Formulation of Objectives:-: Ural Evelopment

The document outlines the objectives and process for a rural development project surveying and studying Srinivasanallur village in Karur district, Tamil Nadu. The project involves conducting physical, visual, housing, environmental, and infrastructure surveys; analyzing the data to identify issues and needs; and developing concepts for housing, community facilities, and redevelopment while preserving existing infrastructure and social networks. The goals are to understand the rural environment and design accordingly, improve living conditions through infrastructure development, and achieve overall community development.

AR6413 R URAL D EVELOPMENT

Introduction:

The village has been a significant basic unit of community life through the centuries. The
pattern of growth and the way of life in these villages vary considerably, the
influencing factors being – topography, geology, climate, social structure, economic
base, availability of building materials and natural resources etc. These factors
influence the building environment – the arrangement of different streets and communal open
spaces, the nature of house types and these further articulate the environment that the man
created for himself. As the major project this semester, you will undertake a survey and study
of Srinivasanallur village near Kulithalai in Karur district. Kulithalai is a village located on
the Cauvery basin with agriculture as the primary occupation.

Objectives:

 To assess the survey data and derive design requirements.

 To be able to design with respect to environment.
 To understand the use of forms in relation to open spaces.
 To project the needs of a community in design facilities.

The following are the various stages of the Rural Housing Project:-
 Formulation of objectives
 Surveys
 Analysis
 Identification of problems
 Recommendations
 Preparation of development concepts, house types and community facilities.

Formulation of objectives:-

The rural development project should aim at:-

 Community development (general uplift of people in terms of social life,

education, economic development and improvement in health.
 Improvement in infrastructure (includes improvement in housing conditions,
proper water supply and drainage, electrification. Marketing and storage
facilities and adequate transport linkages.)

Studies and surveys:-

This would comprise the study of the rural environment, the occupation patterns and
population characteristics, the physical environment and the available infrastructure.
Surveys are undertaken to get statistical information regarding existing conditions.
For the surveys you will be formed into groups and each of the outlined studies will
have to be carried out in the villages assigned to you.
Physical survey:-
Effort is made to arrive at approximately, the access, boundaries, street network and
levels if any, of the existing village. Besides this, the impact of the zone of influence
surrounding this village will have to be looked into.

Visual survey:-
The visual impact created by important landmarks such as temples, water bodies like
tanks, ponds, rivers, trees etc., and other topographical features will be covered in this
survey. Besides this the pattern of growth of the village and its relationships with the
surrounding environment will be dealt with. The rural scene and the activities in all
its aspects will be realized through the survey.

Housing survey:-
Design and construction aspects and construction aspects regarding housing are to be
dealt with. Details regarding existing house types based on plot and plinth areas,
materials used, construction techniques adopted and structural conditions are
collected. Traditional methods of building with rural materials are to be covered.

Environmental Aspects:
Survey on environmental aspects studies the environmental characteristics of the
village. Environmental pollution (air and water) as a whole shall be highlighted.

Infrastructure Services survey:-

This is to gather information on existing water supply and drainage, electricity and
transportation facilities.

Analysis:-
The various groups have to analyze the following aspects:

Visual survey analysis will help us to identify the physical characteristics, retention of
important landmarks, future growth pattern, retention or rural characteristics
pertaining to the settlements etc. Physical survey analysis will have to identify village
boundaries, house boundaries, open spaces to be preserved, areas under cultivation,
cultivatable and barren land, areas for development etc.

Socio- economic analysis will help us to broadly classify the households with various
income and occupation groups, caste and ethnic composition, literacy percentages etc.
With this we will broadly be able to identify what the economic base is, whether the
village is economically backward or not, what sort of economic activity can support
the village in future etc.

The housing survey will broadly classify or otherwise they will list out the design of
present housing and the survey on services will help us identify methods of garbage
disposal, sources of water supply, sanitary conditions etc. Other facilities to be
identified are health, education, transportation etc.

The studies of the village and the analysis will be presented at the seminar where the
survey data collected will be projected on to a design brief. The guidelines developed
will be helpful in the preparation of development of plan concepts, house types and
community facilities.

Preparation of Development Concepts, House types and Community Facilities:-

This is the most crucial part of redevelopment project,

“as in a vast country like ours, with limited resources, it is

advisable to retain and reuse as much of the existing
infrastructure”.

The population study will help us to know how many houses are totally
required in the future. Drawing development plans should be sensitive to the existing
patterns of settlement, the existing social network and its reflection in the physical
structure of the village. Having broadly studied about this, the details of filling in,
reconstruction of plots and building, conservation of open spaces, landmarks and
buildings will be looked into.

House types should be based on income and occupation, and the ideal conditions
should be weighed against what is practical and affordable. Designs for any public
and community centers, shopping facilities, recreational facilities etc shall also be
looked into.
