Conceptual Framework of the Study

The Conceptual Framework illustrates the process of the proposed system for Barangay
Balugo Sibulan, Negros Oriental. The existing system of the barangay is a manual type
of system where the announcements are manually circulated that may cause delay to
other residents who live in the inner parts of the barangay. Another problem is the
manual transaction of numerous documents that have lead to misplacement of the said
documents and a slower transaction because of the time it takes to find that specific
document. The barangay has a limited personnel and can / may cause problems when
the personnel is absent because of interrupted process, these processes are crucial as
not all the personnel knows the location of the documents needed to finish the
process. The residents are also having difficulties in validating / tallying of the election
of barangay officers. The proponents have proposed a website that will immediately
inform all the announcement of the barangay using SMS notification system that will
help the residents receive the announcement immediately. Inside the said website is a
function where the transactions can be put into a database to store all of the necessary
files to provide a faster and an efficient way to serve the residentsthe proposed website
can also help the personnel’s in the barangay if the personnel is absent as it is online.
