.

3. To develop a mobile application using Android Studio an IDE beta for android

app development and using Genymotion as an emulator for testing and

debugging.

Scope and Delimitation of the Study

The project entitled i-BPLS: an Intranet-based Business Permit and

Licensing System will cover the registration of businesses in Business Permits and

Licensing Office. All persons engaging in a business within the limits of the place

are the most important people which will give life to the system. Basically, the

system will process the business permit application divided in the following steps:

(1) Application, (2) Checking of Requirements, (3) Assessments, (4) Checking of

Payments, (5) Approval, and (6) Releasing. Aside from the basic steps, the system

will also include a user and system manipulation module. Specifically, there are the

Settings, where you can manipulate the allowable users and the References which

can customize the preferences of the system itself. The system will include the

tracking down of those licenses according to the Business Index Number (BIN), first

and last name of the business owner, the business name and business nature in New

Records and/or in Renewal Records. It also includes the printing of reports such as

the master list of businesses categorize by barangay, business nature, by type of

transaction (New or Renew) or by their release status. It can also generate a master

list of records regardless of the above mentioned categories. Forms such as the

Business Permit itself; the filled up application forms and the statement of accounts

can also be printed.

The system has the References Module where such customization can

be done. In this module, the following can be modify: a. LGU information, b.

Requirements in application, b. Barangay names, c. Business Nature, d. Signatories,

e. Frequently Asked Questions f. Tax, Fees and Other Charges and their

corresponding computation. With this feature, the system can be customized based

on the LGUs information and requirements.

The system can run in a stand-alone mode or in a Local Area Network

(LAN) environment. Parts of the Business Permit module may not be accessible to

some users because of accessibility rights and security privileges which solely

depend on the System Administrators preference. Internet explorer version 6 and

above can be used as the standard web browser for a much better appearance of

the system.

Inputs are required to complete the systems function, since this is a

generic type of BPLS, all the necessary information needed will be supplied by the

LGU.

Significance of the Study

The study assures to unfold a system that is more reliable, faster and

accurate than the manual system of gathering information and manual

computation. It allows the LGU to streamline its operation at the forefront of

revenue generation by monitoring the conduct of operation of businesses. Their

time of transaction for getting permits will be minimized and will be able to pay the

exact amount of bills in the right time.

The system will benefit the following stakeholders:

Local Government Units (LGUs). The i-BPLS will give way to the

realization of the e-LGU program of putting the LGUs in an innovation by using

information technology based system in their offices. Aside from that, uplift the

quality of service being rendered to the public can be attained which is one of the

main goal of LGUs.

LGU Officials. The persons leading a certain LGU will be profited as the

system is implemented for its assurance of solving the problems that are encounter

in business permit and licensing applications.

Business Permits and Licensing Office (BPLO). The generated

reports from the system can improved the strategic plans of the office and can lead

to efficient service to the applicants. BPLO can render accurate and faster process

on business application.

BPLO employees. The BPLS will help the BPLO employees in everyday

transactions for it will lessen the burden of long processing and it will assure a

secured important data or records.

Business Permit Applicants/Owners. The i-BPLS would provide

shorter time of processing of the business permit application. Accurate data can

would also be provided. With this, the applicants or business owner will be directly

benefited.

Researchers. This proposal will be the researchers’ first step with

practicing their field as Computer Science students. Through the overall phases

they’ve come across with, they will learn the innovative ways of improving such

design and further on implement a computerized system.

Institution. Through this project, the institution will achieve its goal

in helping the government in putting in realization the e-LGU program by offering

the Information Technology based system like the BPLS. This also give contribution

on continuing the institution’s objective in research studies.

Definition of Terms

These are the terms used in the following chapters that were used

operationally and technically by the researchers. The meanings were extracted

from Wikipedia®American Heritage® Dictionary and Wikibooks®.

Apache Server. Apache is a web server, which allows people with web browsers

like Internet Explorer or Firefox to connect to a computer and see information

there as web pages.

CSS (Cascading Style Sheet). It is used to describe the visual style and presentation

of a document, most commonly web sites. One of the purposes of CSS is to

separate the presentation of a document from the structure and content

E-Government (electronic government). This refers to government’s use of

information technology to exchange information and services with citizens,

businesses, and other arms of government.

HTML (Hypertext Mark-up Language). The core of a Web page. HTML, by its very

nature, is static. All of its elements (<body>, <p>, and so on) cannot change

once the page has been parsed (loaded and rendered). With the introduction

of JavaScript, web pages can be made dynamic and interactive.

IDE (Integrated Design Environment). It is a software application that provides

comprehensive facilities to computer programmers for software

development. An IDE normally consists of a: Source code editor, Compiler

and/or interpreter , Build automation tools and Debugger

Intranet. It is a private computer network that uses Internet technologies to

securely share any part of an organization's information or operational

systems with its employees. Sometimes the term refers only to the

organization's internal website, but often it is a more extensive part of the

organization's computer infrastructure and private websites are an important

component and focal point of internal communication and collaboration.

Java Script. It is an object-oriented, interpreted language, with syntax similar to C,

C++ and Java. It is derived from C, as are C++ and Java, but is meant to be more

usable by non-programmers. JavaScript is usually used for interacting and

modifying pages after it has loaded (client-side).

LGUs. (Local Government Units). These are administrative offices that are smaller

than a state. The term is used to contrast with offices at nation-state level,

which are referred to as the central government, national government, or

(where appropriate) federal government.

Macromedia Dreamweaver. is a multimedia platform created by Macromedia and

currently developed and distributed by Adobe Systems.

MySQL. It is a database manager where it keeps track of data in a highly organized

way.

OOAD. Object-oriented analysis and design (OOAD) is a software engineering

approach that models a system as a group of interacting objects. Each object

represents some entity of interest in the system being modeled, and is

characterized by its class, its state (data elements), and its behavior. Various

models can be created to show the static structure, dynamic behavior, and run-

time deployment of these collaborating objects.

PHP. a scripting language designed to fill the gap between SSI (Server Side

Includes) and Perl, intended largely for the web environment.

Program. The terms computer program, software program, or just program are the

instructions for a computer. A computer requires programs to function, and a

computer program does nothing unless its instructions are executed by a

central processor. Computer programs refer to either an executable program

or the source code from which an executable program is derived

Revenue. It is an income that a company receives from its normal business

activities, usually from the sale of goods and services to customers. Some

companies also receive revenue from interest, dividends or royalties paid to

them by other companies. Revenue may refer to business income in general,

or it may refer to the amount, in a monetary unit, received during a period of

time.

Software. Computer software is a general term used to describe a collection of

computer programs, procedures and documentation that perform some task

on a computer system.

System. In computer science and information science, system could also be a

method or an algorithm.

WAMP. are packages of independently-created programs installed on computers

that use a Microsoft Windows operating system. The interaction of these

programs enables dynamic web pages to be served over a computer network,

such as the internet or a private network. It is an acronym formed from the

initials of the operating system (Windows) and the package's principal

components: Apache, MySQL and PHP (or Perl or Python).

REVIEW OF RELATED LITERATURES AND STUDIES

Review of Related Literatures

E-Government

Electronic government, also known as e-gov, digital government, online

government or in a certain context transformational government refers to the use

of internet technology as a platform for exchanging information, providing services

and transacting with citizens, businesses, and other arms of government. E-

Government may be applied by the legislature, judiciary, or administration, in order

to improve internal efficiency, the delivery of public services, or processes of

democratic governance. The primary delivery models are Government-to-Citizen or

Government-to-Customer (G2C), Government-to-Business (G2B) and Government-

to-Government (G2G) & Government-to-Employees (G2E).Within each of these

interaction domains, four kind of activities take place:

 pushing information over the Internet, e.g: regulatory services, general

holidays, public hearing schedules, issue briefs, notifications, etc.

 two-way communications between the agency and the citizen, a business,

or another government agency. In this model, users can engage in dialogue

with agencies and post problems, comments, or requests to the agency.

 conducting transactions, e.g: lodging tax returns, applying for services and

grants.

Business

Businesses are activities comprising buying and selling goods,

manufacturing goods or providing services in order to make profit. Also an

enterprise engaged in such activities. The term usually excludes activities relating

only to primary production, operation of nationalized industries and the activity of

non-profit making organization an industry is also a particular type of business

activity. (Anuja, Dictionary of Management).

Furthermore, www.wikipedia.org stated that:

In economics, a business is a legally recognized organizational


entity existing within an economically free country designed to
sell goods and/or services to consumers or other businesses,
usually in an effort to generate profit. It is also referred to as a
firm.

Business Permit

Permits issued by government agencies that allow individuals or

companies to conduct business within the government's geographical jurisdiction.

A single jurisdiction often requires multiple licenses that are issued by multiple

government departments and agencies. Business licenses vary between countries,

states, and local municipalities. There are often many licenses, registrations and

certifications required to conduct a business in a single location.

These licenses can be at the local or state level. In rare instances,
a federal permit may be necessary.

Business License

In the Philippines a licensing or technology to transfer agreement refers

to a contact entered into by and between a Philippine company that seeks

management and manufacturing know-how and a foreign firm that offers to furnish

the required knowledge in exchange for royalties on the items produced. The

agreements typically include a license to use the foreign firm’s trademark, trade

names and service marks. To allow for the remittance of royalties in full these

contracts must be registered with the central bank. (Philippine Business the

Advantages of Licensing

Licensing has a special advantage for small Philippine companies that

lack resources- primarily capital and management resource- to expand

internationally. Licensing is a fairly economic way of testing and developing a

market that can later process without licensing the primary technology, thereby

gaining a market for the primary products, forming out the final production

Disadvantages of Licensing

The license agreement is highly regulated by law. Agreement provisions

and royalty amounts are dictated by state and the duration of such agreements may

be renewed indefinitely.

Taxation

The Authority of LGUs to collect taxes emanates from Republic Act

7160 also known as the Local Government Code of 1991. This is derived from

code.google.com/p/ebpls/.

Sec. 129. POWER TO CREATE SOURCES OF REVENUE. – Each local

government unit shall exercise its power to create its own sources of revenue and

basic policy of local autonomy. Such taxes, fees, and charges shall accrue exclusively

to the local government units.

Sec. 132. LOCAL TAXING AUTHORITY. – The power to impose a tax,

sanggunian of the LGU concerned through an appropriate ordinance … vests the

power to impose taxes and generate revenues in the sanggunians.

However, taxing and revenue-generating powers shall be exercised

through appropriate ordinances.

Transaction Processing System

According to Gay B. Shelly, Thomas O. Cashman and Misty E. Vermat on

their book Discovering Computers 2007 A Gateway to information: Information

System that captures and processes data from day-to-day business activities. A

transaction is an individual business activity examples are deposits, payments,

orders and reservations. TPS were among the 1st computerized systems that

processed business data. The 1st transaction processing systems computerized an

existing manual system. The intent of these systems was to process faster, reduce

clerical costs, and improve customer service.

“…an information system that processes data arising from the


occurrence of business transactions; usually used for daily routine
transactions and record-keeping, especially sales, payroll,
reservations, shipping, and worker tracking.”

Intranet

Intranet is a private computer network that uses Internet technologies

to securely share any part of an organization's information or operational systems

with its employees. Sometimes the term refers only to the organization's internal

website, but often it is a more extensive part of the organization's computer

infrastructure and private websites are an important component and focal point of

Open Source Software

A computer software for which the human-readable source code is

made available under a copyright license (or arrangement such as the public

domain) that meets the Open Source Definition. This permits users to use, change,

and improve the software, and to redistribute it in modified or unmodified form. It

is often developed in a public, collaborative manner. Open source software is the

most prominent example of open source development and often compared to user

generated content. “Free software” is defined in terms of giving the user freedom.

This reflects the goal of the free software movement. “Open source” highlights that

the source code is viewable to all and proponents of the term usually emphasize the

quality of the software and how this is caused by the development models which

are possible and popular among free and open source software projects

IDE (Integrated Development Environment)

Integrated development environment (IDE) is a software application that

provides comprehensive facilities to computer programmers for software

development. An IDE normally consists of a source code editor, a compiler and/or

interpreter, build automation tools, and (usually) a debugger. Sometimes a version

control system and various tools are integrated to simplify the construction of a GUI.

Many modern IDEs also have a class browser, an object inspector, and a class

hierarchy diagram, for use with object oriented software

development.(wikipedia.org, 2008).

PHP

PHP allows a static web document to become dynamic. "PHP" is a recursive

acronym that stands for "PHP: Hypertext Preprocessor". PHP preprocesses (that is,

PHP processes before the output is sent to the browser) hypertext documents.

Because of this, the pages can change before the user sees them, based on

conditions. This can be used to write something to the page, create a table with a

number of rows equal to the number of times the user has visited, or integrate the

According to Larry Long in his book Introduction to Computers and

Information Processing, 4th edition:

The data resource for every computer-based information system, in


essence a database is a collection of files that are in some way
logically related to one another. In a database, the data are integrated
and related so that data redundancy is minimized.

Furthermore, Gary B. Shelly, Thomas O. Cashman and Misty E. Vermat in

their book Discovering Computers 2007 A Gateway to Information, discussed that

Database is a collection of data organized in a manner that allows access, retrieval

and use of that data. Data can include text, numbers, images, audio and video.”

Review of Related Studies / System

The Business License System is designed for use by cities and counties to

manage the issuance of Business Licenses and track historical detail about the

Business Licenses. This system allows user-defined rates, penalties, interest, cash

registers, cash drawers, license parameters, invoice parameters, statement

parameters, and even cash receipt parameters. This system also allows multiple

classifications per Business License. The Business License System includes a

complete financial module for account inquiry, printing statements, and retaining a

Quezon” by Randa V. Aman, Annaliza N. Islas, Mark Anthony P. Mack and Rossana

M. Umali stated that:

Web-enabled Registration for DTI- Quezon is software that is designed

and developed for a web enabled business registration system for the Department

of Trade and Industry in Quezon to realize the primary goal of the study, the

researchers consider this objectives:

To examine the present procedure being employed in relation to the

Department of Trade and Industry Business Registration System and to formulate

an implementation and maintenance plan for the proposed system. The study

emphasized and focused mainly on the development of a system that would

facilitate easy business registration and business renewal in the DTI which is the

web-enabled business registration.

A study entitled “Business and Licensing System for the

Municipality of Sariaya” by Rexiel F. Atienza and Edward Tan it is stated that:

“The data processed or applying in BPLO and Business permits are


easily saved and easily retrieved, printed reports are reliable copy
of data encoded. The BPLO copy of application papers are kept,
secured and may only see if necessary”

Chapter III
RESEARCH DESIGN AND METHODOLOGY

Method Used in Developing the Software

Object-Oriented Analysis and Design (OOAD) is the primary

methodology this research will use in developing the system. Object-Oriented

Analysis and Design (OOAD) is concerned with developing software engineering

requirements and specifications that expressed as a system's object model (which

is composed of a population of interacting objects), as opposed to the traditional

data or functional views of systems.

The following are the object-oriented development life cycle with six
phases:
Conceptualization. Is a mental formation representing the essence of an

item or process. It refers to the process of establishing a conceptual definition in

addressing the first of these questions, while addressing the second is the creation

of an operational definition. In this phase, the researchers had gathered data and

establish the core requirements for the system development.

Analysis. Is the process of breaking a complex topic or substance into

smaller parts to gain a better understanding of it. This phase of OOAD requires the

analysis of the system as a whole. Its intention is to solely alert the mind with the

possible needs, problems and concepts that are needed by the system to be

developed. The researchers had examined, do brainstorming using the data

gathered that eventually led to the development of the system.

Design. This refers to the process of originating and developing a plan

for product, structure, system, or component. Through creating architecture for the

implementation of the system, it will lessen the burden of the researchers in taking

the next step in the process. The researchers had created architecture of the system

using Unified Modeling Language. Basically, the researchers had constructed, the

system’s use-case, activity, class, sequence and E-R diagrams.

Evolution. This phase of OOAD involves the combination of the ideas

generated in the previous phases in order for the development of the system be

successful one. In this phase, previous matters discussed while analyzing should be

considered and is should address conformity with the ideas tackled in the earlier

phases. In this phase, the researchers had made changes and enhancements on the

plans and the actual developing of the system.

Implementation. This phase of OOAD conforms to the well analyzed and

developed concepts generated from the first two phases of the system. It is the

realization of the technical specifications indicated through its analysis phase and

development phase. This phase was partially covered by doing the system

evaluation. The researchers presented and ask for evaluation to the primary end-

users of the system, the BPLO employees.

Maintenance. This refers to the work of keeping something in proper

condition after the implementation of the system. In this state, the system needs to

be up-to-date with the growing needs of the systems environment. But this phase

was not covered by the study.

The researchers will utilize this ethos because through this, shared data

areas will be eliminated, objects will communicate by exchanging messages, it can

reduce the overall system coupling, objects in this method are independent entities,

changes to implementation of a class will not impact the overall system and the

separation of external and internal behavior should enhance reuse. Also, through

this method, objects can execute either sequentially or in parallel and there is a clear

mapping between real-world entities and objects within the system which

improves the understandability of the design.

Models, Tools, Techniques and Technologies Used in Developing the Software

In modeling the system, the researchers used the UML or Unified

Modeling Language. It helped the researchers to specify, visualize, and document

models of software systems, including their structure and design, in a way that

meets all of these requirements. Among the UML diagrams, Use Case Diagrams,

Activity Diagrams, Class Diagrams, Sequence Diagrams, Entity-Relationship (E-R)

Diagrams will be used to illustrate the system functions and routines.

Use Case Diagram is a type of behavioral diagram defined by the Unified

Modeling Language (UML). Its purpose is to present a graphical overview of the

functionality provided by a system in terms of actors, their goals—represented as

use cases—and any dependencies between those use cases.

Activity Diagram represents the business and operational step-by-step

workflows of components in a system. An activity diagram shows the overall flow

of control of the system.

Class Diagram is a type of static structure diagram that describes the

structure of a system by showing the system's classes, their attributes, and the

relationships between the classes.

Sequence Diagram is used primarily to show the interactions between

objects in the sequential order that those interactions occur. One of the primary

uses of

sequence diagrams is in the transition from requirements expressed as use cases to

the next and more formal level of refinement

Entity Relationship Diagram is a specialized graphic that illustrates the

interrelationships between entities in a database. It will provide a snap-shot view

of the table relationships in the database used by the system. The E-R Diagram

notation show the various tables designed to serve as the system database.

The researchers used the PHP as the programming language and

MySQL as the database. As a scripting language, PHP make the system a dynamic

one and a web-like interface. PHP also provided the features of creating tables that

are very significant in the system. MySQL as the database gave a secured and

accurate data storage. In developing the system, the researchers used Macromedia

Dreamweaver as the Integrated Environment Development (IDE) which is very

effective when developing using PHP and MySQL.

The researchers will use the data gathering instruments such as

Observation, Document review, Interview and Questionnaire.

Observation. Observational research techniques solely involve the

researcher or researchers making observations. The collection of information is

through direct participation in and/or observation of a group, tribe or community.

Document Review. A gathering instrument used by the researchers to

collect from the existing records the information needed for developing software.

Review of written documents such as performance ratings, program logs, tally

sheets, and other existing indicators.

Interview. An interview is a conversation between two or more people

(the interviewer and the interviewee) where questions are asked by the interviewer

to obtain information from the interviewee. Interviews can be divided into two

basic types, interviews of assessment and interviews for information.

Software Evaluation Instrument

The questionnaire in Table 1 will be used to measure the effectiveness

of the developed system and to find out if it answered the problems of the previous

process. This questionnaire will be given to the critical end-users from the Business

Permit and Licensing Office of Lucena City.

Overview of the Current System/ Software

Profile of the Business Permit and Licensing Office

The Business Permit and Licensing Office is responsible for processing

the papers of those people who are applying for business permits following the legal

aspects of collecting tax on businesses and other fees. Before the operation of any

business or of an entity to engage in any business, within its taxing powers, one

must apply for Mayor’s Permit to operate business.

In the usual transaction, basic requirements like the following are

needed: Community Tax Certificate of the owner, the Barangay business clearance,

BIR Registration, DTI Registration, and for corporations- SEC Registration

Certificate.

The procedure should follow appropriate ordinances, governed by

certain rules and procedures stated by the law. Other offices are involved with the

process of acquiring such business permit, namely, Mayor’s Office which is

responsible for the issuance or release of application for permit to operate, the

treasurer’s office which is responsible for the issuance of the Community Tax

Certificate and Real Property Tax clearance and for the assessment, payment and

recording. The MPDO which is responsible for the zoning and locational clearance.

The Engineering Office which is responsible for the issuance and release of

application for building/occupancy permit. The Municipal Health Office which is

responsible for the release of application for Sanitary Inspection/ Health Certificate.

The Bureau of Fire Protection which is responsible for the issuance and release of

application for Fire Safety Inspection.

The Current System

The illustrations in Figure 3 and 4 shows the flow where the papers go

when processing a business permit to the different sections and departments of

Lucena City.

Renewal of license is base on Gross receipt for the past year. If a taxpayer

will pay quarterly, the date given is every 20th day of January for the 1st quarter,

April for the 2nd quarter, July for the 3rd quarter, and October for the 4th quarter. No

discount is given for all the quarters mentioned, late payers are entitled to a penalty

of 25 percent additional payment based on the last quarter payment.

Figure 3 illustrates the process flow chart for the application of new

business permits. It is divided into 5 processes which includes the review of the

application and required supporting documents by the Business permit and

licensing office itself. Then the ocular inspection by BPLO Inspectors within the day

and by the zoning, engineering, health and fire departments. Then comes the BPLO

Assessment which includes the assigned business index number, the prepared

statement of account and the notarize application. The 4th phase of the process

involves the Land Tax/ Treasurer Clearance as to payment of the realty tax for the

current year, the verification for outstanding account and the payment of the

business permit fees. The 5th and final phase includes the assignment of application

number, the preparation of the business permit, the approval of the City Mayor and

finally the release of the Business Permit.

Figure 4 illustrates the process flow chart for renewal of business

permits. It is divided into 4 stages. The first is the BPLO one stop shop wherein

applications are reviewed as well as the supporting documents with the

representatives of the zoning, engineering, health, and fire departments present.

Then the BPLO Assessment same with the 3rd phase for the new business permit.

Then the Land Tax/ Treasurer where clearance as to payment of realty tax for

current year and the payment of fees. And finally, the assignment of application

number and the preparation of the business permit, the approval of the City Mayor

and the release of the Business Permit.

Overview of the Proposed System / Software

Records handled by a LGU are the most vital proof of any matter that

had transpired, and the retrieval of documents within an allotted period is

considered essential as well. Failing to generate assessments within a given time by

a Business Permit and Licensing Officer can cause delays on the side of the applicant

and the entire office as well, that is why the researchers have come up with a system

that will not only secure important information, but will also automatically generate

the assessment of bills/fees. The system is password protected, with a system

administrator to take charge of all the changes being conducted by authorized

officers who is designated to a certain module. Though some parts of the Business

Permit Module may not be accessible to some users because of accessibility rights

and security privileges, it will solely depend on the preferences of the System

Administrator himself. Such system will provide effective control measures and

will ensure accuracy and integrity of business and collection of data. It will display

the name of the authorize user that logs in, and will display the settings, references

and the BPLS main which includes the Application, Checking of requirements, the

Assessment, Approval, Releasing and Reports menu. The setting includes the

addition and deletion of users, their current status and other important details. The

Activity Log is also included in the links just below the user setting. In the reference

menu, forms for print and visual purposes are involved such as the LGU Info, the

Barangay, Fees and Charges, Business Nature, Requirements, Permit No. Format,

Signatories and the FAQ. The system would enable a faster, convenient and quality

services to businesses, it would as well simplify the steps for business registration,

it would strengthen the LGU capability of stabilizing revenue sources, it would

ensure record accuracy and integrity, it would make records readily available and

it would minimize paper-based documentation.

The system involves modification in many aspects, tangible benefits

such as the higher revenues to be collected due to the swift action in every

transaction, the increase in tax base collectibles and it will establish patterns of tax

compliance or payment to facilitate enforcement of collection remedies. On the

other hand, intangible benefits would show in the increase of satisfaction the

applicants would get as well as those who are administering the system, it would

improve the organizations efficiency as to the streamlining of the procedures using

the system, the empowerment of frontline personnel.

Project Scope

The Business Permit and Licensing Office is integrated with the use of

documents to be filled up by an applicant. The Application form for the Mayor’s

permit needs to be filled up in 3 copies for new business applicants, and 4 copies of

the same form for the renewal. All the information and details included in this

system is based on the form being used in BPLO .Such form indicates important

details about the applicant and the nature of the business, and is to be considered

confidential. With the system, such confidentiality can be acknowledged. The

application form in getting the license is the primary key where the system can

gather sufficient details about the business and the applicant. Raw data will be

inputted and eventually be retrieved for further use and basis. Through this,

searching for a certain business applicant or the main business itself will not be time

consuming. The retrieval of information will be easy with a touch of a button. Saved

data can be printed out for visual purposes of the Office and the applicant as well.

As the application expires, such data in the database can be updated and once the

applicant renews the license, instead of filling up another form; all the applicant has

to do is to give important details about the renewed business. Through the system,

the SysAd can easily track those applicants who haven’t paid their taxes on time and

therefore can easily charge them or can even add the business in the delinquent list.

The SysAd can monitor those business establishments who are not abiding the

rules. The authorization and approved records will be inspected by the BPLO

officers to know if there are incomplete processes skipped by the applicant.

The Design of the Proposed System

The researchers used Unified Modeling Language to design the features

and functionalities of the intended application. It is most widely used graphical

representation scheme for modeling object-oriented systems. It is a graphical

language that provides a standardized set of tools to document the analysis and

design of a software system. Figures below are the Use Case, Activity, Sequence,

Class and ER diagrams of the system.

System Evaluation

Specification

To determine if the system congregates to its objectives, the

researchers conducted an evaluation about the systems capability, flexibility,

integrity, affectivity, and accuracy using the system demonstration to 4(four) BPLO

officials of Lucena City. Through the use of questionnaires, the researchers were

able to gather comments and reactions from the respondents after the software

demo. The researchers used a two page questionnaire consisting of 4 major topics

namely the:

Chapter V
SUMMARY, CONCLUSIONS AND RECOMMENDATIONS

Summary of the Study

The primary goal of this study is to analyze or design and develop an

intranet-based business permit licensing system that will not only effectively

enhance the business tax collection performance of the LGU and support the need

for information vital to the monitoring of business enterprises but also, and more

importantly, to uplift the quality of service being rendered to the public.

Research was conducted through several sources such as books, thesis,

internet articles and other related literatures and studies previously made. Through

an observation and interview conducted by the researchers, more detailed

information was gathered needed in developing the system.

A survey was made to test the systems capability of enduring all the tasks

needed in a manual operation by the officers in the business licensing office of

Lucena City, the four of them served as the systems critique. Through this survey,

the outcome will show if the software product satisfies the intended users. The

software product was evaluated by four respondents who gave their most honest

critical judgment, comments, suggestion and recommendations.

The applications was developed using the package WAMP where in

used PHP as the programming language, My SQL as the database, Apache server as

web server and runs in Windows. Javascript and CSS were also a great help in

developing the system. Macromedia Dreamweaver was used as IDE.

Findings of the Study

Based from researches, studies and the interview conducted, the

researchers specified at the beginning of the study that BPLO’s manual processing

fails to generate assessments automatically, the uneasiness in accessing

information, the unsecured reports and records, the manual processing of data and

the unorganized and inefficient method of managing data.

The system created now processes information with effective control

measures and can ensure the accuracy and integrity of business and the collection

of data. It can provide a user-friendly, computer assisted modules and streamline

procedures to facilitate the processing time of business permits. It can generate

timely and accurate operational and management reports to efficiently monitor

delinquent and inactive business enterprise and assess collection performance. The

system can also hasten the processing of all applications for business license

and other such transactions, thereby improving the quality of service accorded to

LGU constituents.

Through the system evaluation, it enabled the researchers to establish

the weaknesses of the system, therefore certain revisions and modifications were

considered. Comments and suggestions coming from the target end users of the

system really matters for it is the process they have been following that the

researchers are looking forward to get to know. The system evaluation showed that

the system can cope up with the standard procedures that the Business Permits and

Licensing Office has been following.

Conclusions

The results of the object-oriented analysis and design research

methodologies used in creation of the system have successfully met the objectives

of the study. The system is a manifestation of a software developed in PHP and

MySQL that answered the main objective. Though it appear a partially completed

system, the service that it can offer would enhance the business tax collection

performance and support the need for information vital to the monitoring of

business enterprise of the LGUs. More importantly, using the system would uplift

the quality of service being rendered to the public.

Specifically, the researchers therefore conclude that:

1. The system answers the dilemmas encountered in providing effective

control measures and ensures the accuracy and integrity of business

and the collection of data.

2. The study made effective use of the Unified Modeling Language (UML)

in the design of the system which provides valuable information from

the database that can be used by the BPLO officials in making decisions

involving business permit issuance and related processes.

3. The research effectively used the development tools PHP, Javascript,

Cascading Style Sheet (CSS) as development tools with MySQL as the

database platform and Apache as web-server in developing the system.

4. The intended end-users generally agree that the information stored in

the database of the software and the design of the software itself will

be very useful and effective in their continuing to rendered quality

service to the public in terms of business permit application. Likewise,

the four criteria namely the ease of use, graphical and information

displays, technical quality, and usability and functionality were

satisfactory evaluated effective and efficient.

Recommendations

The following are the researchers’ recommendations on how the system

should be used and on how future related studies pertaining to e-LGU particularly

in Business Permit and Licensing.

1. The researchers recommend that LGUs utilize the system in their efforts

to address the problems of the manual process. This system would

provide them an accurate, effective data that are significance in

monitoring the business establishment status of a certain LGU.

2. The researchers recommend a more specific security for the report

generation module in which reports generated by the system will be

secured accordingly to those authorized user depending on what report

the user can view and operate upon.

3. For the continuity of the study, more evaluations should be done in order

to identify all the necessary information to make the system almost

perfectly match to the LGUs.

4. Enhancing the system, the researchers recommend to have a web-based

application that would enable LGU’ s to register their businesses

electronically as well as have the corresponding requirements and

documents needed online.

5. The researchers also recommend to enable an SMS application for basic

queries on current balances, assessment and an automated sending of

SMS to registered taxpayers regarding payment deadline with tax due

and other announcements.
