Definition of Assessment and Evaluation
1. Definition of Assessment
According to Weeden, Winter, & Broadfoot: 2002, Bott: 1996, Nitko: 1996, Mardapi:
2004, assessment is all activities doing by the teacher, students to assess themselves, which
gives information to use as feedback to modify teaching learning activities. Herman & Knuth,
1991 said that assessment is used to determine what a student knows or can do; Assessment
data effects student advancement, placement, and grades, as well as decisions about
instructional strategies and curriculum.
2. Definition of Evaluation
According to Nitko & Brookhart 2007, evaluation is process to decide the value which
has relation with student’s work and student’s creation. Mardapi 2004: evaluation is one of
much activities on improve the quality, work or productivity an institute on perform the
programs. Griffin and Nix 1991: evaluation is a judgment of the value or implication from the
result of measuring. Tyler 1950: evaluation is a process to decide how far the goals of
education being achieved. Kirkendall,dkk 1980: evaluation is process to decide the value or
the function from a collective data. Ebel 1986: evaluation is a necessity where evaluation
must decide about what information that need, how the information collected, and how that
information synthesized for supporting the expectation result.

Assessment is often equated and confused with evaluation, but the two concepts are
different. Assessment is used to determine what a student knows or can do, while evaluation
is used to determine the worth or value of a course or program. Assessment data effects
student advancement, placement, and grades, as well as decisions about instructional
strategies and curriculum. Evaluations often utilize assessment data along with other
resources to make decisions about revising, adopting, or rejecting a course or program.

The Function of Assessment and Evaluation
1. The tools to know success or not the instructional purpose. With this function the
value must be refer to the instructional purposes.
2. Feedback for teaching and learning process. Remedial possible can do on the
instructional purposes, learning activity, the strategies of teacher teach, and so on.
3. The base in arrange report about student’s improvement to their parents. On that
reports showed about student’s learning in the form of value that student achieved.
The function of evaluation divided into two functions, there are the function
evaluation of the learn result and the function evaluation of program teaching.
Formative function
The evaluation doing during the class can give the information like feedback from
teacher or students. For educator the feedback can use to fix the study that has been
done. Where there are the weaknesses in there fixing can do. For students the
feedback that has been received will give information to them whether KD and SK
have been achieved or not. In addition it can do to fix on study when SK and KD
haven’t been achieved.
Summative function
Summative test on perform the evaluation of the learn result usually perform in the
end of program study, like in the end of “kwartal”, in the end of semester, or in the
end of the year of study. As the result will know how far the knowledge, characteristic
and creation as one of the purpose that have been achieved. Thus the result can take
like rise or not rise the class, graduate or not graduate, then for reporting the result
of study can give to student’s parent.
Diagnostic function

Evaluation can also to explain the difficult students. The process can do at the PMB,
during PMB or in the end of PMB. After know the difficult of students so remedial
program can perform to get the goal.
Selective function
Limit facility, evaluation can use to selection input appropriate with the room, sitting
place, or another facility in there. When we relation with the talent so evaluation can
use to choose someone talent. In addition successful of a program will influence by
successful evaluation on choosing the talent.
Motivate function
When students know the PMB doing by them didn’t do the evaluation so the
consequence have imagined by the student, they didn’t want to study. Evaluation can
make student want to study highly. More high they want show their ability.
Evaluations doing by school need the report for student’s parent, institute or teachers
itself. For student the report has the advantages:

the headmaster about the quality of teacher and studying process become their

but also about aspect and behavior, interest and talent, until individual characteristic

that have relation with achieved the result of the study. In addition, the report not
only numeral but also narrative description about the student’s characteristic.
The report about learning activity for society is important thing because it can believe
them about efforts doing by school on improves the study. The belief from society is
hopeful because attention from society can develop the school together. The report
to society function to perform Public Accountability to see the curriculum being
exists. That report is tools of communication and cooperation between school,
student’s parent, and society, to develop student’s study and school develop.

Evaluate a context of the program including goals rationalization, program
background, and planning needs.
b. Input assessment and evaluation
Evaluation aimed to analyze the input either sources or strategies to accomplish the
goal.
c. Process assessment and evaluation
Evaluate the process of education including smoothness of process, appropriateness
with planning, obstacles of the process on so forth.
d. Output assessment and evaluation
Evaluate the result of the program to define final decision, to be corrected, modified,
developed or even stopped.
e. Graduate assessment and evaluation
Further evaluation for alumnus, when they are gets involved in their society.

Evaluate transformation elements of learning process including lesson, media,
method and so on.
Those are the types of assessment and evaluation. Beside the types above there also
are several methods and strategies of assessment and evaluation:
1. Observation
Observation occurs during students' daily reading, writing, listening, and speaking
experiences. It is an unobtrusive means by which teachers (and students) can determine their
progress during learning. Observations can be recorded as anecdotal notes, and on
checklists or rating scales. When teachers attach the data collection sheets to a hand-held
clipboard, data can be recorded immediately and with little interruption to the student.
Alternatively, adhesive note papers can be used to record data quickly and unobtrusively.
a. Anecdotal Records
Anecdotal records are notes written by the teacher regarding student language,
behaviour, or learning. They document and describe significant daily events, and
relevant aspects of student activity and progress. These notes can be taken during
student activities or at the end of the day. Formats for collection should be flexible
and easy to use.
Teachers may choose to keep running written observations for each student or they
may use a more structured approach, constructing charts that focus each
observation on the collection of specific data. A combination of open-ended notes
and structured forms may also be used. It is important to date all observations
recorded.

b. Checklists
Rating scales record the extent to which specific criteria have been achieved by the
student or are present in the student's work. Rating scales also record the quality of
the student's performance at a given time or within a given process. Rating scales
are similar to checklists, and teachers can often convert checklists into rating scales
by assigning number values to the various criteria listed. They can be designed as
number lines or as holistic scales or rubrics. Rubrics include criteria that describe
each level of the rating scale and are used to determine student progress in
comparison to these expectations. All formats for rating student progress should be
concise and clear.
2. Portfolios
Portfolios are collections of relevant work that reflect students' individual efforts,
development, and progress over a designated period of time. Portfolios provide students,
teachers, parents, and administrators with a broad picture of each student's growth over
time, including the student's abilities, knowledge, skills, and attitudes. Students should be
involved in the selection of work to be included, goal setting for personal learning, and self-
assessment. The teacher can encourage critical thinking by having students decide which of
their works to include in their portfolios and explain why they chose those particular items.
Instruction and assessment are integrated as students and teachers collaborate to compile
relevant and individual portfolios for each student.
3. Interviews/Conferences

Teacher-student interviews or conferences are productive means of assessing
individual achievement and needs. During these discussions, teachers can discover students'
perceptions of their own processes and products of learning. Brief conferences can occur
while students are reading, writing, listening, and speaking; extended interviews about their
processes and products can be structured into each class period. When teachers ask
questions that promote student reflection upon what they understand and how they work
and learn, the rich data collected can support instructional decisions. Interview questions can
be developed to meet the needs of specific students and to fit the curriculum objectives.
Quizzes, tests, and examinations are most often used for assessing students'
knowledge of content; however, they may be used to assess processes, skills, and attitudes.
Tests, whether they are oral or written, must represent students' achievements as accurately
as possible. Formats for test items should be varied; each type is most effective at assessing
and evaluating student progress when used in conjunction with the other types.

Allows students to collaborate and learn from others. Through discussions with peers,
Middle Level students can verbalize their concerns and ideas in a way that helps them
clarify their thoughts and decide in which direction to proceed.

Planning of Assessment and Evaluation
The good assessment and evaluation should have a good planning. The following
principles are intended to assist teachers in planning for student assessment and evaluation:
Assessment and evaluation should be fair and equitable. They should be sensitive to
family, classroom, school, and community situations, and to cultural or gender
requirements; they should be free of bias.
Assessment and evaluation should help students. They should provide positive
feedback and encourage students to participate actively in their own assessment in
order to foster lifelong learning and enable them to transfer knowledge and abilities
to their life experiences.

Teachers as decision makers strive to make a close match between curriculum
objectives, instructional methods, and assessment techniques. The evaluation process carried
out parallel to instruction is a cyclical one that involves four phases: preparation, assessment,
evaluation, and reflection.
