This document provides instructions for election officials on handling different types of voters on voting day:
1) Voters with an Election Duty Certificate, Postal Ballot, or classified as overseas or absentee shifted dead have special voting procedures depending on their status in the voter rolls.
2) Classified Service Voters vote through a proxy voter who must present valid documents in order to cast the ballot on their behalf.
3) New procedures include recording mock poll times, maintaining an agents' movement register, including additional reports, and no longer accepting BLO voter slips as valid ID.

Election Duty Certificate
● If a Voter is Marked as EDC in the Marked
Copy Register then he is not allowed to vote in that particular polling station. ● However he is allowed to vote in any other polling station if ➔ By producing valid EDC. PRO should never return EDC back to voter if allowed to vote. Maintain the document. ➔ Any valid Identity card mentioned by ECI. Gagan Deep M N Master Trainer, 205 Bantwal 1 Election Duty Certificate ● After verification, allowed to vote as a normal voter. ● While entering Part Number and Serial Number in 17-A Voter's Register, Part Number and Serial Number mentioned in the EDC should be entered. ● In the Remarks column, EDC has to be mentioned.

Postal Ballot ● If a Voter is Marked as PB in the Marked Copy Register then he is not allowed to vote in polling station. ● He can cast his vote only by Postal and he is not allowed to vote in the machine at any cost.

Classified Service Voters ● Classified service voters (CSV) list details is seperately given by the District Office and attached at the end of the Marked Copy Register. ● CSV voters assign a Proxy Voters (PV) to cast his vote on behalf of him. Proxy voter allowed to vote if ➔ By producing valid CSV/Proxy. PRO should maintain the documents with him. ➔ Any valid Identity proof of Proxy voter mentioned by ECI. Gagan Deep M N Master Trainer, 205 Bantwal 4 Classified Service Voters ● After verification, allowed to vote as a normal voter. ● Serial Number and Part Number of Proxy Voter has to be entered in 17-A. ( Usualy proxy voter has to be valid voter in that polling station. ) ● In the Remarks column, PV has to be mentioned. ● Indeligible ink has to be applied to left hand middle finger.

Overseas Voters ● If a voter is marked as overseas voter in marked copy then he should compulsorily produce passport document for verification. ● In 17-A Signature column, both signature and left hand thumb impression has to be taken without fail.

Absentee Shifted Dead ● Absentee Shifted Dead (ASD) list details is seperately given by the Taluk Office and attached at the end of the Marked Copy. ● If ASD voters enters the polling station then they have to be scrutinized by PRO. ● After successful verifcation, voter is allowed to vote as normal voter. Obtain Declaration from him before Vote. ● In 17-A Signature column, both signature and left hand thumb impression has to be taken without fail. ● In the remarks column of 17-A, ASD is mentioned for future reference. Gagan Deep M N Master Trainer, 205 Bantwal 7 New Changes ● Mock Poll start time and end time has to be entered in Mock Poll Certificate, PRO Diary and Accounts of Voters 17-C. ● Movement register for Agents has to be maintained. ● EPIC & NON EPIC counts have to entered in 16 additional reports to Observer and 42 Column information to Observer/ARO. ● PRO after demustering, collect acknowledgement for submitting all EVM, VVPAT & documents.
