INTRODUCTION

Description of Project
Mirant Project #A7 / #B1 is located at the existing Dickerson (Station H) Generation Station in
Montgomery County, Maryland. The projects originally consisted of (#A7 – 120MW) installing
one steam turbine generator to build out to a combined cycle with two existing Unit #4
combustion turbine generators; and (#B1 – 398MW) a new combined cycle, named Unit #5,
consisting of two combustion turbine generators and one steam turbine generator. The Impact
Studies for #A7 and #B1 were performed with the new generation addition as described above.
Projects #A7 and #B1, as currently defined, consists of two 160MW combustion turbine
generators scheduled for commercial operation in May 2004, and build out to a combined cycle
arrangement with the addition of a 222MW steam turbine generator in May 2006.

The total MW capacity (summer) request for the original #A7 and #B1 is 518MW. The
redefined #A7 and #B1 MW (summer) capability is 542MW. The new arrangement will have
24MW which will not qualify for Capacity Interconnection Rights under the #A7 and #B1
requests. The Interconnection Customer also has an additional Queue #G2 generator
interconnection request for 234MW. #G2 will be used to qualify the excess 24MW from the
redefined #A7 / #B1 projects, and to interconnect a new 210MW steam turbine generator to build
out unit #4 into a combined cycle. #G2 MWs are also planned to be commercial in May 2006.
This report will not address Queue position #G2.

A simplified one line diagram shown below illustrates the connection and relationship of Queues
A7, B1, and G2 at Dickerson.

At present, there are two combustion turbines (Unit #4) and the 50 MW MCRRF generating
facility connected to the Station H 230 kV bus. A steam turbine unit is planned to be added and
will be connected between breakers 45A and 45B as part of the Queue #G2 interconnection
request. There are four generating units presently connected to the Dickerson Station D 230 kV
bus. In addition to generating connections, there are four Dickerson – Quince Orchard 230 kV
circuits, two Dickerson – Doubs 230 kV circuits and one Dickerson – Pleasant View 230 kV
circuit connected to the existing station.

Milestone Schedule
The following milestone dates have been established for Project A7/B1:

· Start of switchyard construction- Sta. D: March 2003


· Start of switchyard construction- Sta. H: March 2003
· Completion of switchyard construction- Sta. D&H: June 2004
· Scheduled commercial date for two combustion turbine-generators: May 2004
· Scheduled commercial date for completed combined cycle Unit #5
with the addition of a steam turbine-generator: May 2006

Note: Preliminary results indicate that Interconnection Customer’s schedule does not
align with Pepco’s estimated date for completion of all switchyard work at Stations
H and D.

Scope of Interconnection Customer’s Work


The Interconnection Customer will be responsible for the design, procurement of materials, and
construction of the portion of the A7/B1 direct connection circuit which is located outside the
boundaries of Pepco’s Station “H” switchyard. The Interconnection Customer will also be
responsible for the addition of all generation equipment, the main step-up transformers, the
required intertie breakers as shown on Attachment 5, all unit auxiliary station service power, the
main step-up transformer primary switches, the conductor between the main step-up transformers
and the intertie breakers, metering and telemetering equipment, and the protective relaying
associated with the protection of the line section, transformer and the generator. Equipment lists,
drawing lists, cost estimates and time durations contained in this facilities study report do not
reflect the construction of these facilities.

Scope of PEPCO’s Work


Pepco will be responsible for adding 230 kV circuit breakers 48A and 48B, three 230 kV
disconnect switches, instrument transformers, associated protective relaying, miscellaneous bus
work and support structures to the Station H switchyard, including the takeoff tower and
termination for the A7/B1 Direct Connection circuit.

Thirteen (13) 230 kV breakers at Dickerson Station “D” with 50 kA short circuit interrupting
rating will require replacement with 63 kA rated units. Breakers 4A and 4B are presently oil
circuit breaker units rated at 63 kA and will not require replacement. Select breaker isolating
breaker switches, breaker taps, potential transformer / current transformer units, bus taps, bus
supports and instrument transformer taps will also require replacement to ensure a 63 kA short
circuit rating.

Thirteen (13) 230 kV gas breakers in the Station “H” switchyard will require the addition of
external capacitors to attain a 63 kA short circuit interruption rating.

Protection Systems
Station “D” stuck breaker protection will be modified such that catastrophic loss of gas on any
breaker will initiate stuck breaker protection to isolate the affected breaker. This stuck breaker
scheme was not used for the existing oil breakers. Although not required, it is recommended that
the existing Station “D” circuit breaker overcurrent relays on CBs 1A, 1B, 1C, 2A, 2B, 2C, 3A,
3B, 3C and 7A be replaced with a GE Universal, multifunction type F-60 relay. Many of these
pre-existing relays are on generator positions and are unreliable.

At Station “H”; bus differential, cable differential, and stuck breaker protection systems will be
required for the direct connection circuit and addition of circuit breakers #48A and #48B.

Special Protection Systems


Not used.

Other Facilities
Adequacy of Station “D’ and Station “H” AC Station Service and 125Vdc systems must be
verified after selection of circuit breakers and switches. Substation shield wires and grounding
grid upgrades will be determined as part of the detailed design.

Material and Drawing Lists

See Attachment #1 for a list of required material, and Attachment #2 for a list of affected Pepco
drawings. Finished design drawings are available to Interconnection Customer upon request.

Permits Required
Building permits will be required for breaker foundation additions at Dickerson Sta. H.
Building permits will not be required for additions at Dickerson Sta. D.

FACILITY STUDY RESULTS

TRANSMISSION LINES – DIRECT CONNECTION CIRCUIT


Direct Connection transmission circuit to be designed and constructed by Interconnection
Customer.

SUBSTATIONS

A. DICKERSON STATION “D”

1. Replace thirteen ( 13 ) 230 kV circuit breakers, breaker isolating


switches, breaker taps, bus taps, bus supports, Instrument
Transformers, and instrument transformer taps. (PJM Network
Upgrade Numbers 148 through 160)
Purpose and Necessity
Short circuit analysis indicates that addition of Queue #A7 (one combustion turbine-
generator) increases the short circuit interrupting and withstand requirement at Station
“D” to 48,570 amps. Addition of Queue #B1 (one additional combustion turbine and a
steam turbine-generator) further increases the requirement to 53,550 amps. Thirteen ( 13 )
circuit breakers with 50 kA short circuit interrupting rating, and breaker switches will
require replacement with 63 kA rated units. Breakers 4A and 4B are presently oil circuit
breaker units rated at 63 kA and will not require replacement.
See Attachment #7 for a summary of the short circuit analysis results.
Note: Addition of proposed generation interconnections up to and including Queue #G2
steam turbine-generator can increase the short circuit interrupting requirement by as
much as 5kA at Station”D”. Because there are several nearby new generation requests in
the PJM and PJM West Queues, coordination of ultimate circuit breaker requirements
will be necessary.

A sensitivity analysis was conducted to determine the requirements for other facilities at
Dickerson Station “D”. The sensitivity analysis included bus design calculations at fault
levels between 50kA and 63kA. At 63kA five additional bus supports and 28 additional
station post insulators are required. At fault levels between 50 and 55kA, the number of
bus supports to be added can be reduced from five to three and the number of station post
insulators can be reduced from 28 to 26 as compared to the design at 63 kA. It is also
important to remember that other PJM and PJM West generation interconnections up to
and including Queue #G2 can add as much as 5kA to the expected fault duties. Based on

the relatively minor change in work scope it would be prudent to design the entire
switchyard for a 63kA fault current level.

Rigid & Strain Bus Design
Pepco’s preferred bus conductors are 4” schedule 80 aluminum tube for rigid bus and two
1590 MCM wires per phase for strain bus. The rigid bus will be designed for a maximum
deflection of one pipe outer diameter without ice. Porcelain station post insulators will be
used on all bus supports and disconnect switches, and the mechanical ratings will be
determined during the detailed design.
The rigid bus design will be designed in accordance with the following loading cases:
Loading Case 1
NESC Heavy Loading, 40 mph wind, 0.5 “ radial ice and 63 kA short circuit force
applied simultaneously. Overload Factors: 2.5 wind, 1.565 short circuit and 2.5 vertical.
Loading Case 2
Extreme Ice Loading, 0 mph wind, 1.0” radial ice and 63 kA short circuit force applied
simultaneously. Overload Factors: 2.5 wind, 1.565 short circuit and 2.5 vertical.
Loading Case 3
Extreme Wind Loading, 80 mph wind and 63 kA short circuit force loads applied
simultaneously. Overload Factors: 2.5 wind, 1.565 short circuit and 2.5 vertical.

Structural Design
Steel structures as required will be designed and fabricated in accordance with the latest
edition of the AISC “ Manual of Steel Construction”, ASCE 7-98 and the Uniform
Building Code. The bus, insulators, switch and equipment supports will be designed to
withstand the following loads.
Loading Case 1- NESC Heavy
Structures will be loaded with all equipment loads and the weight of the structure. A wind
pressure of 4psf will be applied as well as a simultaneous radial ice load associated with
½”. Overload factors of 2.5 for transverse wind, 1.25 for wire tension and 1.5 for vertical
loads will be applied.

Loading Case 2- Extreme Ice


Structures will be loaded with all equipment loads and weight of structures. A wind
pressure of 4psf and a load associated with a radial thickness of ice of 1” will be
simultaneously applied for all loads. Overload factors of 1.10 will be applied for all
loads.

Loading Case 3- Extreme Wind
Structures will be loaded with all equipment loads and the weight of the structure. A wind
of 80 mph will be applied. Overload factors of 1.25 will be applied for all loads.
Loading Case 4- Short Circuit and High Wind
A horizontal loading associated with a short circuit of 63 kA magnitude will be applied to
the bus elevations. Simultaneously, a wind force associated with an 80 mph wind force
will be applied. Overload factors of 1.565 will be used for the short circuit force and 1.0
for the wind loads.

Grounding System
The grounding grid upgrade will be designed in accordance with ANSI/IEEE 80. The
grounding grid is based on a 63 kA short circuit with 50% of available short circuit
current being contributed by remote sources. A fault duration of 0.407 seconds is used for
sizing of the grid conductor. Fault duration for determination of step and touch potentials
is 0.07 seconds.

Raceway and Control Cable Systems


The raceway systems will consist of pre-cast cable trench and underground fiberglass
conduit with PVC fittings enclosed in concrete. All exposed conduit and fittings will be
rigid galvanized steel.
All single and multi-conductor cable will be a minimum of 600 volts and specified
according to Pepco standards. The minimum cable size for control and potential circuits
will be #12 AWG copper. The minimum cable size for current circuits will be #10 AWG
copper. All #12 and #10 AWG conductors will be multi-conductor, jacketed cable. Cable
for lighting and AC power will not be shielded. Control cable will be shielded.

Protective Relaying, Metering, Communications and Monitoring

The existing bus, protection, line protection, and generator protection will remain
unchanged as a result of the breaker replacements. Existing stuck breaker protection will
be modified such that catastrophic loss of gas on any breaker will initiate stuck breaker
protection to isolate the affected breaker. This stuck breaker scheme is not used for oil
breakers. Existing breaker overcurrent relays for breakers 1A, 1B, 1C, 2A, 2B, 2C, 3A,
3B, 3C and 7A will be replaced with a GE Universal, multifunction type F-60 relay.
Many of these relays are on generator positions and are unreliable and could lead to
possible generator outages.

Note: Replacement of overcurrent relays, with pre-existing reliability concerns, will be
done at Pepco cost.

2. Other Station “D” Facilities

AC Station Service System


The existing AC station service system at Station H is a 480/277v, three phase, four wire
system with an existing capacity of 645 kva. Two separate, redundant supplies are
provided. An engine generator is provided in the event of loss of both normal and
emergency supplies.
The existing AC station service system at Station “D” is a 480/277v, three phase, four
wire system with a capacity of 501 kva. Two separate, redundant supplies are provided.
One supply is created by a 4 kV feeder routed thru the switchyard that supplies a bank of
station service transformers. A second supply is provided from Mirant station service
equipment located in their plant.
In both instances, the adequacy of the existing station service equipment will be verified
(i.e. requirements for the addition of extra breaker positions in panels or additional panels
will be examined ) in the detailed design phase of the project as a result of the addition of
the motor operated disconnects.

125 VDC System


The 125 VDC system at Station “D” consists of one battery and one charger located in
the control house. A second DC feed is provided from the Mirant plant. Although not
required, it is recommended to install a second DC feed at the Station “D” control house.
The chargers and associated battery sets will be capable of providing emergency
operation and continuous load for the Sta. H switchyard. The existing capacity of battery
no. 1 is 488 A-H and charger no. 1 is 100 A, battery no. 2 is 320 AH and charger no. 2 is
50 A. The batteries and chargers were sized using IEEE 485 and the criteria listed below.

Battery load profiles at Station D switchyard are based on a double contingency event
consisting of a main bus fault with a circuit breaker failure contingency. The adequacy of
the existing battery and charger systems will be verified during the detailed design phase
as a result of the additional equipment loading on the 125 VDC system.

B. DICKERSON STATION “H”

1. Add 230kV circuit breakers 48A and 48B, three 230 kV disconnect
switches, instrument transformers, associated protective relaying,
miscellaneous bus work and support structures, including the
termination for the A7/B1 Direct Connection circuit.

Protective Relaying
The relaying equipment for protection of the Direct Connection circuit and for protection
of circuit breakers 48 A&B is listed below. The equipment will be located in the existing
Pepco control house.
Bus Differential Relaying
Breaker 48A will be incorporated into the bus differential schemes for existing 230 kV
Bus #1. The relays used for both schemes will be GE type SBD11 relays. Tripping
functions will be performed by ABB type AR relays and lockout functions will be
performed by Electroswitch auxiliary type LOR relays. Reclosing will be delayed on the
affected breakers, and stuck breaker protection will be initiated by a bus differential
operation. Breakers 48B will be incorporated into bus differential schemes for existing
230 kV Bus #2. The relays used for both schemes will be GE type SBD11 relays.
Tripping functions will be performed by ABB type AR relays and lockout functions will
be performed by Electroswitch auxiliary type LOR relays. Reclosing will be delayed on
the affected breakers and stuck breaker protection will be initiated by a bus differential
operation.

Cable Differential Relaying


Breakers 48 A&B will be incorporated into a cable differential scheme. Cable
Differential #1 will use GE UR-L90 type relays. Cable Differential #2 will use
Schweitzer SEL-311 type relays. Tripping relays used in both schemes will be ABB type
AR relays. Lockout relays in both schemes will be Electroswitch type LOR auxiliary
relays. Breakers 48 A&B will be tripped by a cable differential operation as well as the
generator’s intertie breakers. The tripping of the intertie breakers will be accomplished
by transfer tripping rather than an extension of current transformer wiring.

Stuck Breaker Relaying


Two sets of stuck breaker relaying will be provided for the protection of breakers 48
A&B. Stuck Breaker #1 will use a GE type UR-C60 relay. Stuck breaker #2 will use a
GE type UR-C60 relay . Tripping relays will be ABB AR type relays and lockout relays
will be Electroswitch type LOR auxiliary relays. A stuck breaker operation will remove
all sources to the affected relays. The tripping of intertie breakers will be accomplished
by transfer tripping rather than an extension of current transformer wiring.

Reclosing and Synchronizing Relaying


Breakers will be equipped with reclosing capability as a result of the GE UR-60 relay.
Synchronizing will be provided as part of the generator protection package and will not
be included in this report.
Breaker Metering & Control
Breaker metering and control circuitry for Dickerson Sta. H is presently located in the
Pepco control house. Pepco will be able to control the breakers (48 A&B ) from both the

RTU located in the control house and remotely from the Pepco Control Center. Metering
equipment to provide amp, watt, var and volt information on breakers 48 A&B will be
installed.

Communications
Pepco will utilize existing telecommunications optical fiber circuits for the transmittal of
all required metering and protection information. Extension of fiber cables may be
required into the new areas of the proposed generating units and the generator control
room. This will be determined during detailed design and will require close coordination
with Mirant.

2. Add external capacitors to thirteen ( 13 ) 230 kV gas breakers in the


Station “H” switchyard to attain a 63 kA short circuit interrupting
rating. (PJM Network Upgrade Numbers 134 through 147)
Purpose and Necessity
Short circuit analysis indicates that addition of Queue #A7 (one combustion turbine-
generator) increases the short circuit interrupting requirement at Station “H” to 48,570
amps. Addition of Queue #B1 (one additional combustion turbine and a steam turbine-
generator) further increases the short circuit interrupting requirement to 53,550 amps. As
a result of increased short circuit interrupting requirement, thirteen ( 13 ) circuit breakers
will require the addition of external TRV capacitors to upgrade to the next highest
nominal rating of 63 kA.
See Attachment #7 for a summary of the short circuit analysis results.
Note: Addition of proposed generation interconnections up to and including Queue #G2
steam turbine-generator can increase the short circuit interrupting requirement by as
much as 5kA at Station”H”. Because there are several nearby new generation requests in
the PJM and PJM West Queues, coordination of ultimate circuit breaker requirements
will be necessary.
A sensitivity analysis was conducted to determine the requirements for other facilities at
Dickerson Station “H”. The sensitivity analysis included bus design calculations at fault
levels between 50kA and 63kA. At 63kA there are 105 additional station post insulators
required. At fault levels between 50 and 52kA, the number of bus supports to be added
can be reduced from five to three and the number of station post insulators can be
reduced from 105 to 42. The bus design remains virtually unchanged for fault levels from
55kA to 63kA. It is also important to remember that other PJM and PJM West generation
interconnections up to and including Queue #G2 can add as much as 5kA to the expected
fault duties. Based on the relatively minor change in work scope it would be prudent to
design the entire switchyard for a 63kA fault current level.

Grounding System
The grounding grid upgrade will be designed in accordance with ANSI/IEEE 80. The
grounding grid is based on a 63 kA short circuit with 50% of available short circuit
current being contributed by remote sources. A fault duration of 0.407 seconds is used for
sizing of the grid conductor. Fault duration for determination of step and touch potentials
is 0.07 seconds.

Lightning Shielding System


The shielding design will be verified using the application of the model called the
“Rolling Sphere Technique”. The shield wire design is associated with the generator tap
to connect the generator units to the 230 kV bus at Sta.H.

Raceway and Control Cable Systems


The raceway systems will consist of pre-cast cable trench and underground fiberglass
conduit with PVC fittings enclosed in concrete. All exposed conduit and fittings will be
rigid galvanized steel.
All single and multi-conductor cable will be a minimum of 600 volts and specified
according to Pepco standards. The minimum cable size for control and potential circuits
will be #12 AWG copper. The minimum cable size for current circuits will be #10 AWG
copper. All #12 and #10 AWG conductors will be multi-conductor, jacketed cable. Cable
for lighting and AC power will not be shielded. Control cable will be shielded.

3. Other Station “H” Facilities


AC Station Service System
The existing AC station service system at Station H is a 480/277v, three phase, four wire
system with an existing capacity of 645 kva. Two separate, redundant supplies are
provided. An engine generator is provided in the event of loss of both normal and
emergency supplies.
The adequacy of the existing AC station service equipment will be verified (i.e.
requirements for the addition of extra breaker positions in panels or additional panels will
be examined ) in the detailed design phase of the project as a result of the addition of the
motor operated disconnects.

125 VDC System


The 125 VDC system at Station H consists of two batteries and two chargers. The
chargers and associated battery sets will be capable of providing emergency operation
and continuous load for the Sta. H switchyard. The existing capacity of battery no. 1 is

488 A-H and charger no. 1 is 100 A, battery no. 2 is 320 AH and charger no. 2 is 50 A.
The batteries and chargers were sized using IEEE 485 and the criteria listed below.

STATION “D” COST ESTIMATE
The costs for the work at the Dickerson Sta. D switchyard are estimated to be $8.0
million. This estimate includes replacing (13) 50 kA breakers with 63 kA units, and
replacing associated disconnect switches, bus structures and bus support structures to
ensure a 63 kA rating.
These costs are entirely associated with the requirement to upgrade the short circuit rating
of the Station “D” switchyard. The cost will be divided evenly among the thirteen breaker
positions. Thus each breaker position is responsible for $615,385 worth of network
upgrades. This estimate does not include CIAC tax Gross-up which is 34%.

This estimate is made up of attachment facilities and network upgrade costs. The
attachment costs are expected to be approximately $2.5 million, and the network
upgrades are expected to cost approximately $500,000. These upgrade costs will be
divided evenly among the thirteen breakers at Sta. H or $38,462 per breaker position.

Fault Study Report:
PJM #A7/B1/G2 - Projects at Dickerson, Sta. H.
Description:

The fault study was performed by modeling an Aspen Oneliner File that depicts the proposed
configuration of the A7, B1 and G2 projects at Dickerson Sta. H . The system modeled consisted
of four 13 kV generators (2 Combustion Turbines, 160 MW each and 2 Steam Turbines, 210MW
and 222 MW) each connected to a separate two-winding step-up transformer (230/13 kV). The
high side (230 kV) of each transformer was then connected to the 230 kV bus at Dickerson, Sta.
H which is labeled as DICKH230, Bus No. 7002. The 230 kV bus at Dickerson, Sta. H is part of
the Pepco Base Case Aspen Oneliner file that depicts the entire transmission and distribution
system.

Assumption:

No assumptions were made in modeling this project.

Modeling Tool:

The tool used to model this project was Aspen Oneliner version 2000F. This is
a PC-based short-circuit and relay coordination program. The short circuit
program simulates all types of classical faults, such as, bus, line-end, line-out,
intermediate and simultaneous faults.
Analysis:

The following cases were evaluated for this project:

Existing The short-circuit program was used to determine the three-phase and single-phase
Condition fault duties at the 230 kV bus (Bus No. 7001) at Dickerson, Sta. D and at the
230 kV bus (Bus No. 7002) at Dickerson, Sta. H. The ANSI X/R Ratio was
determined.
(No Additional Generation)

A7 The short-circuit program was used to determine the three-phase and single-phase
fault duties at the 230 kV bus (Bus No. 7001) at Dickerson, Sta. D and at the
230 kV bus (Bus No. 7002) at Dickerson, Sta. H, when one 160 MW combustion
turbine (1 CT) is connected to the 230 kV bus (Bus No. 7002) at Dickerson,
Sta. H. The ANSI X/R Ratio was determined.

one 160 MW combustion turbine (1 CT) and one 210 MW steam turbine (1 ST)
are connected to the 230 kV bus (Bus No. 7002) at Dickerson, Sta. H. The ANSI

and B1, one 222 MW steam turbine (1 ST) is connected to the 230 kV bus
(Bus No. 7002) at Dickerson, Sta. H.The ANSI X/R Ratio was determined.
