RGMO Frequency Influence Scheme

RESTRICTED GOVERNING MODE OF OPERATION (RGMO) SCHEME

FOR NTPC-RIHAND (as on 01.01.2018)


1. Enabling Logic: RGMO Logic is implemented in Frequency influence / correction of EHTC load controller
and is activated by switching “ON” frequency influence.

2. Tunable parameters: Correction through RGMO is limited to maximum +/- 25 MW or 5%, as per CERC
order dt 20.8.2009 page no. 13/25: CEA recommendation Point No:17. Gradient for correction is 10% per
min for response, as per CERC order dt 20.8.2009 page no. 10/25: point no:9, 5.2 system security aspects (h)
and IEGC 2010 page no. 35/77 – 5.2 (i). The gradient for automatic load restoration is 1% per min, as per
CERC order dt 20.8.2009 page no. 14/25: CEA recommendation Point No:23 (g). Dead band or ripple filter of
0.03 Hz is incorporated for RGMO response, as per CERC order dt 20.8.2009 page no. 13/25: CEA
recommendation Point No:17, and IEGC 2010 page no. 34/77 – 5.2 (f) Governor action ii (b). Frequency
correction in load control has droop setting of 3%, in line with CERC order dt 20.8.2009 page no. 10/25: point
no 9 and IEGC 2010 page no. 35/77 – 5.2 (f) Governor action ii (c). Dead time of 5 minutes is provided for
frequency response i.e. after frequency-based load correction and before automatic load restoration, as per
CERC order dt 20.8.2009 page no. 13/25: CEA recommendation Point No:17.

3. Positive Correction Component: If frequency is < 50.0 Hz and falling, this component will increase load
(correction as per droop) at 1% per min till max limit or +25 MW subject to maximum 105% MCR. This
component will hold output for dead time (5 min), or till frequency reverses > 50.0 Hz, and restore back to
zero at 1% per min.

4. Negative Correction Component: If frequency is > 50.00 Hz and rising, (50.2 revised to 50.05 as per IEGC
amendment dt 06.01.2014 page no. 2/12: section 3.(4) noting, and further revised to 50.00 as per IEGC 5 th
amendment dt 12.04.2017 page no. 3/8: section 5(1)(a) noting) this component will decrease load (correction
as per droop) till min limit or -25 MW subject to minimum technical unloading limit without oil support. This
component will hold output for dead time (5 min), or till frequency reverses < 50.00 Hz, and automatically
restore back to zero at 1% per min. If frequency is < 50.00 Hz and rising, it will result in no correction up to
50.00 Hz, as per IEGC 2010 page no. 34/77 – 5.2(f) Governor action ii (a).

5. Final correction: It is obtained as addition of positive and negative components with an overall limit at +/-
25MW or 5%. It comes into service once frequency influence is switched “ON” by operation.
