Sub: Proposal for postponement of 2nd Membership verification among Executive
Associations reg:
Ref: No: BSNL/5-2/SR/2019-ii Dated 31st October, 2019.
Respected Sir,
Kindly refer the letter under reference above in which the opinion of the Association is sought
for the postponement of 2nd Membership verification among Executive Associations in BSNL.
The view of SNEA to conduct the 2 nd Membership verification well within the recognition
period was already conveyed to GM(SR) in many meetings and GM(SR) informed us that
management is taking all the steps to complete the 2 nd MV by the due date, ie by 13.12.2019.
After the Membership verification among the non Executives Unions also, same message has
been conveyed to us.
Surprisingly, now management is considering postponement of Membership verification,
unilaterally, taking the shelter of BSNL Revival Plan and VRS. But this is a new development,
just approved by the Govt on 23.10.2019 and the options are called only on 04.11.2019. The
discussion on BSNL Revival Plan and VRS was going on for some time and during the same
period only, Membership verification among the Non-Executive Unions completed. The VRS
has not come as a deterrent for the verification among the Non-Executive Unions. Further
management need not wait for the change in the number of Executives /voters as it happens
every month due to retirement or new promotion etc. The conduction of the Membership
verification well within the recognition period is more significant. The considered
opinion of SNEA is to conduct the 2 nd Membership verification at the earliest as
several issues will crop up after the VRS like merger of BSNL and MTNL etc.
On the proposal to conduct the Membership verification through electronic method or check
off, SNEA is not having any objection and support the proposal which can save precious time
and money.
