identifying underlying vulnerabilities
• Bottom up approach, leaving the DRR
responsibilities to LGUs
• Proactive, putting greater emphasis on
disaster prevention and mitigation
• Philippine Disaster Risk Reduction and
Management (DRRM) Act of 2010
NOAH was a DRRM research and development program
funded by the DOST from July 2012 to February 2017 in
response to a call for a proactive disaster prevention
and mitigation program. It was tasked to:
• Provide high-resolution hazard maps for Floods,
Landslides and Storm Surges
• Deliver a near real-time warning system for
floods for communities living along 18 major
river systems
The UP NOAH Center
• In its 1325th Meeting held on 23 February 2017,
the University of the Philippines’ Board of
Regents (BOR) approved the “Establishment of
the Nationwide Operational Assessment of
Hazards (hereafter, the NOAH) Center (for climate
actions and disaster risk reduction management)
at the University of the Philippines.
• UP Executive Order PDLC 17-03, signed by
President Danilo L. Concepcion on 21 March 2017
formally established the UP NOAH Center.
The UP Resilience Institute
• The UP NOAH Center is the core component of
the University of the Philippines Resilience
Institute (UPRI).
• The UP Resilience Institute was established as a
proactive hub of benchmark innovative
information vital to the nation's efforts in climate
change mitigation and adaptation.
• Its mission is to empower local communities
through multidisciplinary actions toward
resilience.

On 8 November 2013, Typhoon Haiyan, local name Yolanda, made landfall in the central Philippine islands region.
Considered one of the most powerful typhoons ever to make landfall in recorded history, the 600 km-diameter
typhoon Haiyan crossed the Philippine archipelago, bringing widespread devastation in its path. Strong winds,
heavy rainfall, and storm surges caused extreme loss of lives and widespread damage to property.
