BACKGROUND AND RATIONALE

The Philippine TVET Trainers Qualification Framework (PTTQF) is a


system that provides competency standards for TVET trainers and assessors
involved in the training delivery, competency assessment, training
design/development and training supervision. The framework also defines the
competencies of TVET trainers at different roles and levels of technical training.
PTTQF was approved thru TESDA Board Resolution No. 2004-03 on February
5, 2004 and was amended in 2010 thru TESDA Board Resolution No. 2010-05.
Under PTTQF, TVET trainers are categorized into four (4) levels as
follows: Trainers Methodology Level I (Trainer/Assessor), Trainers
Methodology Level II (Training Designer/Developer), Trainers Methodology
Level Ill (Training Mentor), and Trainers Methodology Level IV (Master Trainer).
In support to PTTQF, Training Regulations (TRs) on Trainers
Methodology Levels I and II were promulgated thru TESDA Board Resolution
No. 2010-16 on November 25, 2010. The aforementioned TRs shall serve as
bases for the registration and conduct of Trainers Methodology Levels I and II
programs. TESDA Circular No. 14 series of 2011 was issued to guide TESDA
Field Offices in the roll-out of Training Regulations on TM Levels I and II.
TESDA Circular No. 13 series of 2011 was issued on June 10, 2011 to
facilitate the effective and efficient implementation of the competency
assessment and certification program of TVET trainers under Levels I
(Trainer/Assessor) and II (Training Designer/Developer) at the provincial and
regional levels.
On December 19, 2014, TESDA Circular No. 20 series of 2014 amended
TESDA Circular No. 13 series of 2011 to include industry work experience as
part of the requirements for National TVET Trainers Certificate (NTTC)
issuance and renewal. The Circular states that, to attain the appropriate NTTC
Level I, the following are required: a) NC Level of the qualification appropriate
to the training program handled but not lower than NC II; b) Trainers
Methodology Certificate (TMC) I; and c) Industry work experience as may be
provided in Section 3 of the respective TR (attached list of TRs requiring
industry experience for Trainer) (Annex A).
In February of this year, this proposed Circular and the proposed TESDA
Board Resolution on the Adoption of Revised Trainee Entry Requirements for
TM level I was subjected to regional public consultations.
On June 6, 2017, TESDA Board Resolution No. 2017-31 re: Adoption of
the Revised Trainee Entry Requirements for Trainers Methodology (TM) Level
I was approved. One of the provisions in the resolution is that the trainee must
have met the number of years of relevant industry working experience required
(IWER) per promulgated Training Regulations of the particular qualification to
be handled.

Currently, there are 10,840 certified TVET trainers (TM Level I holders),
whose NTTC renewal are affected due to lack and/ or insufficient number of
years of industry work experience.

Based on the above premise, there is a need to develop an acceptable


program to supplement the required number of years of industry work
experience of in-service trainers to anticipate the effect of a shortage of trainers
due to lack of industry work experience, hence, this Circular.

This system aims to provide an opportunity for WET trainers currently


employed, whether as regular or contractual employee with insufficient industry
work experience to meet the trainers' qualifications in the Training Regulations
and establish a workable credit equivalency system for trainers to be accorded
credits equivalent to industry work experience.

II. DEFINITION OF TERMS

• Certificate of Compliance to industry Experience (CoCIE) = is an official


document issued by TESDA Regional Director; specifying the credit
assigned per specific qualification; as the acceptable evidence of in-service
Industry Experience of trainers.

• Dualized Training Program (DTP) — a transitory phased implementation


modality of DTS. It facilitates and leads the partnership arrangements
between the school and the workplace into DTS modality over time (TVET
Glossary of Terms, 4th Edition).

• Dual Training System (DTS) — an instructional delivery system of technical


and vocational education and training that combines in-plant and in-school
training based on a training plan collaboratively designed and implemented
by an accredited dual system agricultural, medical, industrial, and business
establishment (TVET Glossary of Terms, 4th Edition).

• On-The-Job Training - a training within the enterprise given at the work


station and using jobs of commercial value for instruction and practice
purposes. (ILO)

• Equivalence of Industry Experience - the condition of being the same or


comparable in value, worth, function, etc. to time served/employed in an
industry.

• In-Service Industry Work Experience — Industry work experience


acquired during employment as TVET trainer gained through the different
modalities specified in this Circular.

• Industry Immersion — the process of deploying TVET trainers to


industries/companies to enhance their skills, knowledge and attitudes in

their area of specialization to be applied to their training institutions for


quality TVET training. (TVET Glossary of Terms, 4th Edition).

• Philippine WET Trainer Qualification Framework (PTTQF) — provides


for the recognition of the competence of TVET trainers at the different roles
and qualification levels. (TESDA Circular No. 20 s. 2014)

• Pre-service Industry Work Experience — Industry work experience


acquired whether permanent or contractual status, including industry
experience gained during in-plant phase of the On-the-Job-Training (OJT),
DTS/DTP and apprenticeship programs prior to employment as TVET
trainer.

• National TVET Trainers Certificate (NTTC) a final document issued to a


trainer who is a holder of a National Certificate (NC), a Trainer Methodology
Certificate (TMC) and Industry Work Experience as may be provided in
Section 3 of the respective TR (TESDA Circular No. 20 s. 2014).

• Technical Consulting - is a service provided by TVET trainer in a particular


area for Micro, Small and Medium Enterprises (MSME5).

• Trainee's Record Book (TRB) — a record of all accomplishments/ tasks/


activities of the trainees while undergoing training in the industry (Plan
Training Session, Trainers Methodology 1).

• Training Regulation (TR) — a TESDA-promulgated document that serves


as a basis for developing competency-based curricula, instructional
materials and competency assessment tools. (TVET Glossary of Terms, 4th
Edition).

III. OBJECTIVE

The credit equivalency system for industry work experience requirement


for TVET trainers aims:

1. Recognize/acknowledge different modalities of industry work


experience;
2. Provide a credit equivalency for each modality;

3. Prescribe acceptable evidences supportive of each modality; and

4. Establish procedure of issuance of certificate of compliance to


industry work experience requirement.

IV. COVERAGE

This Circular institutionalizes a credit equivalency system for industry


work experience required per TR Section 3 of TVET trainers. This applies to
TVET trainers currently employed in public and private TVIs. Pre-service
industry work experience and In-service experience will be recognized.

2. Portfolio Assessment shall be used for giving credits to the submitted
evidences;
3. For modalities 1-3 in the Credit Equivalency Table, only evidences of
experiences acquired within the last five (5) years will be considered; and
4. The trainer may earn industry work experience credits through a combination
of the different modalities, which will be indicated in the Certificate of
Compliance to Industry Experience (CoCIE). CoC IE should be Qualification-
specific.

VI. MECHANICS OF IMPLEMENTATION

1. Softcopy of the Application Form for CoCIE (Form A) shall be available thru
the TESDA Provincial Office (PO) or the TESDA website at
www.tesda.gov. ph;
2. The TVI shall assist in satisfying the requirements of its trainers' application.
Both the TVI and the trainer/s shall be held co-liable on the authenticity of
the documents submitted to the PO;
3. The documentary evidences must be packaged per qualification;
4. The evidences for Previous employment, On-the-Job Training, Technical
Consulting and Industry immersion shall be indicative of specific actual tasks
or duties relevant to the Qualification being applied for:

and the package of documentary requirements to the TVI Administrative
Officer or Record Officer for initial screening. The candidate is required to
present the original documents for verification during the initial screening;

6. The Screening/Record Officer shall certify that each piece of


documentary evidence in the package that passed the initial screening is
a true copy of the original;
7. The Application Form for CoCIE for each package must identify the
contents based on the documentary evidences that passed the initial
screening and duly certified true copy of the original;
8. The candidate shall attest or declare in the Application Form for CoCIE (Box
A) that the package of documentary evidences attached are certified true
copies of the original. Such attestation of the candidate shall be properly
notarized (Box B).
9. The candidate shall submit to the TESDA Provincial Office the notarized
package of documentary evidences endorsed by the TVI Administrator/
President for assessment;
10. Each PO shall establish a Provincial Technical Assessment Group (PTAG)
composed of one (1) Supervising TESD Specialist or Senior TESD
Specialist and one (1) TESD Specialist II. The functions of which are the
following: 1) process all applications for CoCIE; b) assess the submitted
documentary evidences for validity, authenticity, sufficiency, currency,
consistency, and recency; and c) recommend equivalent credit based on
the merit of the documents/evidences submitted;
11. The assessment and credentialing shall be facilitated by the Provincial
Technical Assessment Group following the Rules of Evidence and the
approved Evidence Guide provided for in this Circular (Forms B.1-B.4 and
C);
12. The Summary Results of Portfolio Assessment (Form C) together with the
package of document shall be endorsed by the Provincial Director to the
Regional Office for review and issuance of corresponding CoCIE (Form D).
CoCIE can be either in Full or Partial compliance;
13. A senior staff of ROD will review the documents endorsed by the PD, and if
found complete, correct and in accordance with the criteria, shall prepare
CoCIE for the signature of the RD;
14. The RO will transmit to PO within a week the signed CoCIE ready for
release to the candidate; and
15. The RO shall notify the candidate and concerned TVIs upon the release of
CoCIE thru e-mail.

VII. SPECIAL PROVISIONS


1. The grace period for an in-service trainer to comply with the required
industry work experience shall be equivalent to the duration of the
industry experience required in the specific TR;
2. Within the grace period defined, the trainer:
7.2.1 Can conduct training on his/her qualification that requires industry
work experience, provided that the training program delivery is
DTS/DTP; and
7.2.2 Can conduct national assessment provided his/her accreditation
as a Competency Assessor(CA) has not expired;
3. As a matter of policy, trainers in the TT's are entitled to one-month industry
immersion every year; private TVIs are enjoined to provide the same
opportunity to their trainers;
4. The Industry Immersion of TVET Trainers shall be supported by a TWSP
package, the guideline of which shall be issued immediately.
5. All certified true copies documents submitted for the purpose of
assessment should become the properties of TESDA. Original copy shall
remain with the candidate;
6. NITESD shall maintain a database of TVET trainers issued with CoCIE; and

7. NITESD shall capacitate ROPO-designated focal persons involved in the


implementation of this Circular.

VIII. REPORTING AND MONITORING


The ROs will submit to Central Office cc: NITESD, a monthly report on the
number of applications processed and names of trainers issued with CoCIE.
The NITESD shall conduct a random annual audit on the ROPOs
implementation of this Program.
IX. SEPARABILITY CLAUSE
If any provision of this Circular is declared invalid, the remaining parts not
affected shall continue to be valid and operational.
X. EFFECTIVITY
This Circular takes effect as indicated and supersedes any other
issuance/s inconsistent herewith.
