allowed to change his/her option during remaining period of current
assignment

5 Special duty *. SDA @ 10% of basic pay to employees serving in North East
allowance for serving Region.

*. SDA shall not be admissible during the period of leave/training/tour

6 Children Education *. CEA @ Rs.2250/- per month (Total Rs.27000/- per annum) for
Allowance/Hostel children studying class Nursery to 12th clas. Whenever DA increases

*. As per para No.8.8.9 of 7th pay commission report, the 6th CPC had
suggested that Central Government should revise the rates of these
Gallantry Awards on their own without waiting for a Pay
Commission. Accordingly, the last revision of rates for Defence
Forces was done on 30.03.2011. No change in rates is therefore
proposed by 7th Pay commission and medal allowance retained &
accepted by Govt.
11 Non-Practicing *. @20% of the basic pay subject to condition that the sum of basic
allowance (NPA) to pay and NPA does not exceed Rs.2,37,500/-

*. The rates will increase further by 25% each time dearness

*. The rate of allowance will be increase by 25 percent each time the
DA increases by 50%

*. The CAPFs personnel will have the option to choose:-


(i) Detachment+Special Duty Allowance (as and where applicable) or
Tough local allowance (as and where applicable).

(ii) Risk and Hardship Allowance (as and where applicable)+Ration


Money allowance.

*. No Ration Money allowance will be granted with Detachment


Allowance. Where free rations are provided only 50 percent of the
Detachment allowance will be granted.

*. The Detachment allowance will be enhanced by 50% in both J&K


as well as LWE theatres.

*. The first 10 days Detachment allowance will be full rate.

*. For next 10 days @ 75% of the full rate.

*. For remaining period 50% of the full rate.

*. The existing condition of return to HQr for continuation of the


allowance beyond 180 days removed.

14 House Rent *. HRA shall not be less than Rs.5400/- pm , Rs.3600/- pm and
Allowance Rs.1800/- pm at X, Y & Z class cities respectively.

An employee with dependents during field posting or staying in


Barracks as functional requirement will be eligible for
accommodation for his dependents anywhere in the country.

* Provided Govt. accommodation is not available for the


dependents at selected place of residence if Govt accommodation
is available no HRA is payable.

** Reduced HRA means rate of HRA applicable reduced by 5%.


However the reduced amount cannot be less than the lowest rate of
HRA applicable to class-Z category cities/town. Allowances
available provided employees is required to stay in barracks as
functional requirement and Govt accommodation is not available
for dependents at selected place of residence. If employee is
staying in barracks by choice or Govt accommodation is available
at selected place of Residence, no HRA is payable.

@ Reduced HRA means rate of HRA applicable reduced by 5%.


However, the reduced amount cannot be less than the lowest rate
of HRA applicable to class-Z cities/town. Allowance is available
provided employee is required to stay in Barracks as a functional
requirement. If employee is staying in Barracks by choice no HRA
is payable.

 The rate of HRA will not be less than Rs.5400/-, 3600/- &
1800/- at X,Y & Z class cities respectively.

 The rate of HRA will be revised to 27%, 18% and 9% for X,Y

17 HPCA/Patient Care  Min Staff to continue to get HPCA/PCA @ 4100/- for level B
Allowance (PCA)
and below and Rs.5300/- for level 9 and above of Risk and
Hardship Martix.

 As per 7th Pay commission report that Hospital Patient Care


Allowance (HPCA), Patient Care Allowance (PCA) are
admissible for Ministrial staff as well on the premise that the
entire hospital area carries the risk of communicable diseases.
The practice should be stopped and HPCA/PCA should be
admissible to only those employees who come in continuous
and routine contact with the patients. (Para 8.10.70 of report).

The rates shall increase by 235% whenever the DA goes up by 50%

The rate shall increase by 25% whenever the DA goes up by 50%.

The allowance shall not be admissible along with Special Duty Allowance.
However, employees have the option for continuing SCA (Remote Locality)
Allowance at old rates of 6th CPC, where it was admissible, along with
Special Duty Allowance at revised rate of 10%.
