1. The Additional District Mission Director of DMMU Alipurduar has written to the State Mission Director regarding complaints against BPM Pradip Kr. Chandra of Kalchini block. 2. Multiple complaints have been received about the BPM's adverse attitude, lack of cooperation with NGOs and officials, and failure to meet targets or communicate with DMMU. 3. The BPM has been disrespectful towards SLTs/DLTs, questions the authority of other officials, and continues bad behavior despite previous warnings. Action is requested to protect the image of DMMU Alipurduar.

Sub: Complaint Against Sri Pradip Kr. Chandra, BPM (Kalchini), Regarding.

Madam,
This is to bring to your kind attention that the performance, attitude and working behaviour
of Sri Pradip Kr Chandra, BPM-Kalchini is put under big question mark, as complaints are pouring in
against him from many quarters, in spite of him being repeatedly warned.
The following observations have been made :
1. A mail (enclosed) have been received on 15.01.18 from Biplab Roy, Managing Director, of
Roy & Co Udyog Pvt., who are imparting Agarbatti making training to our SHG women in
Alipurduar-I, Kalchini and Kumargram regarding an adverse and discouraging attitude of
BPM, Kalchini. The aforesaid compliant made by Sri. Biplab Roy is damaging the good image
of DMMU-Alipurduar.
2. Another letter (enclosed) has been received from SLTs/DLTs of DMMU Alipurduar on
15.01.18 regarding complaint against BPM Kalchini on disrespecting and insulting SLTs/DLTs
time and again and also during CM visit duty on 09.01.18. The compliant made by the
SLT/DLTs may be viewed in the light of BPM of one Block questioning the authority of
officials (selected by SRLM or DMMU) of different Blocks. This type of behaviour by BPM
surpasses his jurisdiction and downplays the morale of other public servants, thereby
creating obstruction to the smooth operationalisation of a Government programme.
3. Undersigned has received verbal complaints from officials of NGOs like ‘ACEESS’, ‘LKP’ and
CMSA teams accusing BPM of Kalchini of non-cooperation and negative attitude with a
tendency of unnecessarily detaining the programmes.
4. As evident from monitoring of progress of Anandadhara programme at Kalchini, the role of
BPM is very unsatisfactory, both on and off the field. Managers of poorly performing bank
branches are not aware of role performed by BPM, let alone knowing BPM. Most of the
CSP(BL) are not aware about the targets set for the programme for the current financial
year.
5. BPM does not pick up phone when contacted from DMMU officials, nor calls back later. This
type of mis-communication with DMMU will hamper the interest of WBSRLM.
6. Behaviours of such type by BPM have already been noted and he was warned by this office
vide letter referred above (enclosed). Despite such warning, this type of repetition of BPM
speaks about carelessness, insubordination and misbehaviour.

image of DMMU-Alipurduar does not get tarnished by such undesirable actions of Sri Pradip Kr
Chandra, BPM Kalchini.
