EXECUTIVE ORDER NO. 19-02

ORGANIZING THE BARANGAY GAD FOCAL POINT SYSTEM (GFPS) OF BARANGAY ZONE III,
Cadiz City Negros, Occidental.

WHEREAS, Republic Act, No. 9310, Magna Carta of Women (MCW) provides for fundamental equality of women and
men before the law provided in 1987 Philippine Institution, pursuant to RA 7160 or the Local Government Code of 1991. Pursue
Women’s Empowerment and Gender Equality.

WHEREAS, Section 10 and 17 of RA 7160 (Local Government Code of 1991), promote the general welfare provide basic
services and facilities and implement programs, projects and activities an provided through Philippine plan for Gender Responsive
Development (1995-2025), the Philippine Development Plan and other succeeding term plan and Intimate an enabling
environment at the local level that will ensure gender- respective governance.

WHEREAS, Philippine Commission on Women, DILG, DBM, and the NEDA ISSUED a joint Memorandum Circular No.
2013-01 for the Guidelines on the Localization of the Magna Carta of Women which embodied the prescribed policies and
procedures in mainstreaming gender perspective in local planning, programming and budgeting, Joint Memo Circular 2013-01, 4
IA Mandates the Creation and/or Strengthening of the LGU GAD Focal Point System (GFPS) as strategy to implement the Magna
Carta of Women (MCW), LGU’s shall pursue gender mainstreaming in their respective localities, As such they shall ensure that
the following mechanisms and processes are in place.

NOW THEREFORE, I Antonio L. Albarina, Jr., Punong Barangay, by virtue of the power vested in me by law, do hereby
organized the Barangay Zone III (Gender And Development) GAD Focal Point System (GFPS) as to accelerate gender
mainstreaming within Barangay III, Cadiz City, Negros Occidental, pursuant to the MCW, (RR, the GFPS is tasked to ensure and
sustain the Barangay critical consciousness in supporting gender and development, women’s empowerment and responding to
gender issues.

SECTION II. DUTIES AND FUNCTIONS:

1. Shall take lead role in direction setting, advocacy, planning, monitoring, and evaluation, and technical
advocacy in mainstreaming GAD perspective in the barangay programs, project, activities and processes.
2. Lead to ensure the assessment of the gender-responsiveness of systems, structure, policies, programs,
processes, and procedures of the Barangay based on the priority needs and concerns of constituents and
employees, and the formulation of recommendations including their implementations;
3. Assist the formulation of new policies such as the GAD Code in advancing women’s empowerment and
gender equality.
4. Lead in setting up appropriate systems and mechanism to ensure the generation, processing, review, and
updating of sex- disaggregated data or GAD database to serve as basis in performance-based and gender-
responsive planning and budgeting.
5. Coordinate efforts of different division/officer/units of the Barangay and advocate for the integration of
GAD perspective in all their systems and processes.
6. Spearhead the preparation of the mental and performance- based Barangay Gad Plan and Budget (GPB) in
response to the gender issues and concerns of their areas and in the context of the LGU/Barangay,
consolidate the same in the joint Memorandum Circular (JMC) and be responsible in submitting the
consolidated GPHs of the Barangay;
7. Lead in the monitoring the effective implementation of the annual GPB, GAD Code, other GAD- related
policies and plans;
8. Lead the preparation of annual Barangay GAD Accomplishment Report (GAD AR) and other GAD reports
that may be required under the MCW and the Joint Memo Circular.
9. Strengthen linkages with the LGUs concerned agencies or organizations working on women’s rights and
gender and development to harmonize and synchronize GAD efforts at various levels of governance.
10. Promote and actively pursue the participation of women and gender advocates, other civil society groups
and private organizations in the various stages of development planning cycle giving attention to the
marginalized sectors;
11. Ensure that all personnel of the Barangay including the planning and finance committees (e.g. Kagawad on
Finance, Brgy, Treasurer, Brgy. Record Keeper, etc) are capacitated on GAD.
